India will undergo immense urbanization in the coming decades, doubling its urban population by 2050. This transformation is unique as it will come at the time when the impacts of, as well as the global momentum to respond to, climate change heighten. India’s urban transformation will, therefore, have deep implications for not only local welfare and environmental conditions but also for climate mitigation and climate adaptation. As most of urban India is yet to be built, India has a unique opportunity to lock-in low-carbon, resilient, and equitable urban forms for the long term. This chapter discusses the evolution of India’s urban climate actions, from addressing climate risks to, more recently, mitigation, while also exploring the governance characteristics of these actions. These actions, while nascent, provide an indication that the future trajectory of urban responses to climate change will be shaped by how local development and climate goals will be linked and prioritized.

Climate resilience is an important mix of climate mitigation and climate adaptation designed to minimize current and future disruption while promoting opportunity. Given the importance of the regional and local arena for consideration of impacts of climate change trends and needs for climate action, climate resilience in one community, Duluth, Minnesota, is considered. At the core of this project is the climate resilience question: what can we currently be doing in our communities to prepare for projected climate change while simultaneously improving life for current residents and visitors? Given the growing importance of outdoor recreation and nature-based tourism in Duluth, the role this sector may be able to play in climate resilience is considered. Using action research methodology, the research process of adjusting, presenting, and conducting follow-up from a National Oceanic and Atmospheric Administration Climate Adaptation for Coastal Communities workshop is presented. The study takes a unique look at one workshop outcome, a Duluth Parks and Recreation planning tool. Specifically, a resilience checklist is presented as a useful sample outcome of the overall process. Beyond the study community, the role of outdoor recreation to serve climate resilience is explored and affirmed.

Purpose Ongoing climate risks require all levels of society to be resilient. Urban areas, which are densely developed with huge levels of population and infrastructure, are critical places to develop adaptation and resilience strategies. This study aims to conceptualize evolutionary urban climate resilience strategies with a step-by-step analytic framework that will be called 3R: Recognition–Readiness–Response. Design/methodology/approach This analytic framework is then applied to assess whether and to what extent the components of urban climate resilience are incorporated into the pertinent ordinances and policies of the Seoul Metropolitan Government, including climate change, urban planning and disaster management. Findings The findings of this study suggest that the climate change ordinances of Seoul have focused on climate mitigation rather than resilience. Practical implications Thus, comprehensive efforts are required to incorporate evolutionary urban climate resilience strategies into ordinances and practices. Originality/value This paper contributes to build an analytic framework that provides a step-by-step process with check-list questions based on the sub-components of urban climate resilience procedure.

Reducing vulnerability to climate change and enhancing the long-term coping capacities of rural or urban settlements to negative climate change impacts have become urgent issues in developing countries. Developing countries do not have the means to cope with climate hazards and their economies are highly dependent on climate-sensitive sectors such as agriculture, water, and coastal zones. Like most countries in Southern Africa, Zimbabwe suffers from climate-induced disasters. Therefore, this study maps critical aspects required for setting up a strong financial foundation for sustainable climate adaptation in Zimbabwe. It discusses the frameworks required for sustainable climate adaptation finance and suggests the direction for success in leveraging global climate financing towards building a low-carbon and climate-resilient Zimbabwe. The study involved a document review and analysis and stakeholder consultation methodological approach. The findings revealed that Zimbabwe has been significantly dependent on global finance mechanisms to mitigate the effects of climate change as its domestic finance mechanisms have not been fully explored. Results revealed the importance of partnership models between the state, individuals, civil society organisations, and agencies. Local financing institutions such as the Infrastructure Development Bank of Zimbabwe (IDBZ) have been set up. This operates a Climate Finance Facility (GFF), providing a domestic financial resource base. A climate change bill is also under formulation through government efforts. However, numerous barriers limit the adoption of adaptation practices, services, and technologies at the scale required. The absence of finance increases the vulnerability of local settlements (rural or urban) to extreme weather events leading to loss of life and property and compromised adaptive capacity. Therefore, the study recommends an adaptation financing framework aligned to different sectoral policies that can leverage diverse opportunities such as blended climate financing. The framework must foster synergies for improved impact and implementation of climate change adaptation initiatives for the country.

Climate change means that buildings must greatly reduce their energy consumption. It is however paradoxical that climate mitigation in Denmark has created negative energy and indoor climate problems in housing that may be made worse by climate change. A literature review has been carried out of housing schemes where climate mitigation was sought through reduced space heating demand, and it is shown that extensive problems with overheating exist. A theoretical study of regulative and design strategies for climate mitigation in new build housing has therefore been carried out, and it is shown that reducing space heating with high levels of thermal insulation and passive solar energy results in overheating and a growing demand for cooling. Climate change is expected to reduce space heating and increase cooling demand in housing. An analysis of new build housing using passive solar energy as a climate mitigation strategy has therefore been carried out in relation to future climate change scenarios. It is shown that severe indoor comfort problems can occur, questioning the relevance of passive solar energy as a climate mitigation strategy. In conclusion, a theoretical study of the interplay between climate adaptation and mitigation strategies is carried out, with a cross-disciplinary focus on users, passive design and active technologies. It is shown that the cumulative use of these strategies can create an adaptation buffer, thus eliminating problems with overheating and reducing energy consumption. New build housing should therefore be designed in relation to both current and future climate scenarios to show that the climate mitigation strategies ensure climate adaptation.

