The growing demand for passenger and freight transport in cities, resulting from the population growth in urbanized areas, has led to increasing problems with congestion, environmental pollution and, as a consequence, to a decrease in quality of life. This problem was noticed by the European Commission, which began to promote the concept of sustainable urban mobility plans (SUMPs). The efficient implementation of SUMPs requires tools for its evaluation. However, in the literature, most proposed assessment tools relate mainly to passenger transport, omitting the freight transport. The purpose of this paper is to utilize a multiple criteria analysis with the use of the Promethee method in order to assess the level of advancement of selected European Union (EU) capital cities in the field of sustainable urban mobility plan formulation and implementation. This method has been applied on the basis of a survey conducted among representatives of 15 EU capital cities and analyses of transportation plans. This research shows that cities that have a comprehensive transport plan consistently collaborate with different stakeholder groups, have implemented the greatest number of measures in the field of sustainable urban transport, and have achieved the best results in terms of safety and NO2 (nitrogen oxides) and PM (particulate matter) emissions.

Purpose The United Nations (2030 Agenda) recognize the need to work with sustainable urban mobility problems such as traffic jams, pollution, inadequate infrastructure are becoming recurring issues in urban centers, directly affecting the quality of life. Such an unsustainable system is frequently observed at universities, as these houses a large concentration of people and vehicles, without proper planning. To promote sustainable strategies at universities, this research aims to focus on the sustainable mobility plan (SMP) applied at the University of Passo Fundo (UPF). Design/methodology/approach Bibliographic research about the current mobility of the campus has been carried out. A questionnaire was distributed to understand opinions about the subject of key people. Findings The priority treatment given to vehicles, mostly, is an alert factor, which must be solved immediately, considering the need of planning and restructuring it. The suggestions of possible solutions were also relevant, and are being considered for the plan’s implementation. Originality/value This study stands out for using the 2030 Agenda, specifically Goal 11 (Make cities and human settlements inclusive, safe, resilient and sustainable), using the university campus as a study object. The mobility plan elaboration was constituted by several actions to fill all parts of the mentioned goal. This study stands out because its methodology can be used in other universities besides UPF and also, to a larger scale, in cities, with similar technical features.

Purpose – This paper aims to describe global trends and policy responses with respect to the social sustainability of urban mobility which, put simply, refers to whether the benefits and costs of transport and travel services (mobility) and the spatial organisation of facilities and services (accessibility) are equally and equitably distributed in a society or community. Considering urban transport provision from a social sustainability framework raises critical issues of policy goals and purpose, not least of which is the consideration that policies aimed at stemming or reducing urban mobility should not accentuate existing inequities and inequalities in accessibility. It also raises issues of reshaping urban decision-making structures to better integrate the end-user, where the end-user includes both those who are presently included in mobility and accessibility provision and, most importantly, those who are presently and have been previously excluded. Design/methodology/approach – Comprehensive research into the global policy literature and urban practice around socially sustainable urban mobility under the auspices of an international agency. Findings – The databases and methodologies around social sustainability have not been sufficiently developed to permit ready operationalisation. The use of electronic technology and user feedback – which such technology makes possible – has not been adequately harnessed to develop the necessary methodologies for the measurement of social sustainability with respect to urban mobility. Research limitations/implications – The development of improved social sustainability methodologies will increase the probability of the building of pro-poor infrastructure. Practical implications – The development of improved social sustainability methodologies will proved improved frameworks for evaluating the social responsibility of transport options. Social implications – The development of participatory methodologies and evaluatory frameworks will lead towards more cohesive and better integrated cities, that is more socially sustainable cities. Originality/value – This paper makes the case that the participatory research necessary to the evaluation of transport projects, schemes and networks as socially sustainable has not yet been undertaken. It brings together a set of global evidence to make the case that current discussions of the social sustainability currently take place in an evidence and policy vacuum.

Sustainable urban mobility adds a new dimension to the circulation of goods and people in the city: sustainability. The increasing number of individual motor vehicles is an accurate urban mobility diagnostic, by highlighting strengths and weaknesses, to guide public policies aimed at improving the quality of urban life. In this paper, the Sustainable Urban Mobility Index has been discussed and then applied to evaluate the sustainable urban mobility in Campinas (SP, Brazil). For the period 2010-2014, the index shows a persistent insufficiency in the sustainable urban mobility of this city, even if there was a slight improvement in the period. This is due to the environmental dimension, considering the increasing fuel consumption. It is therefore necessary to look for possible solutions involving primarily collective transportation and non-motorized one, especially for short distance.

