Smart specialization strategies represent public policy initiatives to develop regions based on new combinations of knowledge and industries. The aim of this article is to enrich the theory and practice of smart specialization strategies (S3) by integrating the conceptualization of knowledge-intensive entrepreneurship (KIE). We propose that knowledge-intensive entrepreneurship is necessary in order to specify how public and private support of KIE firms can be beneficial to develop new knowledge relevant to the fulfillment of specific sustainable development goals. We did so by further developing a conceptual model of innovation governance routines by integrating sustainability goals. We also illustrated our conceptual model through two case studies from the Swedish maritime cluster. By extrapolating from the combination of the conceptual model and two case studies, we make three propositions about the different strategic roles that KIE firms can play within a broader S3 policy setting, and in such a way as to promote sustainability-related outcomes.

In this chapter a final discussion will be presented following four case studies that have been carried out with respect to company IT standards using an initial and an enhanced conceptual model. The initial model focussed on the control of using IT standards whereas the enhanced version incorporated selection and implementation, besides their usage. Furthermore, control was modified into management and governance with the objective of focussing on opportunities to influence process performance to realize intended business benefits. In the next sections the business benefits identified in the case studies will be discussed, as well as whether these hold in a more general sense also. The structure of this chapter is as follows. First a summary and the conclusions of this research will be provided. Than, the contributions to theory and practice will be discussed including the generalizability of the findings and the limitations of this research. This chapter is concluded with recommendations for further research.

The development and exploitation of new scientific and technological knowhow is a prime engine of economic growth. Different innovation systems have developed different approaches to this problem and have built upon varying combinations of public and private support for Research and Development (R&D) over time. In this context, inclusive approach to research and new technology intermediaries play an important brokering and entrepreneurial role. This chapter aims to understand the inclusive approach to business research, review new technologies, and their applicability to business research. The study responds to the need to gain a better understanding of possible ways to strengthen the capacity of business research to generate value and thereby bridge the gap between theory and practice. The discussion presented in this chapter offers a number of useful lessons for the development of new inclusive policy instruments to benefit the field of research in general and business research in particular.

Abstract. Recently Feed-Forward Artificial Neural Networks (FNN) have been gaining popularity for stream flow forecasting. However, despite the promising results presented in recent papers, their use is questionable. In theory, their “universal approximator‿ property guarantees that, if a sufficient number of neurons is selected, good performance of the models for interpolation purposes can be achieved. But the choice of a more complex model does not ensure a better prediction. Models with many parameters have a high capacity to fit the noise and the particularities of the calibration dataset, at the cost of diminishing their generalisation capacity. In support of the principle of model parsimony, a model selection method based on the validation performance of the models, "traditionally" used in the context of conceptual rainfall-runoff modelling, was adapted to the choice of a FFN structure. This method was applied to two different case studies: river flow prediction based on knowledge of upstream flows, and rainfall-runoff modelling. The predictive powers of the neural networks selected are compared to the results obtained with a linear model and a conceptual model (GR4j). In both case studies, the method leads to the selection of neural network structures with a limited number of neurons in the hidden layer (two or three). Moreover, the validation results of the selected FNN and of the linear model are very close. The conceptual model, specifically dedicated to rainfall-runoff modelling, appears to outperform the other two approaches. These conclusions, drawn on specific case studies using a particular evaluation method, add to the debate on the usefulness of Artificial Neural Networks in hydrology. AbstractCurrent governance of science, technology and innovation (STI) faces tough challenges to meet demands arising from complex issues such as societal challenges or targets, e.g. the United Nations’ Sustainable Development Goals. For decades, scholars and civil society institutions have called for increased public participation in STI, and political institutions have been taking up the request to integrate engagement activities into their decision-making processes, at least in the form of consultations. Moving engagement in research and development further upstream makes early interventions and social shaping of technologies and innovation possible. Since research has also faced repeated requests towards taking on more responsibility for solving societal problems, engagement processes thus help in shaping research. Here, the earliest point for possible engagement can be found within the constituting phase of research agendas as topics, general lines of enquiry and targets are shaped in this phase. These are the boundaries in between which researchers later navigate. This article serves as introduction to this journal’s topical collection on participatory agenda setting for research and innovation (PASE). It provides a review of the literature on theory and practice of PASE activities, summarises the topical collection’s contributions regarding current international cases and analyses respective PASE limits and benefits, thereby promoting its conceptual and practical understanding.

This research examines the association of job attitudes (i.e. job involvement, job satisfaction, and commitment) with knowledge sharing behaviour of bank personnel through behavioural antecedents (i.e. motivation, attitude, and intentions to share knowledge). The hypothesised relationships among job attitudes (excluding job involvement), behaviour antecedents, and knowledge sharing behaviour are significant and consistent. Notably, the association of job satisfaction with the motivation to share knowledge is insignificant. The survey results are based on data from a stratified multistage cluster sample of 316 public and private sector bank professionals from Pakistan, analyzed using Partial Least Square (PLS)-Structure Equation Modelling (SEM). The research provides a framework for theoretical and practical implications in knowledge-intensive organisations to foster knowledge sharing that increases individual as well as organisational productivity. The study paves the way for future research by including knowledge-oriented leadership, culture, trust, knowledge governance, and citizenship behaviour in the current framework for analysis in diverse geographical and demographical contexts.

The Iranian legislator has sought to protect public property and public ownership in the Iranian Constitution in accordance with Islamic principles, terms and procedures. There are a number of principles that have been directly applied to this purpose; however, one principle has had a very significant impact on government domination of the economy of Iran: principle 44. This principle does not directly describe public property; rather, it aims to determine the areas that are under public ownership and are administered by the government. However, the principle has some contradictions and legal challenges in itself. In addition, the supplementary law that has been enacted to provide the areas for the enforcement of principle 44 fails to secure the aims of the legislator. Therefore, this paper analyses legal challenges of the principle, as well as its supplementary law, and gives suggestions to solve the challenges.This paper is divided into four sections. The first section provides an analysis of the principle itself, and its relationship and consistency with other principles of the constitution. In the second section, the Law of Implementation of Principle 44 and the legal challenges that arise from it will be discussed. The third section focuses on the negative economic impacts of this law, as well as case studies of it. Lastly, the paper provides a summary of suggestions to amend this law.

Abstract Background The International Classification of Functioning, Disability and Health (ICF) is a classification of health and health-related states developed by the World Health Organization (WHO) to provide a standard and unified language to be used as a reference model for the description of health and health-related states. The concept of functioning on which ICF is based is that of a “dynamic interaction between a person’s health condition, environmental factors and personal factors”. This overall model has been translated into a classification covering all the main components of functioning. However, the practical use of ICF has highlighted some formal problems, mainly concerning conceptual clarity and ontological coherence. Methods In the present work, we propose an initial ontological formalization of ICF beyond its current status, focusing specifically on the interaction between activities and participation and environmental factors. The formalization has been based on ontology engineering methods to drive goal and scope definition, knowledge acquisition, selection of an upper ontology for mapping, conceptual model definition and evaluation, and finally representation using the Ontology Web Language (OWL). Results A conceptual model has been defined in a graphical language that included 202 entities, when possible mapped to the SUMO upper ontology. The conceptual model has been validated against 60 case studies from the literature, plus 6 ad-hoc case studies. The model has been then represented using OWL. Conclusions This formalization might provide the basis for a revision of the ICF classification in line with current efforts made by WHO on the International Classification of Diseases and on the International Classification of Health Interventions.
