As an essential part of strategic emerging industry, the light emitting diode (LED) industry plays an important role in the development of a national economy as well as being a technology that is pivotal to energy saving and environmental protection. Due to the late start of China’s LED energy industry, there are few related studies, especially on the efficiency of China’s LED energy enterprises. The data envelopment analysis (DEA) method is widely used in efficiency measurement for its significant advantages in simplifying calculations and processing multiple input–output indicators. This study selected 34 Chinese LED energy enterprises, sorted out the various input and output indicators of each enterprise from 2017 to 2019, and calculated the technical efficiency, pure technical efficiency, and scale efficiency of each enterprise based on the CCR and BCC models of the DEA method. The result shows that, from 2017 to 2019, the overall technical efficiency of China’s LED energy enterprises continued to improve and that this was due to the LED energy enterprises’ emphasis on technology development. However, in terms of production scale, there is still a big gap between each enterprise and the optimal scale. On the one hand, studying the technical efficiency of China’s LED energy enterprises can measure whether an enterprise has reached the optimal input–output ratio; on the other hand, it can provide references for related stakeholders such as investment entities, regulatory agencies, and policy-making departments.

The eco-efficiency and sustainable development have become the focus of world and the issues to be resolved urgently. In this paper, the recent research status of eco-economic region of Poyang Lake in China is analyzed, and the multi-level evaluation index system of eco-efficiency of Poyang Lake is constructed. The minimum input and maximum output method based on DEA(Data Envelopment Analysis) is proposed, the mathematical model of validity evaluation of eco-economic region of Poyang Lake is set up and programmed by MATLAB. Efficiency evaluation of a complex system with the cases from nine districts of Poyang Lake region in China is realized, which is more than one homogeneous decision-making unit of multi-input and multi-output. The MDEA (Modified DEA) method resolves the problems of ranking DEA efficient units of Poyang Lake, The DEAP2.1 software differentiates the technical efficiency and scale efficiency of eco-economic region of Poyang Lake, and adjusts the DEA inefficient units to become technical efficiency. The model can be used to analyze efficiency and diagnose different units at the same time or same unit at different time. It can be more accurate and convenient for the management process of eco-economic region of Poyang Lake and the similar eco-economic region.

The article empirically examines how the size and legal status of an enterprise influence the technical and scale efficiency of Polish food producers. Technical and scale efficiency indices are measured using the non-parametric DEA method. The study is based on the annual financial reports of 52 sugar and confectionery producers operating in 2006-2016. The analysis covers all enterprises in the sector, as well as groups of larger and smaller enterprises (distinguished by the median of assets), as well as groups of capital companies and cooperatives. Research has shown that enterprises were characterized by relatively high technical efficiency and scale efficiency in the range, respectively, between 82 and 93% and between 93 and 98%. All enterprises operated more efficiently in more favorable macroeconomic conditions. The level of enterprises’ technical and scale efficiency depends on the value of their assets and the legal status. Larger enterprises were less technically effective than smaller ones, but they made greater use of the effect of scale. Capital companies were more effective than cooperatives, but to a lesser extent used economy of scale.

The paper provides a new approach to modeling bank efficiency. Unlike previous bank efficiency studies, the present paper employs the data envelopment analysis (DEA) method on quarterly data to construct the efficiency frontiers. The Malaysian banking sector is used for a case study. The results show that the Malaysian banking sector has exhibited the mean technical efficiency of 97.3%, suggesting the minimal input waste of 2.7%. The empirical findings suggest that the pure technical efficiency outweighs the scale efficiency in determining the Malaysian banking sector’s technical efficiency. The results imply that, although the Malaysian banking sector has been efficient in managerial terms, it has been operating at a non-optimal scale of operations.p>

