According to the final conclusion of the reviewer: the monograph will gain a large audience of interested readers, as the author touches upon a wide range of topical issues of food security and convincingly demonstrates the high potential of the category «security» in socio-economic research, formulates a number of interesting theoretical considerations regarding the assessment of food security of the Russian Federation and substantiates many useful practical recommendations for its maintenance and strengthening. This article presents an analysis of the changes that have occurred in one of the most important state documents - the Food Security Doctrine of the Russian Federation. Criticism of this document can be traced in many scientific works: some experts attribute the Doctrine only to a program document, while others expect it to be implement and control, i.e. much more in practice. An assessment of the significance and essence of such a document as the doctrine as a whole made it possible to determine its place both in the system of public administration and the degree of its significance in the regulatory field. Based on the findings, an attempt was made to analyze changes in the new Doctrine of Food Security of the Russian Federation, approved by Decree of the President of Russia No. 20 of 01.21.2020. Structural changes in the new Doctrine are highlighted, as well as a critical assessment of the features of all its main sections. The greatest changes were revealed in the state food security assessment system, and it was also determined that the new version of the Doctrine has a greater social bias. If there are positive changes, some omissions of the most important areas of agri-food policy have been identified, which, despite their absence or insufficient reflection in the Doctrine, can be presented and decided at the level of subsequent documents, but only if the Doctrine in practice will be a fundamental document of public administration and regulatory framework.

The article is devoted to the study of normative and legal support problems of modern state food policy affecting the food security provision as one of the main components of the economic and national security of modern Russia. Evolution of the legal “food security” concept definition of the Russian Federation in domestic legislation. The current challenges of food security of the country related to both external and internal factors, including those caused by the COVID pandemic — 19 were considered. Supporting the approach of S.Yu. Glazyev on basic models of ensuring food security, considering the economy’s modern digital transformation and in particular the agro-industrial complex, authors suggest that we are in a transition period from an existing dynamic model to a new future innovation model for food security. Based on the studied and generalized scientific material, substantiate the conclusion that the most promising directions of food security is the use of innovative digital technologies in the agro-industrial complex of the country. It is noted that the existing normative and legal framework in modern conditions requires further development, and for this it is necessary to adopt a comprehensive Federal Law “On food security in the Russian Federation.” In it, the consolidation of the strategic goal “social and economic development of the country to improve the quality of Russian citizens’ life” by applying innovative technologies in the AIC would be set.


The objective of the study is to clarify the theoretical provisions of strategic management mechanism for the development of regional food security systems in the Russian Federation, considering the specifics of their status and conditions, under which the systems operate. The research aims to strengthen the mechanism’s presence in the food market and clarify the parameters of management influence based on the justification of the main provisions of the regional agri-food policy

   Bering E. proposed the principle of passive immunization at the end of the 19th century. Today, it is still used to treat tetanus, diphtheria, botulism, rabies and poisonous animal bites (snakes, spiders and scorpions). As before, equine antibodies or their fragments are used as an antidote. But the unique properties of antibodies from the yolks of chicken eggs (IgY) make it possible to use them for a wide range of therapeutic and prophylactic purposes. IgY-antibodies are used in several countries (Canada, Germany, Japan, China) on an industrial scale to produce medical and veterinary drugs to protect humans and animals against pathogens, providing highly effective immunological protection. The Romanian Romvac Company SA is a separate company in the series of manufacturers of these drugs. This company produces IgY preparations in limited batches against many antigens and practices the production of personalized antibodies directed at pathogens of a particular patient. This approach is guaranteed to damage the pathogen, however unique it may be. The authors have analyzed many review articles on the use of IgY-technology. These antibodies are nonaddictive, non-toxic, do not interact with rheumatoid factor, complement, or Fc-fragments of immunocompetent cells, and do not cause antibody-dependent reinforcement of infection. Oral administration of specific IgY-antibodies significantly reduces the manifestations of celiac disease and pathological conditions caused by activation of pathogens in the gastrointestinal tract. Passive immunization of young farm animals with IgY-antibodies is economical and practical against many mammals, birds and aquatic animals. The great potential of this new direction can provide a rapid and cost-effective breakthrough in improving the adequate food security of the Russian Federation.