This study presents the results of the research on travel behaviour for persons with different types of disabilities. Persons with disabilities are a group of participants with specific traffic requirements often not included in traffic research and consequently adequate planning of urban transport. To obtain the data, a home interview was conducted on a representative sample. The paper presents the main results of the research and indicates the specificity of the requirements of this group of users. The results are compared with the results of the same research conducted for the development of the Smart Plan of Novi Sad and the results of similar research abroad. The main goal is to obtain a qualitative and quantitative database of the requirements of this group of users as a basis for creating sustainable urban mobility plans.

Many cities promote cycling as an environmentally friendly and healthier mode of urban transport. The challenge often is bigger than anticipated, as it involves inducing behavioural change among different groups of actors and reaching agreement about the reallocation of scarce resources. Recent experiences in Bangkok are illustrative. Here, multi-year efforts by the Bangkok Metropolitan Administration (BMA) to promote cycling have yielded only partial success. Recreational cycling has increased, but utility cycling much less so. A gap remains between what the BMA delivers in terms of pro-cycling policies and what Bangkokians need in order to become utility cyclists. This paper investigates the characteristics of this gap and the factors that produce it. It finds that safety concerns in particular keep Bangkokians from cycling, and that organizational inefficiencies and failure to commit key actors, a narrow focus on physical output, wavering political leadership, and a failure to benefit from the knowledge available among members of the public, are key factors preventing the BMA from delivering more effective solutions. The paper concludes by deriving key lessons from the Bangkok experience.

One of the most crucial steps during the implementation of a Sustainable Urban Mobility Plan (SUMP) as well the relevant transportation projects is the final measures and policies’ selection that will be realized in order for the plan to achieve the study area targets. There are many methodologies that have been used for a specific purpose, with cost-effective and cost–benefit analysis being the most popular. According to the new specifications of SUMPs, the co-creation and co-planning of the future measures taking into account the opinions of all the relevant stakeholders and groups of citizens is the main parameter that will ensure the success of the planning. For this reason, MCA is the methodology proposed to be used for collecting and analyzing the different opinions. The aim of the current work is to prove, through a targeted Greek survey, the effectiveness of the MCA, not only to merge the different opinions and priorities of the stakeholders but also to highlight and rank realistically the most important sustainable mobility measures that should be implemented in an urban area. The work proposes and tests a specific methodological framework based on the use of the preference ranking organization method for enrichment of evaluations (PROMETHEE) method.

Sustainability is a multi-dimensional concept that can be assessed by means of constructing a composite indicator or index. In doing so, a scientifically sound and appropriate index methodology is required. The research proposed in this chapter aims to provide a guideline for developing a sustainability index that is able to assess the impact of mobility on the urban quality of life. By studying the index development process in other domains critically and taking the specific sustainable urban mobility context into account, this study investigates the different methodological steps that are essential in the construction of a sustainable urban mobility index. The main challenges and potential options when developing such an index are discussed.

Abstract The Smart Travel Planner concept for an optimal travel choice, supported by a Personalized Internet Portal, has to promote the sustainable urban mobility. STP is an important tool for Sustainable Urban Transport Decalogue’s implementation that is intended to result in lower emissions, better health and lower investment costs in the road infrastructure. The questionnaires included are for checking its public acceptance in the city and at end users’ level.

Nowadays in Europe, there is a noticeable increase in the popularity of power two-wheelers (PTW). This is largely due to the increase in urban transport problems. The aim of the study was to present the changes in urban mobility in terms of the use of power two-wheelers. In relation to this process, the activities of local authorities and organisations related to PTW traffic were also presented to adapt the city infrastructure to the traffic of two-track vehicles in selected European countries. The study used numerical data analysis methods and data from an online survey of motorcyclists in Poland as well as an online search of planning materials from the authorities of selected European cities. Based on the results obtained, communication by PTW vehicles can be considered one of the possibilities for developing alternative transport in cities. Their advantage is both high mobility and economic value. PTW vehicles are also a part of an exhaust reduction policy. The best solutions to promote this mode of transport are the reduction of parking fees and the availability of public service lanes. Supporting PTW communication is included in communication policies and brings especially positive spatial results in cities such as Barcelona, London or Vienna.
