The Millennium Ecosystem Assessment (MA) initiated in 2001 aims to assess the impacts of human pressure on ecosystem services (ES) and human well-being. Since then, the ES have been a worldwide concern, namely regarding to biodiversity loss and land use management (MA, 2005). The EU 2010 Biodiversity Baseline Report stated that 65% of habitats of EU importance were in an unfavorable conservation status, mainly due to anthropic activities over time (EEA, 2010). As a consequence, in 2011, the EU adopted the Biodiversity Strategy to 2020, requiring all Member States to actively work towards stopping the loss of biodiversity and ecosystem services by 2020, and to restore ecosystems. ES are particularly relevant in urban areas, where most population is concentrated and expected to reach almost 70% of the total population by 2050 (UN-DESA, 2018). Strategically planned urban Green and Blue Infrastructures (GBI) can be designed and implemented in cities to effectively provide a wide range of ES, relevant to address urban sustainability and resilience to climate change, and thus effectively contribute to stop and revert ES deterioration and loss. However, the integration of ES and GBI concepts into national, regional and local policies and plans, and their effectiveness to implement the EU Biodiversity Strategy, is still a major challenge. This paper aims to analyze the horizontal and vertical integration of the ES and GBI concepts in the Portuguese policies and land use planning, at national, regional and local levels, focusing on the municipality of Coimbra. Among the 19 documents analyzed, most of them are defined at national level (12) and 6 of them are defined at local level. At the regional level, only one single plan is available, although it is still not officially approved and published, despite started being prepared in 1991. This regional situation mirrors the current status of the Portuguese administrative levels, which was triggered by the negative result of the 1998 referendum on the regionalization process. This referendum prevented necessary changes in the administrative divisions, so that current regional divisions do not reflect the economic, demographic and cultural realities of the country, having been emptied of administrative powers. The analysis shows a strong integration of the ES and GBI concepts at the national level, but the vertical coordination shows that plenty of work needs to be done to fully embrace the ES and GBI concepts. AbstractPolicy-makers are paying increasing attention to ecosystem services, given improved understanding that they underpin human well-being, and following their integration within the Aichi Targets of the Convention on Biological Diversity. Decision-makers need information on trends in biodiversity and ecosystem services but tools for assessing the latter are often expensive, technically demanding and ignore the local context. In this study we used a simple, replicable participatory assessment approach to gather information on ecosystem services at important sites for biodiversity conservation in Nepal, to feed into local and national decision-making. Through engaging knowledgeable stakeholders we assessed the services delivered by Nepal's 27 Important Bird and Biodiversity Areas, the pressures affecting services through impacts on land cover and land use, and the consequences of these for people. We found that these sites provide ecosystem services to beneficiaries at a range of scales but under current pressures the balance of services will change, with local communities incurring the greatest costs. The approach provided valuable information on the trade-offs between ecosystem services and between different people, developed the capacity of civil society to engage in decision-making at the local and national level, and provided digestible information for Nepal's government. We recommend this approach in other countries where there is a lack of information on the likely impacts of land-use change on ecosystem services and people.

Natural heritage (NH) includes natural features that can be described as outstanding universal value at a national level. It refers to the importance of ecosystems, biodiversity, and geodiversity for their existence value, and the ecosystems can be considered as the spatial units for its mapping and assessment. The ecosystem services (ES) concept provides an appropriate basis in the form of assessment and mapping methods that enable linking the state of ecosystems with human well-being. Thus, it can be used as a platform to find solutions to the problems related to the conflicts between conservation and the use of the NH. In this paper, we aim to present the process of developing a methodological framework for mapping and assessment of ecosystem services provided by the natural heritage in Bulgaria for recreation and tourism. The conceptual framework of the ecosystem-based assessment of NH in Bulgaria is based on the assumption that the generation of NH for the needs of tourism can be presented as the linkages between the natural systems and tourism in the form of ES potential, flow, and demand. The results demonstrate that the NH can be presented as a spatial phenomenon conceptualized by the flows of benefits from ecosystems to people which contribute to human well-being. The mapping and assessment procedures are fully developed for application at a national level, while for the regional and local level, few pilot studies mark some basic foundations for further development.

Urban ecosystem services provide a wide range of services to sustain life, social relation, health, etc., and address most of the challenges, including climate change and environmental pollution. While it is recognized that the urban ecosystem substantially contributes to human well-being in cities, there is less attention to consider the value of urban ecosystem service in urban planning and policymaking. This study analyzed the land use and land cover (LULC) dynamics of city of Dhaka over the past three decades (1990–2020) to evaluate the impact of LULC on ecosystem services value (ESV). The estimation of ESV in relation to LULC has been done using the globally used benefits transfer method (BTM). Findings of the study show that built-up area has increased by 188.35% from 1990 to 2020, with an average annual growth rate is about 6.28%. The analysis of ESV shows that it has decreased by 59.55% (85 million USD) from 142.72 million USD in 1990 to 57.72 million USD in 2020 due to the development of the built-up area through conversion of agricultural land, waterbodies, and forest and vegetation land. This study also identified that waterbodies are the greatest contributor to ESV. The result on the elasticity of ESV in relation to LULC implies that about 1% transition in LULC would result in about 0.33% change in total ESV during the study period. We believe that the findings of this study would serve as a reference for the policy maker and urban planner to devise appropriate land use decision to ensure sustainable urban development of Dhaka.

