The construction industry is known for its disappointing safety performance. Therefore, rethinking current safety management frameworks is crucial. This study assesses a newly proposed construction safety culture and climate framework that aims to overcome the present ambiguity in the definitions and measurement of construction safety culture and construction safety climate. The goal is to provide a practical construction safety culture and safety climate framework that fits the construction industry’s needs. A survey was designed to validate the proposed framework and assess its influence on safety behavior and safety motivation. The survey was completed by 275 construction practitioners. The findings suggest that the construction safety culture initiates and maintains the construction safety climate. Similarly, the construction safety culture, which is represented by the actions of upper management and safety personnel, significantly contributes to higher levels of safety behavior and safety motivation, whereas the construction safety climate does not. Accordingly, this study highlights the importance of the construction safety culture’s influence on overall workplace culture. This study’s contribution to the body of knowledge is critical to improving construction workplaces’ overall safety performance. The findings can be strategically used by construction firms to address the construction industry’s higher rates of fatal and nonfatal injuries. Finally, the results obtained support the newly proposed framework of construction safety culture and climate, which, in turn, helps the industry better manage overall site safety.

<p>Nowadays, workplace safety is a clear concern for both individuals and organizations, particularly in developing countries such as Jordan. This is evidenced by the expanding body of safety-related literature published on this regard. This paper develops a conceptual framework of safety management based on perceived organizational support theory. The main aim of this framework is to disclose the causal links between a physiological empowerment, respect, perceived management commitment to safety and safety performance based on previous studies. Such framework could have impact on practical issues in healthcare industry, as well as enhancing the body of related literature on perceived management commitment to safety. Consequently, this framework presents a new trend concerning perceived management commitment to safety through investigating each dimension of safety climate individually.    </p><p> </p>

In this era of globalisation, occupational safety is the main spotlight in every industry. By implementing a safety management system in the workplace, it is hoped that it can shape the safety climate and positive safety culture, which can be assessed from zero accidents, workforce behaviour and support for the safety of oneself and coworkers. The main objective of this research was to analyse the effect of leadership on safety climate, safety culture and safety performance. This research was conducted at a plastic packaging manufacturer, PT. Berlina Tbk Tangerang with 133 participants and used the SEM (Structural Equation Modeling) analysis method. The results of the research analysis showed that leadership, safety climate and safety culture have a simultaneous significant effect on 83% safety performance.

This article aims to measure the application of occupational safety and health using Cooper's Reciprocal Safety Culture Model and Confirmatory Factor Analysis method.  The objective function of this article is to find out the aspects of safety culture that have been implemented by companies. A questionnaire was circulated to staff on the company's production floor as part of this study. The results of the questionnaire recapitulation were then analyzed using the confirmatory factor analysis method. Based on the score calculation results and the category determination build on the questionnaire scores on each dimension of the safety culture applied to the Steel Company, the safety climate value of 55.58 is obtained, which is on a 'quite good' scale. The safety behaviour value of 44, 89 is included on a 'quite good' scale, the safety management system value of 22.04 is on a 'poor' scale, and the safety culture value of 40.83 is on the 'quite good' scale. With these results, it is essential to make improvements to the safety culture in the company, especially in the dimensions of the safety management system, which is on the 'quite good' scale.

Purpose Previous research studies have testified that safety culture positively affects safety performance. However, the progression by which safety culture affects safety performance has not yet been examined. Also, how safety culture affects the overall safety performance at different levels of the organization is yet to be explored. In order to address this issue, the purpose of this paper is to study the effect of multilevel safety culture upon safety performance over time. Design/methodology/approach A conceptual causal-loop diagram is constructed using the group model building approach to establish the relationship between safety culture components (e.g. psychological, behavioral and situational) and the factors associated with safety performance (e.g. risk level, safety behavior, unsafe conditions, unsafe acts and incident rate). Considering the dynamic nature and intricacy of the safety management system, the system dynamics approach has been employed to develop the model. Findings The results indicate that the safety culture at the tactical level (middle management) and operational level is much more effective than strategic level (top management) in ameliorating the safety performance of the organization. Research limitations/implications The scope of this study is limited to the effect of multilevel safety culture on safety performance. The focus is on the dynamics of personal, behavioral and situational factors of top management, middle management and workers to reinforce the safety performance of the organization. Future research can be protracted to build other models of safety. Practical implications First and foremost, the findings summarized in this paper can be implemented by organizations to achieve the total safety culture to upgrade safety performance. Originality/value This paper presents the holistic view of multilevel safety culture in an organization’s hierarchy. It shows how multilevel level safety culture in an organization interacts with the safety management system to enhance the safety performance of the organization.

Working at sea places individuals in an inherently dangerous environment for extended periods, exposing them to unique risks not found in land-based industries. Safety-critical socio-technical systems demand an inherent organizational safety culture for reliable and safe operations. Safety climate acts as a mediating factor between the broader organizational climate and safety behavior of individuals and teams. This paper investigates safety climate of individuals working at sea. Two hundred persons (47.3 yrs ±12.9; 175 males, 25 females) working as seafarers ( n=132) and onboard service staff ( n=68) with Norwegian maritime companies completed an online safety climate questionnaire. Results indicate that maritime workers generally have lower perceptions of safety within their organizations in comparison to other industries. Furthermore, certified seafarers have lower perceptions of safety then onboard service staff, who have lower restrictions to working at sea, and generally less maritime safety education and training.

Developing and encouraging a safety culture is an important factor to achieve a safe workplace with low injury rates. Safety climate can be an indicator of the status of an occupational health and safety management system in an organization. It can provide a snapshot of the safety culture. The Thai version of Nordic Occupational Safety Climate Questionnaire is used to evaluate the safety climate in the food manufacturing industry in Songkhla, Thailand. The results can also be used as a guideline in the development and safety management in the future. The response rate was great. The employees who participated were 14.7% male and 85.3% were female. Most subjects were 41-50 years-old and most had a 1- to 5-year working experience. The highest safety climate score of the workers was the dimension of “workers’ trust in the efficacy of safety systems” (3.29) while the lowest score was the dimension of “workers' safety priority and risk non-acceptance” (2.89). For the leaders, the highest safety climate score was the dimension of “workers’ safety commitment” (3.44) and the lowest score was the dimension of “management safety empowerment” (3.10). The factors related to accident occurrence were the differences in the organizations and the mean score of the safety climate dimension of “worker’s safety priority and risk non-acceptance”.

An improved accident causation model which demonstrates the relationships among different causal factors was proposed in this study. It provides a pathway for accident analysis from the individual level to the organizational level. Unsafe acts and conditions determined by individuals’ poor safety knowledge, low safety awareness, bad safety habits, etc. are the immediate causes of an accident. Deficiencies in safety management systems and safety culture remain the root causes, which can cause consequences at the individual level. Moreover, the weaknesses of an organization’s safety culture can have a great impact on the formation of a good safety climate and can further lead to poor decision-making and implementation of procedures in the safety management system. In order to contribute to a better perception and understanding of the accident causation model, one typical case in the process industry, the oil leak and explosion of the Sinopec Donghuang pipelines, was selected for this study. The causality from immediate causes to root causes is demonstrated in sequence and can be shown in this model explicitly and logically. Several important lessons are summarized from the results and targeted measures can be taken to avoid similar mistakes in the future. This model provides a clear and resourceful method for the safety and risk practitioner’s toolkit in accident investigation and analysis, and the organization can use it as a tool to conduct staff trainings and thus to keep accidents under control.
