For countries in Southeast Asia that mainly rely on surface water as their water resource, changes in weather patterns and hydrological systems due to climate change will cause severely decreased water resource availability. Warm weather triggers more water use and exacerbates the extraction of water resources, which will change the operation patterns of water usage and increase demand, resulting in water scarcity. The occurrence of prolonged drought upsets the balance between water supply and demand, significantly increasing the vulnerability of regions to damaging impacts. The objectives of this study are to identify trends and determine the impacts of extreme drought events on water levels for the major important water dams in the northern part of Borneo, and to assess the risk of water insecurity for the dams. In this context, remote sensing images are used to determine the degree of risk of water insecurity in the regions. Statistical methods are used in the analysis of daily water levels and rainfall data. The findings show that water levels in dams on the North and Northeast Coasts of Borneo are greatly affected by the extreme drought climate caused by the Northeast Monsoon, with mild to the high risk recorded in terms of water insecurity, with only two of the water dams being water-secure. This study shows how climate change has affected water availability throughout the regions.

As water security becomes an increasingly important issue, the analysis of the conflict between water supply and demand has gained significance in China. This paper details a bibliometric review of papers published between 2003 and 2018 on the water footprint in China, one of the global hotspots of water resource research. The tendencies and key points of water footprint research were systematically analyzed based on 1564 articles, comprising 1170 original publications in Chinese from the China National Knowledge Infrastructure database and 394 publications in English from the Web of Science database. The results show that the literature associated with water footprint research has expanded significantly. The number of papers published increased from 104 in 2003–2006 to 735 in 2015–2018. Water footprint research has been applied to agricultural, industrial, and regional water resource management to quantify the impact of human activities on water resources and the environment. Water footprint metrics were extracted for regional comparisons. There are obvious regional characteristics of the water footprint in China, but the uncertainty of results makes further investigation necessary. Further water footprint modeling and field experimental research is needed to explore the water–ecological environment under complex systems.

Abstract Urban water security is of critical global and local importance. Across many parts of low- and middle-income countries, urban water security either remains elusive or is becoming stressed. Rapid urbanisation and climate change are two key drivers of resource insecurity and at the forefront of urban water discourse. However, there are manifold and complex socio-political processes functioning alongside these megatrends that are often underemphasised. Drawing on three urban case studies in Ethiopia, we highlight these structural issues and the need for their continued consideration to fully understand and address urban water insecurity. Household water-use surveys, semi-structured interviews and participatory exercises with community residents, stakeholders and informal water vendors were used as part of a mixed-method approach in three urban areas. We found that government-managed urban water supplies were intermittent and unsafe, resulting in economic, health and time-use burdens for households, and that the socio-political dimensions reproducing urban water insecurity have historical roots. We argue that the uncertainty of climate change and unprecedented urbanisation do not offer sufficient explanation for why urban water insecurity persists. Moreover, we call for caution in only employing these narratives, to avoid obscuring deeply rooted challenges within socio-political systems. We call for socio-political processes to continue to be a central component of future interventions that seek to improve urban water insecurity.

Abstract The vulnerability of Africa to climate change extremes and eventual impacts is extremely high due to the weak coping strategies prevalent in the continent. The peculiarity of South Africa to these vulnerabilities, especially for water security, is an issue of socioeconomic and policy issue. Based on the premises of human security, the study assesses the coping strategies of rural communities in South Africa, focusing on uMkhanyakude District Municipality, KwaZulu-Natal province, given the effects of climate change-induced water scarcity on the area. The study employed a multilayered descriptive mixed method triangulation approach. It focused specifically on the connection between water and climate change and the adopted everyday vertical and horizontal coping strategies. The findings revealed a strong correlation between the behavioral and traditional coping strategies in the study area, water depletion/scarcity, and climate change. It also showed that government institutions are reactionary in their response to climate change-induced impacts. The study, therefore, recommends a pre-resilience mechanism that makes institutions and individuals proactive rather than adopting a reactionary post-resilience strategy in response to the effects of climate change-induced water security.

Water is a vital renewable resource that is increasingly stressed by multiple and competing demands from people, industry, and agriculture. When water becomes unavailable or unusable, life itself cannot be sustained. Changes in supply and demand for water are driven by population growth, climate change, and our energy and land use choices. Poverty frequently precludes the ability of many people to respond and adapt to water insecurity. In this essay, we discuss the effects of these drivers on the diminution of rivers, aquifers, glaciers, and the severe pollution that renders some water resources unusable. While technologies for water reuse, desalination, aquifer replenishment, and better water pricing are important solutions, the recognition of water as a profoundly threatened resource and as a basic human right is essential for providing sustainable water for future generations.

