As indicated by a worldwide common perspective about health and sustainable health systems, the health structure as a part of public health is a key theme of many societies. The future is shaped by probable future scenarios, for which dealing practically has many complications. This study is focused on the future scenarios for a comprehensive sustainable health financing model to support a superior structure for a decision and policy-making pilot for the society. This aim is followed based on multiple attribute decision making (MADM)-based scenarios using two MADM methods, step-wise weight assessment ratio analysis (SWARA) and weighted aggregated sum product assessment (WASPAS), as a hybrid model which is the first real case study of the approach. Four main probable future scenarios are identified and selected based on experts’ viewpoints about sustainable health financing models. These scenarios include membership in the World Trade Organization (WTO), dynamic basic insurance, international cooperation, and effective resources management. The process of evaluating based on the approach works as a wider picture, including all criteria and alternatives together. Sustainable medical services, empowering the private sector in both production and technology, and employing international managers took place as the top priority for considering the most applicable alternatives in the future. This structure is designed and developed in Iran’s context, and the Institute for Futures Studies in Health is the pilot of the research.

In recent years futures science has received a great deal of attention and has gained worldwide credibility in the science community as the science of tomorrows. The countless applications of futures studies in various fields have been a major breakthrough for mankind. Undoubtedly, decision making is one of the most significant aspects of shaping the future and an integral part of any credible future research. Multiple Criteria Decision Making (MCDM) in general and Multiple Attribute Decision Making in particular (MADM), are among the most remarkable subparts of the decision making process. The most recent model developed using the MADM method is the Dynamic MADM. The model does not specifically concentrate on the future actions and approaches and remains to be fully explored. This research presents a new concept and a new approach in the MADM field which is called the Prospective Multiple Attribute Decision Making (PMADM). The PMADM model can very well cover the DMADM concept but instead chooses to focus on future topics. The study also introduces two new approaches. The first research aims to elaborate the basis of this model and then evolves to deal with the future limiters as they potentially pop up and change the course of future actions. The new model based on future limiters is separated and categorized into two sections; one of which is looked upon without the probabilities rate and the other one with the probabilities rate. This approach is deemed priceless due to its major applicability in the ranking of the MADM methods such as: TOPSIS, VIKOR, COPRAS, ARAS, WASPAS and etc. Finally, a case study with the various applications of PMADM model in WASPAS methodology is put forth and illustrated.

Universitas Singaperbangsa Karawang does not yet have a system and criteria for assessing the performance of non-P3K employees. Currently the staffing office at the University of Singaperbangsa Karawang does not yet have a way to determine how an employee is entitled to a Performance Allowance. Based on these facts, a website-based employee performance allowance information system will be created with a case study of the staff of the singaperbangsa karawang university. The system to be built includes the definition of criteria, data processing to become the best employee recommendation / promotion and determination of Employee Performance Allowances. The methodology used is software engineering and uses the Software Development Life Cycle (SDLC) method with the waterfall model because it is in accordance with the research that will be carried out with a relatively short stage of system usage. The calculation process is done by using the method of fuzzy multiple attribute decision making with weighted product because this method determines the weight value for each attribute, then proceed with a ranking process that will select the best alternative from a number of alternatives. The system created can provide information about the amount of employee performance benefits and recommendations for promotion for employees. After evaluating the user, this system gets a response that is easy to understand and easy to understand on each menu on the system. Looking at the benefits of this system is useful when it will provide performance allowances to employees and at the time will determine the employees who are reconditioned for promotions. The design of employee recommendation decision support systems using fuzzy multiple attribute decision making is done by completing the weighted product to produce alternatives after verification with the existing data getting 60% accuracy.

Real life engineering problems usually require the satisfaction of different, potentially conflicting criteria. Design optimization, on the other hand, based on the conventional Taguchi method cannot accommodate more than one response. However, by the use of the overall evaluation criterion approach, the method can be applied to multiple-criteria optimization problems. This paper presents the use of different utility function methods as well as a multiple attribute decision-making model in the multiple-criteria optimization of a cold heading process. Different aspects of each method are discussed and compared.

PurposeGround-handling services are important for effective aircraft operations in the air transportation system. Airlines often outsource these services to ground-handling agents through business-to-business (B2B) marketing decisions. Therefore, this paper aims to address the problem of ground-handling agent selection in the airline industry.Design/methodology/approachA real-world case study was carried out to demonstrate the applicability of the integrated best worst method and fuzzy multi-attribute ideal real comparative analysis (F-MAIRCA) approach to solve ground-handling agent selection problems under uncertainty and imprecision. A two-stage sensitivity analysis was also conducted to ensure the credibility and validity of the application.FindingsIn the weighting stage, “Quality” was determined as the most important criterion in terms of supplier performance. With regard to the performance of the ground-handling agents, A2 was found as the optimal supplier in terms of both credibility and validity.Practical implicationsThis study enumerated several criteria that ground-handling agents must meet in order to effectively supply services for the airlines. In addition, this study provides a novel framework from which managers can gain additional benefits from their businesses. Finally, it is concluded that this approach will help airline managers quantitatively in choosing the most appropriate ground-handling agent.Originality/valueThe contributions of this study to the existing literature are twofold. First, we propose a novel multiple attribute decision-making approach to address the problem of supplier selection for airlines under uncertainty and imprecision. Second, the selection of ground-handling agents from the B2B perspective is addressed for the first time in literature.