The presented study examines the conceptual aspects of strategic regional management.Aim. Based on the analysis of the theory and practice of regional management, the study aims to propose a generic concept for formulating a strategy for the development of a constituent entity of the Russian Federation.Tasks. The author analyzes theoretical approaches to strategic regional management; determines the conditions and factors that affect strategic regional management; formulates the rational principles of strategic regional management; identifies the causes of disproportions in the development of the constituent entities of the Russian Federation.Methods. This study uses systems analysis, synthesis, induction and deduction, specification and generalization, analogy and modeling.Results. A generic concept of strategic regional management is proposed, which classifies the basic system components of the external and internal environment of a constituent entity of the Russian Federation. Practical recommendations for improving the regional development strategy of are formulated. Analysis of the current state of strategic regional management practices in Russia shows that efficient work of regional authorities in the field of strategic management can compensate for a lack of resources and partially outweigh an unfavorable investment climate.Conclusions. It is advisable for administrative and territorial units to develop and implement systematic medium-term development strategies adequate to the national regional policy and based on the current and projected availability of all kinds of resources and analysis of the factors of the external (in relation to the region) and internal environment, to continuously control and verify the implementation of the said strategies according to the pre-emptively developed efficiency criteria (monitoring) with the aim to improve the living standards of the population and maintain the highly competitive status of the managed unit within the regional economy.

The article deals with theoretical and practical issues of delineation of crimes provided for in paragraph » d » of Part 3 of Article 158, Article 159, Article 1593, Article 1596 of the Criminal Code of the Russian Federation. The article analyzes the concept and features of property rights, such as non-cash money, electronic money, digital financial assets, digital currency and digital rights, electronic means of payment. In some cases, they act as the subject of a crime, and in others-the means of its commission. In practice, the lack of a clear understanding of their differences has led to the fact that similar acts are classified differently by different investigative bodies and courts. In this connection, the author presents his own idea of the fundamental differences between theft and fraud in the theft of property rights, based on the analysis of the theory and practice of the application of criminal law in the Russian Federation, as well as practical recommendations for the qualification of theft of property rights, differentiates theft and fraud, and provides criteria for their correct qualification.

This article, dedicated to the 90th anniversary of the Society of Children’s Doctors of Russia, presents short biographical reviews of the most prominent Russian pediatricians: Yu.F. Dombrovskaya (1891-1976) and A.F. Tur (1894-1974), the academicians of the Academy of Medical Science of the USSR, Honoured scientists of the Russian Federation, laureates of the Lenin Prize in 1970. Their high professionalism and achievements in scientific and clinical pediatrics, exceptional personalities and their special style of communication with colleagues, pediatric patients and their parents were reasons for these pediatricians gained the highest respect in medical circles. Both of them took part in all congresses of pediatricians that were held in their lifetime and presented major papers at most of them. A.F. Tur was elected the president of the Society of Children’s Doctors of the Russian Federation in 1957, and Yu.F. Dombrovskaya was elected the president of the Board of the Society of Children’s Doctors of the USSR in 1962. Under the chairmanship of Yu.F. Dombrovskaya there were held three congresses of the Society of Children’s Doctors of the USSR, A.F. Tur was elected the chairman at four congresses of the Society of Children’s Doctors of the Russian Federation. Between the congresses, a number of conferences and meetings were held (pan-Soviet-Union, pan-Russian-Federation, regional, municipal). The activities of both Societies of Children’s Doctors - of the USSR and the Russian Federation - have contributed a lot to the improvement of qualifications of pediatricians, clinical and prophylactic activities, specific medical aid to children, using a wide range of new technologies in theory and practice of pediatrics, positive changes in health indexes of children.

Дан юридико-технический анализ структуры документа, рассматриваются его взаимосвязи с иными актами стратегического планирования, а также источниками аграрного права на федеральном и региональном уровнях, общими положениями международного законодательства. Анализируются новые и скорректированные (в сравнении с ранее действовавшим аналогичным актом) принципы и приоритеты государственной продовольственной политики, расширение и конкретизация полномочий субъектов Российской Федерации в области продовольственного обеспечения населения. The article discusses the features of the content of the Food Security Doctrine, approved by Decree of the President of the Russian Federation on January 21, 2020. A legal and technical analysis of the structure of the document is given, its relationships with other acts of strategic planning, as well as sources of agricultural law at the federal and regional levels, general provisions of international law are examined. The author analyzes the new and adjusted (in comparison with a previous similar act) principles and priorities of state food policy, the expansion and specification of the powers of the constituent entities of the Russian Federation in the field of food supply for the population, sustainable development of rural territories.