Purpose This paper aims to describe how social capital is mobilized in the mediation of periurban water insecurity induced by urbanization and climate change. Investing in social capital through the process of creating mechanisms for civic engagement is an important means of building resilience of periurban communities. Design/methodology/approach This paper draws on ethnographic and action research. The main sources of data were direct observation of water appropriation and access and semi-structured interviews. Convenience, snowball and theoretical sampling were used. Findings The residents of periurban Gurgaon have lost access to water on account of urbanization and climate change. In this context, they mobilize social relationships to collectively improve their access to water. Norms of cooperation and kinship play an important role in the mediation of water insecurity. Creating social capital by building platforms for civic engagement helped to improve their water security. Originality/value While there has been much interest in issues of periurban water insecurity, the role of social capital in the mediation of water insecurity has received scant attention. At the same time, while scholars have been interested in the role of social capital in adapting to the impacts of climate change, it has scarcely been studied in a periurban context. This paper seeks to bridge this research gap.

Abstract The drought experienced in South Africa in 2016 – one of the worst in decades – has left many urbanised parts of the country with limited access to water, and food production has been affected. If a future water crisis is to be averted, the country needs to conserve current water supplies, reduce its reliance on conventional surface water schemes, and seek alternative sources of water supply. Within urban areas, municipalities must find ways to adapt to, and mitigate the threats from, water insecurity resulting from, inter alia, droughts, climate change and increasing water demand driven by population growth and rising standards of living. Stormwater harvesting (SWH) is one possible alternative water resource that could supplement traditional urban water supplies, as well as simultaneously offer a range of social and environmental benefits. We set out three position statements relating to how SWH can: improve water security and increase resilience to climate change in urban areas; prevent frequent flooding; and provide additional benefits to society. We also identify priority research areas for the future in order to target and support the appropriate uptake of SWH in South Africa, including testing the viability of SWH through the use of real-time control and managed aquifer recharge.

In the wake of climate change, environmental degradation, and increasing global populations, food and water security are under threat throughout the world. This chapter focuses on the impacts of climate change on water security in Australia and Bangladesh, noting in particular the gendered implications and the way policies influence and shape gendered responses. In Bangladesh, for example, following disasters, access to safe, uncontaminated water may involve women walking significant distances. Australian research has examined the impact of water policies on gendered livelihood strategies as farming families readjust to their reduced access to irrigation water. A critical feature of this chapter is an examination of the way water has become “commodified” and reconfigured around new forms of market value. The chapter poses questions about the ongoing impact of water insecurity in the face of predicted and extreme climate events.

Abstract. Drought forecasting and early warning systems for water resource extremes are increasingly important tools in water resource management, particularly in Europe where increased population density and climate change are expected to place greater pressures on water supply. In this context, the North Atlantic Oscillation (NAO) ais often used to indicate future water resource behaviours (including droughts) over Europe, given its dominant control on winter rainfall totals in the North Atlantic region. Recent hydroclimate research has focused on the role of multiannual periodicities in the NAO in driving low frequency behaviours in some water resources, suggesting that notable improvements to lead-times in forecasting may be possible by incorporating these multiannual relationships. However, the importance of multiannual NAO periodicities for driving water resource behaviour, and the feasibility of this relationship for indicating future droughts, has yet to be assessed in the context of known non-stationarities that are internal to the NAO and its influence on European meteorological processes. Here we quantify the time-frequency relationship between the NAO and a large dataset of water resources records to identify key non-stationarities that have dominated multiannual behaviour of water resource extremes over recent decades. The most dominant of these is a 7.5-year periodicity in water resource extremes since approximately 1970 but which has been diminishing since 2005. Furthermore, we show that the non-stationary relationship between the NAO and European rainfall is clearly expressed at multiannual periodicities in the water resource records assessed. These multiannual behaviours are found to have modulated historical water resource anomalies to an extent that is comparable to the projected effects of a worst-case climate change scenario. Furthermore, there is limited systematic understanding in existing atmospheric research for non-stationaries in these periodic behaviours which poses considerable implications to existing water resource forecasting and projection systems, as well as the use of these periodic behaviours as an indicator of future water resource drought.
