With the intensification of global warming, the development of low-carbon tourism is not only an inevitable requirement for human development, but also an important way to enhance tourism, improve the quality of tourism, and obtain greater economic and social benefits from tourism. Scientifically and effectively constructing a low-carbon tourism development level evaluation index system is conducive to the healthy and sustainable development of the tourism industry. However, the current evaluation of the development level of low-carbon tourism mainly focuses on low-carbon development, energy conservation, and emission reduction. There are few studies and a lack of specific empirical research evaluating the development of low-carbon tourism. In this research, the Delphi method and analytic hierarchy process were used for data collection and corresponding weight analysis. This research refers to the results of existing studies on low-carbon tourism evaluation index systems, and constructs an objective and quantitative evaluation model. It establishes a low-carbon tourism development evaluation model with 34 specific indicators from the three dimensions of the tourism economic support level, the tourism low-carbon development level, and the tourism policy support level. The research results were applied to the Daxinganling region for verification. The results show that the development of tourism in the Daxinganling region has changed from a mode dominated by economic interests to a mode in which tourism-related parties begin to seek effective low-carbon methods to maintain low-carbon tourism activities. In addition, the Daxinganling region has the lowest level of low-carbon tourism development and the highest level of financial support. Based on the research conclusions, corresponding suggestions for the development of low-carbon tourism in the Daxinganling region are provided. The results are also intended to provide a reference point in the optimization of low-carbon tourism development models in this and other regions.

Based on four categories of indexes including intensity indexes, system indexes, supporting indexes and characteristic indexes, this paper combines with actual characteristics of Chinese ports, discusses about and builds a green and low-carbon port evaluation index system, and puts forward a set of simple and practical evaluation methods and standards. With case study of Guangzhou Port, this paper also conducts empirical evaluation of current development level in 2013 and planning level in 2020 respectively, and verifies scientific validity of the index system.

Purpose This paper aims to build a scientific evaluation index system for regional low-carbon circular economic development. Taking Sichuan Province as the empirical research object, the paper evaluates its low-carbon circular economy (LCCE) development level and proposes policy recommendations for climate change improvement based on the evaluation results. Design/methodology/approach This paper, first, built an evaluation index system with 30 indicators within six subsystems, namely, economic development, social progress, energy consumption, low-carbon emissions, carbon sink capacity and environmental carrying capacity. Second, develop an “entropy weight-grey correlation” evaluation method. Finally, from a practical point of view, measure the development level of LCCE in Sichuan Province, China, from 2008 to 2018. Findings It was found that Sichuan LCCE development had a general downward trend from 2008 to 2012 and a steady upward trend from 2012 to 2018; however, the overall level was low. The main factors affecting the LCCE development are lagging energy consumption and environmental carrying capacity subsystem developments. Research limitations/implications This paper puts forward relevant suggestions for improving the development of a low-carbon economy and climate change for the reference of policymakers. Originality/value This paper built an evaluation index system with 30 indicators for regional low carbon circular economic development. The evaluation method of “entropy weight-grey correlation” is used to measure the development level of regional LCCE in Sichuan Province, China.

A low-carbon evaluation index system for container terminals is proposed on the basis of their characteristics and the concept of low-carbon port. This system takes quantitative indexes as the core, supplemented by qualitative ones. The weight of each index is determined by AHP, and then a fuzzy comprehensive evaluation model is established according to the AHP-fuzzy comprehensive evaluation method. Finally, the proposed model is applied to a certain region of a container terminal, and the result indicates that the proposed evaluation index system and evaluation model can provide a reference for the low-carbon level evaluation of container terminals.

The paper established the evaluation index system of low carbon development levels of lead and zinc enterprises under the background of low carbon economy, and raised the “Entropy -ANP-SSD ”evaluation model about the low carbon development levels of lead and zinc enterprises in China combined with the advantages of Entropy, ANP, and SSD and the latest research results, Empirical study show that the model can solve the low-carbon development level of lead and zinc enterprise evaluation, with good validity and universality from a new perspective, and provided a lead and zinc enterprise strategy formulation and decision support.

The research on the connotation and the evaluation index system of low carbon competitiveness in the ocean economic zone is not comprehensive, it ignores some factors, such as, spatial structure, fairness, regional cooperation, urbanization, system innovation. This paper first puts forward the connotation and the benefit-potential evaluation index system of the ocean economic zone, and then uses the index system to evaluate low carbon competitiveness of Shandong peninsular blue economic zone by using the empirical method.Low carbon competitiveness in the ocean economic zone means a competitive advantage that can optimize economic benefit, social benefit, and the ecological benefit of the zone, and the competitive advantage is formed by the synergistic effect, cooperation, rational distribution of the component elements of the zone and by the interaction in low carbon development of the ocean economic zone and external region. In the process, the principle is 6R of low carbon development, and the basis is regional interest coordination mechanisms.The results show that: there is great difference in urban low carbon competitiveness of Shandong peninsular blue economic zone because the highest value (0.77526) and the lowest value (-0.57536) is in Qingdao and Weifang respectively, and the difference is 1.35062; Qingdao is the first order low carbon development pole of the zone, Yantai (0.25704) and Dongying (-0.04371) are secondary low carbon development pole; the zone has point-axis spatial structure characteristics; there is a positive correlation between low carbon competitiveness of the ocean economic zone and regional economic developing stage; the differences in spatial structure characteristics of the six system layer indexes indicate that every index is independent and their spatial structure is diversiform; there is great difference between different city in system layer index, so the coordination of the urban system layer indexes should be paid attention to and the spatial structure of low carbon competitiveness in Shandong peninsular blue economic zone should be optimized.

Purpose The purpose of this paper is to construct a grey clustering evaluation model based on center-point mixed possibility function and to evaluate the tourism development potential of tea intangible cultural heritage. The research results provide a certain reference for the tourism development department and related researchers who are engaged in the tourism development of intangible cultural heritage. Design/methodology/approach The study uses literature research, questionnaire investigation, expert interviews and factor analysis to determine the evaluation index system of tourism development potential of tea intangible cultural heritage and applies analytic hierarchy process (AHP) to determine the weight of each criteria. Then, according to the grey clustering evaluation theory and two-stage decision model, a grey clustering evaluation model is constructed to assess the tourism development potential of tea intangible cultural heritage. Finally, a new model is employed to evaluate the tourism development potential of tea intangible cultural heritage in Huangshan city. Findings The results show that there is a big difference in the tourism development potential of different tea intangible cultural heritages in Huangshan City and it further illustrates the scientificity and rationality of the method proposed in this paper. Practical implications The model constructed in the paper can be effectively applied to the evaluation of tourism development potential of tea intangible cultural heritage scientifically and reasonably. Originality/value This manuscript not only constructs the evaluation index system of tourism development potential of tea intangible cultural heritage but also creatively applies the grey clustering theory to the evaluation of tourism development potential of tea intangible cultural heritage, which provides a new research idea for the evaluation of tourism development potential of tea intangible cultural heritage.

Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.