Conservation areas are originally well-known for protecting landscape features and wildlife. They are playing key role in conserving and providing a wide range of ecosystem services, social, economic and cultural benefits as well as vital places for climate mitigation and adaptation. We have analyzed decadal changes in land cover and status of vegetation cover in the conservation area using both national level available data on land use land cover (LULC) changes (1990-2010) and normalized difference vegetation index (NDVI) (2010-2018) in Annapurna conservation area. LULC showed the barren land as the most dominant land cover types in all three different time series 1990, 2000 and 2010 with followed by snow cover, grassland, forest, agriculture and water body. The highest NDVI values were observed at Southern, Southwestern and Southeastern part of conservation area consisting of forest area, shrub land and grassland while toward low to negative in the upper middle to the Northern part of the conservation area.

AbstractThe EU Water Framework Directive requires the development of management responses aimed towards improving water quality as a result of improving ecosystem health (system state). Ecosystems have potential to supply a range of services that are of fundamental importance to human well-being, health, livelihoods and survival, and their capacity to supply these services depends on the ecosystem condition (its structure and processes). According to the WFD, Programmes of Measures should be developed to improve overall water status by reducing anthropogenic catchment pressures to levels compatible with the achievement of the ecological objectives of the directive, and when designed and implemented properly should improve the ecological condition of aquatic ecosystems that the delivery of ecosystem services depends on. Monitoring and evaluation of implemented measures are crucial for assessing their effectiveness and creating the agenda for consecutive planning cycles. Considering the challenges of achieving water status improvements, and the difficulties of communicating these to the wider public, we develop a framework for the evaluation of measures cost-effectiveness that considers ecosystem services as the benefits from the reduction of pressures on water bodies. We demonstrate its application through a case study and discuss its potential to facilitate the economic analysis required by the directive, and that most European water authorities had problems with. Findings demonstrate the potential of the methodology to effectively incorporate ecosystem services in the assessment of costs and benefits of proposed actions, as well as its potential to engage stakeholders.

AbstractFailures of compliance with European Union (EU) directives have revealed the EU as a political system capable of enacting laws in a wide range of different policy areas, but facing difficulties to ensure their actual implementation. Although the EU relies on national enforcement agencies to ensure compliance with the EU legislation, there is scarce analysis of the differential deterrent effect of national enforcement in EU law compliance. This article examines the enforcement of an EU water directive, the Urban Waste Water Treatment Directive, in Spain and the UK. It focuses on the existing national sanctions for disciplining actors in charge of complying with EU requirements, and on the actual use of punitive sanctions. The analysis shows that a more comprehensive and active disciplinary regime at the national level contributes to explain a higher degree of compliance with EU law. The article calls for a detailed examination of the national administrative and criminal sanction system for a more comprehensive understanding of the incentives and disincentives to comply with EU law at the national state level.

This essay has sought to draw together some of the reasons behind the recent upsurge in interest in the systematic evaluation of scenic beauty. It has covered a wide range of disciplines, because of the multi-faceted nature of feelings about landscape. These feelings have been synthesized into four themes representing landscape as a non-renewable resource, as a recreational resource, as a spiritual resource, and finally as a historical resource. Undoubtedly many other equally valid reasons exist as to why the visual resource of the landscape should be recognized as an important consideration in land-use planning decisions.

Abstract. To support the assessments of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), the IPBES Expert Group on Scenarios and Models is carrying out an intercomparison of biodiversity and ecosystem services models using harmonized scenarios (BES-SIM). The goals of BES-SIM are (1) to project the global impacts of land-use and climate change on biodiversity and ecosystem services (i.e., nature's contributions to people) over the coming decades, compared to the 20th century, using a set of common metrics at multiple scales, and (2) to identify model uncertainties and research gaps through the comparisons of projected biodiversity and ecosystem services across models. BES-SIM uses three scenarios combining specific Shared Socio-economic Pathways (SSPs) and Representative Concentration Pathways (RCPs) – SSP1xRCP2.6, SSP3xRCP6.0, SSP5xRCP8.6 – to explore a wide range of land-use change and climate change futures. This paper describes the rationale for scenario selection, the process of harmonizing input data for land use, based on the second phase of the Land Use Harmonization Project (LUH2), and climate, the biodiversity and ecosystem services models used, the core simulations carried out, the harmonization of the model output metrics, and the treatment of uncertainty. The results of this collaborative modeling project will support the ongoing global assessment of IPBES, strengthen ties between IPBES and the Intergovernmental Panel on Climate Change (IPCC) scenarios and modeling processes, advise the Convention on Biological Diversity (CBD) on its development of a post-2020 strategic plans and conservation goals, and inform the development of a new generation of nature-centred scenarios.

The EU Biodiversity Strategy to 2020 determines that “Member States, with the assistance of the Commission, will map and assess the state of ecosystems and their services in their national territory by 2014, assess the economic value of such services, and promote the integration of these values into accounting and reporting systems at EU and national level by 2020”. Mapping and assessment of ecosystem services provides several benefits, one of which is baseline data providing to measure net future gains or losses and data integration into spatial development process. The aim of the paper is to present and discuss the approach taken to assessing ecosystem services in order to introduce necessity of mapping and assessment of ecosystems and their services for planning and decision-making process in Latvia. The paper will focus on terminology interpretation of ecosystem services, introducing with set of developed indicators for assessment of ecosystem services and define appropriate for Latvia. The paper closes with estimation of potential benefits and necessity to integrate assessment of ecosystems services in spatial planning and decision-making process.
