Abstract Urban water security is of critical global and local importance. Across many parts of low- and middle-income countries, urban water security either remains elusive or is becoming stressed. Rapid urbanisation and climate change are two key drivers of resource insecurity and at the forefront of urban water discourse. However, there are manifold and complex socio-political processes functioning alongside these megatrends that are often underemphasised. Drawing on three urban case studies in Ethiopia, we highlight these structural issues and the need for their continued consideration to fully understand and address urban water insecurity. Household water-use surveys, semi-structured interviews and participatory exercises with community residents, stakeholders and informal water vendors were used as part of a mixed-method approach in three urban areas. We found that government-managed urban water supplies were intermittent and unsafe, resulting in economic, health and time-use burdens for households, and that the socio-political dimensions reproducing urban water insecurity have historical roots. We argue that the uncertainty of climate change and unprecedented urbanisation do not offer sufficient explanation for why urban water insecurity persists. Moreover, we call for caution in only employing these narratives, to avoid obscuring deeply rooted challenges within socio-political systems. We call for socio-political processes to continue to be a central component of future interventions that seek to improve urban water insecurity.

The rapid and haphazard urbanization in Kathmandu and expansion of built-up area to the peri-pherial rural landscapes has resulted to formation of peri- urban areas which are now themselves transforming into urban form. Simultaneously, the water being diverted or transferred from these peri-urban areas is rapidly evolving. This paper describes the changing modes of urban oriented water flow from the peri-urban landscape of Kathmandu and the implications of this water transfer on water security of peri-urban areas. Through series of semi-structured interviews, formal and informal discussions with local people and key informant interviews, the study found that Matatirtha, a peri-urban village, has traditionally been a source of water for the domestic water demand in Kathmandu. However, the social and economic developments have induced a paradigm shift in urban water transfer from the area and promoted the economic benefits as a way of compensating the loss of local water resources. Moreover, the increasing opportunities of economic benefits through water in absence of regulatory mechanism have facilitated exploitation of resources. Purpose This paper aims to describe how social capital is mobilized in the mediation of periurban water insecurity induced by urbanization and climate change. Investing in social capital through the process of creating mechanisms for civic engagement is an important means of building resilience of periurban communities. Design/methodology/approach This paper draws on ethnographic and action research. The main sources of data were direct observation of water appropriation and access and semi-structured interviews. Convenience, snowball and theoretical sampling were used. Findings The residents of periurban Gurgaon have lost access to water on account of urbanization and climate change. In this context, they mobilize social relationships to collectively improve their access to water. Norms of cooperation and kinship play an important role in the mediation of water insecurity. Creating social capital by building platforms for civic engagement helped to improve their water security. Originality/value While there has been much interest in issues of periurban water insecurity, the role of social capital in the mediation of water insecurity has received scant attention. At the same time, while scholars have been interested in the role of social capital in adapting to the impacts of climate change, it has scarcely been studied in a periurban context. This paper seeks to bridge this research gap.

Abstract The drought experienced in South Africa in 2016 – one of the worst in decades – has left many urbanised parts of the country with limited access to water, and food production has been affected. If a future water crisis is to be averted, the country needs to conserve current water supplies, reduce its reliance on conventional surface water schemes, and seek alternative sources of water supply. Within urban areas, municipalities must find ways to adapt to, and mitigate the threats from, water insecurity resulting from, inter alia, droughts, climate change and increasing water demand driven by population growth and rising standards of living. Stormwater harvesting (SWH) is one possible alternative water resource that could supplement traditional urban water supplies, as well as simultaneously offer a range of social and environmental benefits. We set out three position statements relating to how SWH can: improve water security and increase resilience to climate change in urban areas; prevent frequent flooding; and provide additional benefits to society. We also identify priority research areas for the future in order to target and support the appropriate uptake of SWH in South Africa, including testing the viability of SWH through the use of real-time control and managed aquifer recharge.

For countries in Southeast Asia that mainly rely on surface water as their water resource, changes in weather patterns and hydrological systems due to climate change will cause severely decreased water resource availability. Warm weather triggers more water use and exacerbates the extraction of water resources, which will change the operation patterns of water usage and increase demand, resulting in water scarcity. The occurrence of prolonged drought upsets the balance between water supply and demand, significantly increasing the vulnerability of regions to damaging impacts. The objectives of this study are to identify trends and determine the impacts of extreme drought events on water levels for the major important water dams in the northern part of Borneo, and to assess the risk of water insecurity for the dams. In this context, remote sensing images are used to determine the degree of risk of water insecurity in the regions. Statistical methods are used in the analysis of daily water levels and rainfall data. The findings show that water levels in dams on the North and Northeast Coasts of Borneo are greatly affected by the extreme drought climate caused by the Northeast Monsoon, with mild to the high risk recorded in terms of water insecurity, with only two of the water dams being water-secure. This study shows how climate change has affected water availability throughout the regions.

