With the intensification of global warming, the development of low-carbon tourism is not only an inevitable requirement for human development, but also an important way to enhance tourism, improve the quality of tourism, and obtain greater economic and social benefits from tourism. Scientifically and effectively constructing a low-carbon tourism development level evaluation index system is conducive to the healthy and sustainable development of the tourism industry. However, the current evaluation of the development level of low-carbon tourism mainly focuses on low-carbon development, energy conservation, and emission reduction. There are few studies and a lack of specific empirical research evaluating the development of low-carbon tourism. In this research, the Delphi method and analytic hierarchy process were used for data collection and corresponding weight analysis. This research refers to the results of existing studies on low-carbon tourism evaluation index systems, and constructs an objective and quantitative evaluation model. It establishes a low-carbon tourism development evaluation model with 34 specific indicators from the three dimensions of the tourism economic support level, the tourism low-carbon development level, and the tourism policy support level. The research results were applied to the Daxinganling region for verification. The results show that the development of tourism in the Daxinganling region has changed from a mode dominated by economic interests to a mode in which tourism-related parties begin to seek effective low-carbon methods to maintain low-carbon tourism activities. In addition, the Daxinganling region has the lowest level of low-carbon tourism development and the highest level of financial support. Based on the research conclusions, corresponding suggestions for the development of low-carbon tourism in the Daxinganling region are provided. The results are also intended to provide a reference point in the optimization of low-carbon tourism development models in this and other regions.

eLearning practitioners are eager to know what factors affect the effectiveness of online learning and how they can implement evidence-based evaluation to examine and improve their organizations. This study adopted the learning sciences evaluation checklist to successfully evaluate a military-based training and learning organization via a semi-structured interview and provide actionable recommendations afterward. The criteria include educational networks, human-centered evaluations, administrator-instructor trust, institution-student trust, organization support-level strategies, support services, humans/technological support infrastructures, and class size flexibility. Seven practitioner take-aways were provided to ease the use of the checklist.

Abstract Background To evaluate the effects of prevention services provided by long-term care insurance (LTCI) for older adults who require support from LTCI in Kashiwa City, Japan. Methods We conducted an analysis using the following population-based longitudinal data in Kashiwa City between April 2012 and March 2015: Data of National Health Insurance and LTCI claims, the survey for certification of LTCI, the register, and premium tier classification. All data was linked using the pre-assigned anonymous identifying numbers. We analyzed the Cox regression model using the time for the deteriorations of levels of certified care need in LTCI as an outcome and the use of preventive care services as the primary exposure among participants aged 75 years or older, who had either support levels 1 or 2 at the beginning of this analysis. The study was further stratified by both age and initial support level. Results The final analysis included 1289 participants. The primary result showed, among all participants, that preventive service was not effective (hazard ratio 0.96, 95% confidence interval 0.78–1.19). In our sub-analysis, the preventive service was effective in avoiding deteriorations only among those aged 85 and older with support level 1 (HR 0.65, 95% CI 0.43–0.97) out of four groups. Conclusions The preventive services of LTCI in Kashiwa City showed a significant effect on the deterioration among subjects aged 85 or older, whose disability level were low (support level 1). Our results suggest that the prevention services provided by LTCI may not be effective for all older individuals; to provide these services efficiently, local governments, as insurers of LTCI, will need to identify the specified groups that may benefit from the preventive services. Additionally, it is necessary to re-examine what preventive interventions may be effective, or redesign the health system if necessary, for those who were not affected by the intervention.

The physical education teachers’ attitude towards reforming of education in Ukraine in terms of reform “New Ukrainian School” was analyzed in the article. The physical education specialists’ thoughts according these reforms’ impact on forming of professional mastership of teachers were analyzed in the article. The goal of the research is to provide comparable analysis of the support level of New Ukrainian School reforms that have impact on building professional improvement of physical education teachers. In order to reach the goal such methods were applied as analysis and generalization of literature sources, teachers’ survey, based on questionnaire, its mathematic processing and comparative analysis. There were questioned 341 teachers from 7 Ukrainian regions with different qualification levels and pedagogical experience. All the respondents have given their permission in participation in the research. The different levels of support of educational reforms among physical education teachers were found out. Innovations, in general, have higher than average and lower than average levels of support. The highest level of support has such innovation as freedom to choose or create educational program – 77,4%. However, even with high level of support, 41,9% of teachers think that they should teach pupils according to the only studying program, that is submitted by profile ministry. Only 6,5% of respondents are ready to create their own studying programs. However, 33,8% of teachers think the studying program should be adapted according to conditions of educational establishments. In order to build professional mastership, it is essential to imply different forms of qualification improvements (71,3%), distance studying during course retraining (59,7%), teachers’ certification (53,6%). The lowest level of support has decentralization in management of educational establishment (39,1%).

Background: Cancer is the second leading cause of death in the world. Cervical cancer is in the 9th position out of 35 types of cancer causing the most deaths in the world. Cervical cancer is the second highest type of cancer after breast cancer in women, which affects more than 1.4 million women worldwide. Every year more than 460,000 cervical cancer incidents occur and about 231,000 women die from the disease.Objectives: This study aims to determine the relationship between husband's support, level of knowledge and motivation, with the behavior of IVA examination in fertile aged women in the city of Padang.Methods: This research is an analytic observational study with  cross-sectional comparative study approach that looks at the relationship between knowledge, motivation, and husband's support with IVA examination behavior in women of childbearing age.Results: The percentage who did not perform IVA examination was higher among respondents with low motivation compared to those with high motivation, namely 54.7% versus 45%. Statistically this difference was not significant (p> 0.05). The number of respondents who did not perform IVA examinations was higher for respondents with less husband's support, namely 32 respondents (42.1%) and more than half of respondents who did IVA examinations, namely 44 respondents (57.9%) who received less support from their husbands. Statistically this difference was significant (p <0.05).Conclusion: There is a relationship between the level of knowledge and the behavior of the IVA examination, there is no relationship between motivation and the behavior of the IVA examination and there is a relationship between the level of knowledge and the behavior of the IVA examination.Keywords: IVA, women of childbearing age, education