This paper identifies three types of model environmental cities in China and examines their levels of energy-related carbon emissions using a bottom-up accounting system. Model environmental cities are identified as those that have been recently awarded official recognition from the central government for their efforts in environmental protection. The findings show that, on average, the Low-Carbon Cities have lower annual carbon emissions, carbon intensities, and per capita emissions than the Eco-Garden Cities and the Environmental Protection Cities. Compared internationally, the Eco-Garden Cities and the Environmental Protection Cities have per capita emissions that are similar to those of American cities whereas per capita emissions from the Low-Carbon Cities are similar to those of European cities. The result indicates that addressing climate change is not a priority for some model environmental cities. Policy changes are needed to prioritize climate mitigation in these cities, considering that climate change is a cross-cutting environmental issue with wide-ranging impact.

Abstract. Natural hazards, due to climate change, are particularly damaging in urban areas because of interdependencies of their networks. So, urban resilience has to face up to climate risks. The most impacting phenomenon is the urban heat island (UHI) effect. The storage capacity of heat is depending on shapes of buildings, public spaces, spatial organization, transport or even industrial activities. So, adaptive strategies for improving urban climate could be possible in different ways. In the framework of the French project Resilis, this study characterises urban vulnerability and resilience in terms of energy needs of buildings and outside urban comfort according to the IPCC carbon dioxide emission scenarios B2 and A2 for the period 2050–2100 for 10 French cities. The evolutions of four climate indicators in terms of heating and cooling needs and number of hours when the temperature is above 28 °C are then obtained for each city to analyse climate risks and their impacts in urban environment.

Millions of people impacted by climate change actually want to remain in place; these aspirations and respective capabilities need more attention in migration research and climate adaptation policies. Residents at risk may voluntarily stay put, as opposed to being involuntarily trapped, and understanding such subjectivity is empirically challenging. This comment elaborates on “voluntary non-migration” to call attention to a neglected population within the ongoing discourses on climate-induced migration, social equality and human rights. A roadmap for action outlines specific research and policy goals.

This study evaluates the pattern of a nighttime climate index namely the tropical nights (Tmin ≥ 20ºC) during the 21st century in several different sized cities in the Carpathian Basin. For the modelling, MUKLIMO_3 microclimatic model and the cuboid statistical method were applied. In order to ensure the proper representation of the thermal characteristics of an urban landscape, the Local Climate Zone (LCZ) system was used as landuse information. For this work, LCZ maps were produced using WUDAPT methodology. The climatic input of the model was the Carpatclim dataset for the reference period (1981–2010) and EURO-CORDEX regional model outputs for the future time periods (2021–2050, 2071–2100) and emission scenarios (RCP4.5, RCP8.5). As results show, there would be a remarkable increase in the number of tropical nights along the century, and there is a clearly recognizable increase owing to urban landform. In the near past, the number of the index was 6–10 nights higher in the city core than the rural area where the number of this index was negligible. In the near future this urban-rural trend is the same, however, there is a slight increase (2–5 nights) in the index in city cores. At the end of the century, the results of the two emission scenarios become distinct. In the case of RCP4.5 the urban values are about 15–25 nights, what is less stressful compared to the 30–50 nights according to RCP8.5. The results clearly highlight that the effect of urban climate and climate change would cause serious risk for urban dwellers, therefore it is crucial to perform climate mitigation and adaptation actions on both global and urban scales.

Numerous scholars have lately highlighted the importance of cities in the global response to climate change. However, we still have little systematic knowledge on the evolution of urban climate politics in the Global South. In particular, we lack empirical studies that examine how local climate actions arise in political-administrative systems of developing and emerging economies. Therefore, this article adopts a multilevel governance perspective to explore the climate mitigation responses of three major cities in South Africa by looking at their vertical and horizontal integration in the wider governance framework. In the absence of a coherent national climate policy, Johannesburg, Cape Town, and Durban have developed distinct climate actions within their jurisdictions. In their effort to address climate change, transnational city networks have provided considerable technical support to these cities. Yet, substantial domestic political-economic obstacles hinder the three cities to develop a more ambitious stance on climate change.

The presented study focuses on the problem of increasing the participation of institutional investors in climate finance.Aim. The study aims to identify key drivers and barriers for increasing the participation of institutional investors in climate finance.Tasks. The author considers the transformation of the concept of the fiduciary debt of institutional investors; examines international efforts to address climate risks and mobilize institutional investment in low-carbon projects; analyzes factors preventing wider engagement of institutional investors in climate finance.Methods. This study used general scientific methods of cognition, such as synthesis and analysis.Results. The transformation of the concept of the fiduciary debt of institutional investors is described and its modern interpretation is provided. Factors facilitating the consideration of climate risks and increasing the role of institutional investors in climate finance are identified. The main barriers to considering climate change issues in the investment decisions made by institutional investors are identified.Conclusions. Common approaches to financial policies and regulations are being actively developed at the international level to help mobilize institutional investment in climate change projects. Credible international structures in the field of responsible investment, such as PRI, have a significant influence on the way investors address climate-related risks and opportunities when making decisions. Along with the drivers for institutional investment, numerous barriers still remain.