Water is increasingly taking center stage when it comes to coping with climate change. Especially in urban areas, negative consequences from heavy rainfall events and prolonged dry periods are rising worldwide. In the past, the various tasks of urban water management were performed by different departments that often did not cooperate with each other (water supply, wastewater disposal, green space irrigation, etc.), as the required water supply was not a question of available water volumes. This is already changing with climate change, in some cases even dramatically. More and more, it is necessary to consider how to distribute available water resources in urban areas, especially during dry periods, since wastewater treatment is also becoming more complex and costly. In the future, urban water management will examine water use in terms of its various objectives, and will need to provide alternative water resources for these different purposes (groundwater, river water, storm water, treated wastewater, etc.). The necessary technological interconnection requires intelligent digital systems. Furthermore, the water industry must also play its role in global CO2 reduction and make its procedural treatment processes more efficient; this will also only succeed with adequate digital systems. Although digitization has experienced an enormous surge in development over the last five years and numerous solutions are available to address the challenges described previously, there is still a large gap between the scope of offerings and their implementation. Researchers at Hof University of Applied Sciences have investigated the reasons for this imbalance as part of WaterExe4.0, the first meta-study on digitization in the German-speaking water industry, funded by the German Federal Ministry of Education and Research. Only 11% of roughly 700 identified products, projects and studies relate to real applications. For example, the surveyed experts of the water sector stated that everyday problems are considered too little or hardly at all in new solutions, which greatly overburdens users. Furthermore, they see no adequate possibility for a systematic analysis of new ideas to identify significant obstacles and to find the best way to start and implement a digitization project. The results from four methodologically different sub-surveys (literature and market research, survey, expert interviews and workshops) provide a reliable overview of the current situation in the German-speaking water industry and its expectations for the future. The results are also transferable to other countries.

South Africa is an interesting case study on the right to water. It is an upper-middle income country with a history and current reality of extreme racialised inequality, including the water services sphere. It is water scarce, and during 2018, Cape Town was expected to be the first major metropolitan city in the world to run out of water. South Africa has one of the most progressive constitutions in the world, which incorporated socio-economic rights including the right to water as explicitly justiciable long before the international right to water was recognised. However, despite clear water-security and water-equity fault lines on the one hand and conducive legal frameworks on the other hand, there has been relatively little water rights contestation in post-apartheid South Africa. It is this paradox and, in particular, how it played out in the clear case of water insecurity in Cape Town’s “Day Zero” crisis that are the subjects of examination in this article. Aiming to make an original contribution to the scholarship on the “Day Zero” crisis by exploring it from the perspective of interlocutors and those affected by it, this article also hopes to contribute towards a better understanding of the nature and application of water rights more broadly.

<p>The COVID-19 pandemic is a wake-up call for water security issues. It makes us acutely aware how crucial access, and ability, for adequate hand hygiene are for reducing transmission risks of communicable diseases. An estimated 40% of households globally lack access to basic handwashing facilities. A recent cross-cultural study of household water insecurity experiences (HWISE) found that nearly one in four of 6,637 randomly sampled households across 23 sites in 20 low- and middle-income countries. Similar water, sanitation and hygiene problems impact on poorer families in high-income nations too.</p><p>We explore the challenge of hand hygiene in a changing water world and reflect on the importance of making rapid progress towards “ensure availability and sustainable management of water and sanitation for all” (UN Sustainable Development Goal 6). We contest that urgent action on water security is essential to better prepare societies for the future, including global health crises. Drawing on the latest evidence, we provide recommendations on how to increase handwashing, and improve human health and wellbeing more broadly, by reducing water insecurity. Across our world, policymakers must focus on: investment in water infrastructure, water independent alternatives, and behavioural change and knowledge promotion. Moreover, we must prioritise holistic, evidence-based solutions that address 3 facets of water (in)security: availability, quality & accessibility.</p>

Abstract Urban areas in low- and middle-income countries are under chronic water stress, and multiple water source use (MWSU) is common. A detailed study on MWSU is necessary for strengthening water security and enhancing household water resilience to natural disasters which is defined as the ability of a household water system that is exposed to a disaster to resist, accommodate, and recover efficiently in a short time. Surveys were conducted in the Kathmandu Valley, Nepal, before and after the 2015 Gorkha earthquake. A classification of resilient and non-resilient households was based on respondents' perception scores of their water systems before the earthquake and one month after. Around 80% of households used two to three water sources, and 70% of households were classified as water resilient. Three characteristics of a water resilient household were: (i) use of greater number of water sources, (ii) use of multiple reliable water sources such as piped water, groundwater, and (iii) use of effective adaptive strategies such as water storage in a bigger container. Since the study showed the practice of MWSU enhanced the resilience, protection and management of local water sources (well, spring, stone spouts) by initiatives of local government or communities or both is recommended.

Southeast Asia is one of the most dynamic regions in the world in terms of economic growth and urbanization. At the same time, the region is also prone to multiple hydro-meteorological disasters, which are projected to be intensified by climate change. This paper analyzes the combined effect of economic development and climate change on the future water security of middle-income Southeast Asian countries using the double exposure framework, focusing on the effects in urban areas. A review of the existing literature reveals unequal water security outcomes across the region as a result of combined climate, economic, and urbanization pressures. The water supply and sanitation infrastructure of upper-middle-income Southeast Asian countries are vulnerable to damage from intensified disasters, potentially decreasing both immediate and longer-term water quality. In lower-middle-income countries, the water quality will be the more important water security challenge in the short-term as opposed to water quantity, mainly due to the fast growth of industries. Lower-middle-income countries, though less vulnerable to disasters, will still have lower future water security compared to upper-middle-income countries, as they have less capacity to address water quality and quantity challenges brought about by both industrial growth and urbanization. Across the region, future water quantity and quality challenges may result in slower economic and urban growth if not planned adequately.