The high-quality development of the logistics industry plays an important role in high-quality economic development. Green logistics is attracting more attention, owing to environmental concern. Based on the five concepts of “innovation, coordination, green, openness and sharing” of high-quality economic development, the input–output indicators of green logistics efficiency (GLE) have been designed. The correlation between the green logistics input and output indicators have been analyzed by Pearson, and the green logistics efficiency of 11 cities in Jiangxi Province has been calculated by three-stage DEA. The evolutionary characteristics of the high-quality development of green logistics efficiency in Jiangxi Province were analyzed and evaluated. The conclusions were achieved as follows: (1) Nanchang, Xinyu and Ganzhou city are at the forefront of efficiency, and are less affected by environmental factors. The logistics efficiency of other cities is obviously affected by environmental factors. (2) The comprehensive technical efficiency (TE) of green logistics in Jiangxi Province is strongly influenced by scale efficiency (SE). The poor scale efficiency reduces the comprehensive technical efficiency of green logistics. (3) There is a positive correlation between high-quality economic development and logistics efficiency. In these cities of Jiangxi province (Nanchang, Ganzhou, Jiujiang, etc.) the share of total economy and green logistics efficiency is high. This study proves that Jiangxi province is moving towards high-quality economic development due to good environmental protection. (4) In 2017, Jiangxi Province was recognized as one of the national ecological civilization pilot region by the State Council. Green logistics efficiency in Jiangxi Province showed an inflection point in 2017, indicating that the green concept is becoming more and more popular. From the government to enterprises, the province has achieved initial results in promoting the transformation of the economic development mode. It aims to provide reference for the high-quality development of other provinces.

RISDA has targeted for the income of each smallholder to be at least RM2500 per month by the end of 2015. However, approximately almost 90% of the smallholders’ monthly income is still below the target. Hence, in order to observe if this target is achievable, a study was conducted to evaluate the efficiency level of producing rubber among 95 rubber smallholders in Pahang. In addition, the study also investigated if there was any opportunity for increment of production among the rubber smallholders. Therefore, the Data Envelopment Analysis (DEA) model, under the assumption of Variable Return to Scale (VRS) and Constant Return to Scale (CRS), was used to analyse the scale and the technical efficiency of the smallholders. Scale Efficiency was measured in order to estimate the return to scale of the smallholders. As a result, the study found that the average Overall Technical Efficiency (OTE) and Pure Technical Efficiency (PTE) scores of the smallholders were 43.47% and 43.78%, respectively. Thus, the majority of the smallholders were not technically efficient in producing rubber. Furthermore, based on the return to scale estimated, 41% of the smallholders were operating under the Increase Return to Scale (IRS), which implied that the smallholders had a sub-optimal scale size. The results obtained had been useful as the optimal input-output for the efficient rubber yield can be determined and may help RISDA, as well as agricultural planners, to devise a strategy in order to increase the productivity of rubber smallholders in Malaysia.

This paper uses Data Envelopment Analysis (DEA) to measure the scale and efficiency of 28 major automotive enterprises in Chinese, and the results show that at this stage, large automobile manufacturers of China are under-produced and the production is too scattered, and the overall efficiency of automobile manufacturers is low. One of the main reasons is that because of the low technical efficiency value, the technological innovation capability of enterprises needs to be strengthened. The other reason is that the low efficiency of a large number of enterprises lowers the overall efficiency level. There is a positive correlation between the scale and efficiency of automobile manufacturers. Whether it is the horizontal comparison between different enterprises (nature) or the vertical comparison between the same enterprises, all show that compared with small-scale enterprises, large-scale manufacturing enterprises not only have higher scale efficiency but also have higher technical efficiency. With the expansion of production scale, the scale of enterprises and technical efficiency have improved, which shows that for the automotive industry, compared with other factors, economies of scale is the main factor that affects the automotive industry, and not only is it reflected in the scale but also in technological innovation. Therefore, when formulating policies, the relevant departments should support the development of large-scale enterprises, encourage mergers and acquisitions among enterprises, increase R&D investment, support technological innovation, and set up a scientific market exit mechanism to reduce exit costs, such as guiding the transformation of enterprises and establish a competition mechanism for the survival of the fittest.