The challenge of selecting an appropriate wastewater treatment plant (WWTP) site is addressed in this study, using the case study of Bahir Dar City, Ethiopia. An innovative approach is proposed for selecting the WWTP site. Fifteen practically feasible alternatives were identified based on the geographical information system (GIS) based hydraulic design and considering the overall economy of the system. The three dimensions of sustainability were considered while evaluatingalternatives through incorporating economic, social, energy and environmental criteria in decision-making. The multiple attribute decision making (MADM) method was applied to prioritize the alternatives. Four scenarios representing the different perspectives of choices were used for weight elicitation. The results of the study show that the developed decisionmaking approach identified practically feasible alternatives. The framework and decision-making methodology developed in this study helped to facilitate the decision making by local government in a holistic view that incorporates environmental management in the city of Bahir Dar.

This article addresses reinsurance decision making process, which involves the insurance company and the reinsurance company, and is negotiated through reinsurance intermediaries. The article proposes a decision flow to model the reinsurance design and selection process. In contrast to existing literature on pure proportional reinsurance or stop-loss reinsurance, this article focuses on the combination into Proportional-Stop-loss reinsurance design which better addresses interest of both parties. In terms of methodology, the significant contribution of the study is to incorporate Multiple Attribute Decision Making (MADM) into modelling the reinsurance selection. The Multi-Objective Decision Making (MODM) model is applied in designing reinsurance alternatives. Then MADM is applied to aid insurance companies in choosing the most appropriate reinsurance contract. To illustrate the feasibility of incorporating intelligent decision supporting system in reinsurance market, the study includes a numerical case study using simulation software @Risk in modeling insurance claims, and programming in MATLAB to realize MADM. Managerial implications could be drawn from the case study results. More specifically, when choosing the most appropriate reinsurance, insurance companies should base their decision on multiple measurements instead of single-criteria decision making models for their decisions to be more robust.

The regional financial center is the propeller of regional economic development. Regional financial center modernization, however, has been the predominant propulsion of economic sustainability. Decisions related to regional financial center modernization development are in­herent problems of multiple attribute decision-making (MADM), and strategically important to the government. The purpose of this paper is to set up a regional financial center improvement model for modernization development, as based on a hybrid MADM model, which addresses the main causal-effect factors and amended priorities in order to strengthen ongoing planning. This paper adopts a new hybrid MADM model combined with the DEMATEL technique to construct an influential network relationship map (INRM) and determined the influential weights of DANP. Then, a modified VIKOR method using influential weights is applied to measure and integrate the performance gaps from each criterion into dimensions, as well as the overall criterion for evaluating and improving the modernization development of the regional financial center, as based on INRM. Finally an empirical case study using data from the Guangzhou regional financial center is carried out as an example to demonstrate the suitability of the proposed hybrid MADM model for solving real-world problems. The results show the priorities for improvement, as based on the degree of the effect and impact of the dimensions, as follows: first is making “government policy”, second is enforcing “financial infrastructure and safety”, next is formulating “financial institutions and human resources”, and finally “financial service”.

Purpose This paper aims to evaluate and prioritize the key supplier selection indicators and to establish the relationship between available alternatives and selected indicators by using step-wise weight assessment ratio analysis (SWARA) and weighted aggregated sum product assessment (WASPAS). Design/methodology/approach Authors have extracted the supplier selection criteria from literature and used a combined SWARA-WASPAS method to evaluate and rank the criteria’s. SWARA is applied for evaluating and weighting selection criteria, whereas WASPAS helped in evaluating different available alternatives based on supplier selection indicators. Findings Finding from SWARA suggests that supplier management is the high weighted criteria followed by information sharing and joint actions. WASPAS was used to evaluate the available alternatives and supplier A1 got the highest priority. Additionally, sensitivity analysis indicates the different scenarios for the best supplier selection. Practical implications Working executives can use the SWARA for assessment of weights of finalized indicators for their firm in the cement industry. Further, the calculated weights can be used for product and sum weightage through WASPAS to finalize the best supplier. Originality/value The originality of the manuscript lies in the sector and methodology. Author(s) applied the SWARA and WASPAS method for supplier selection in the Indian cement industry that will help working executives to evaluate their supply chain partners.