Abstract BackgroundCounty-level public hospitals play an important role in China's medical tertiary health care network. Since a new round of medical reforms occurred in 2009, county-level public hospitals have conducted continuous exploration and reforms. To analyze the efficiency and productivity of 36 county-level public hospitals based three provinces in China.Methods.We randomly selected 12 county-level hospitals from each 3 provinces based on economic levels and regional differences in China, finally, a total of 36 county-level hospitals were chosen, and a self-made questionnaire was used to investigate hospital operations for collecting data from 2011 to 2015. 2011–2015 is the twelfth five-year period of China's national economic and social development. Four input indicators and three output indicators were selected. Data envelopment analysis and the Malmquist index methods were used to measure the efficiency and productivity by the key indicators for each region.Results.On average, four input indicators in three regions have continued to grow from 2011 to 2015. The output in the three regions is directly proportional to the upward trend in inputs. On average, the three output indicators of hospitals in the eastern region are higher than the central and western regions. The technical efficiency of county-level public hospitals in the central, eastern, and western regions of China were on an upward trend, and the number of the technical efficiency, the pure technical efficiency, and the scale efficiency values reaching 1 in the three regions was more than half, respectively. The average of total factor productivity change for 2011–2015 in the central, eastern, and western regions was 1.016, 0.997, and 0.930, respectively.Conclusions.The efficiency of the central Chinese region was mainly affected by pure technical efficiency; however, scale efficiency changed to affect the efficiency of the eastern and western hospitals in 2015. The increase in production efficiency in the central region was driven by the technical efficiency. In the future hospital management, management innovation needs to be strengthened. The decline in productivity in the eastern region was due to the decline in the technical efficiency. At present, the eastern region pays attention to management innovation, but it is necessary to be alert to the adverse consequences of the expansion of hospital scale. The decline in productivity in the western region was due to the decline in the technological efficiency and technical efficiency. The hospitals should strengthen hospital management and blind scale expansion. Financial subsidies in the western region have a significant role in promoting the development of hospitals. The internal management innovation of hospitals in the eastern region has a positive effect on the technical efficiency of hospitals. The medical reform measures in the central region have positively promoted the efficiency of hospitals.

Faced with two big stresses of energy shortage and environmental pollutants, China should improve its energy utilization efficiency. Based on the data of China Statistical Yearbook and China Environmental Statistics Yearbook, the pollutants discharge and energy utilization efficiency, including technical efficiency (TE), pure technical efficiency (PTE), scale efficiency (SE) and returns to scale (RTS) of China’s industry and its sub-sectors were analyzed by constant returns to scale model (CRS) and variable returns to scale model (VRS) of non-parametric data envelopment analysis (DEA) method. Results showed that: (1) The RTS of China's total industrial environmental efficiency and energy utilization efficiency were all in "irs" state, indicating that it was beneficial to expand the entire industrial scale. (2) The TE of total industrial energy utilization efficiency was about 0.80, the minimum TE was 0.018 of production and distribution of gas sector. (3) The total industrial environmental efficiency was about 0.77, the two sectors with high pollutants discharges were mining of other ores and manufacture of paper and paper products, and TE were 0.065 and 0.067, respectively. Mostly industrial sub-sectors should improve their technologies and adjust its scales except for extraction of petroleum and natural gas, manufacture of tobacco, printing, reproduction of recording media and so on. (4) Mining of other ores, manufacture of tobacco, manufacture of communication equipment, computers and other electronic equipment, manufacture of measuring, instruments and machinery for cultural activity and office work and production and distribution of water were in high energy utilization efficiency while in low environmental efficiency and steady RTS. So these sectors should improve the technologies to achieve DEA effective. (5) Scale expanding, technology advancement, energy use pattern improvement and industry structure adjustment were suggested for energy-saving industry according to the TE, PTE, SE and RTS.
