Son innumerables las ventajas que representa para cualquier organización contarcon la gestión en seguridad industrial, ambiente e higiene ocupacional, es por ello queen este artículo se buscó describir las funciones que la caracterizan en el contexto delas empresas prestadoras de servicio de inspección de equipos estáticos a la industriapetrolera. Metodológicamente se tipificó como descriptiva, con diseño de campo, noexperimental y transeccional. Para la recolección de datos se utilizó un cuestionario,conformado por 12 ítems con escala de frecuencia. La validez se realizó a través deljuicio de expertos, y para calcular su confiabilidad se empleó el método de Alfa deCronbach, obteniéndose 0,96. La media aritmética se aplicó para el análisis de losdatos. Se caracterizó un conjunto de etapas que instrumentan los cursos de acciónrequeridos por la gestión, en tal sentido, se evidencio moderada presencia en laspolíticas; organización; planificación y evaluación.Palabras clave: Evaluación, funciones, gestión en seguridad industrial, ambiente ehigiene ocupacional, organización, planificación, políticasThere are countless advantages for any organization to have management inindustrial safety, environment and occupational hygiene, which is why this articlesought to describe the functions that characterize it in the context of companiesproviding equipment inspection service static to the oil industry. New approaches to labor protection and safety, which are used at NIPIGAZ construction sites, make it possible to control the safety of work at heights and in inaccessible places and to monitor construction and installation works using video surveillance technologies and video analytics.

Development and practical implementation of the enterprise industrial safety management system considering the new requirements of the legislation on creation of the state system for monitoring, remote control, technical certification, and diagnostics of technical devices at hazardous production facilities supervised by Rostechnadzor is discussed in the article. To perform automated collection, recording, generalization, systematization, and evaluation of the information on the parameters that characterize safety of the enterprise hazardous equipment as a whole and each technical device, a block diagram of the enterprise automated industrial safety management system is proposed. The basics are suggested for creating the automated system containing a database that includes all the technical documentation, certificates and expert opinions, repair documentation and accompanying documents (orders, instructions, audit conclusions, etc.) for the efficiency of tracking the technical condition in real time considering changes in all the controlled parameters of the enterprise technological complexes. It is noted in the article that the assessment of the technical condition and life of single and unique technical devices that make up the bulk of equipment in hazardous production should be carried out already at the manufacturing stage by combining technical control with technical diagnostics, and their results should be included in the technical passport of the device. The need in this information for the operators is invaluable, especially after working out the manufacturer’s designated period of safe operation and for evaluating the actual technical condition and comparing it with its original, which was documented during fabrication. Data on the initial state allows to qualitatively assess the degradation processes that are developing during operation and consider them when evaluating the life of a technical device and conduct a qualitative audit of the industrial safety management system.

The business community and governments around the world are aware of the need to accelerate the process of digitalization and digital transformation of the economy in order to achieve a competitive position in the digital space of the new world economy, including in the field of occupational safety management (SWOP). The mechanism of digitalization in OSH remains insufficiently studied, which necessitates the development of tools for its implementation, evaluation and management. The benefits of digitalization for industrial safety are incredibly high: it is easier to manage resources, and quick access to more information about the use of personal protective equipment, training, medical examination, etc., the formation of digital culture. The purpose of this research was to consider the prospects and problems of implementation of information technology in the field of occupational safety, identify features of industrial enterprise management in the context of digitalization. To achieve this goal, the method of SWOT-analysis was used. The study revealed some problems in the implementation of digitalization in the management system of labor protection. The spread of digital technologies in all sectors of the economy and vital spheres of society actualizes the study of the degree of readiness for change, which involves monitoring the state of occupational safety. Transformations in the labor market and ensuring the safety of the production process are associated with job losses, the emergence of new professions and changes in the competencies of employees. Digitalization is aimed at the introduction of adaptive practices of professional development, the development of motivation in the implementation of all instructions on occupational safety.

Abstract Organizational and management errors and failures represent a very significant causal influence in industrial accidents. A method, organizational failure analysis (OFA) is described for in-depth identification of organizational deficiencies and failures that can lead to accidents. The method was developed on the basis of an extensive data collection from safety management audits, accident and incident investigations, and emergency training exercises led by the author over a period of 26 years. From these data, a number of models of organizational performance and management behavior are derived. The models allow a semi-automated application of the method, which is important for the application to large organizations. The method is described with examples, and the results of several studies aimed at validating the method are given.

Purpose Annually, hundreds of drilling crew suffer from major injuries during performing oil and gas drilling operation because of the deficiency of an adequate hazard safety management system for real-time decision-making in hazardous conditions. According to previous studies, there is a sheer industrial need for an effective industrial safety management decision support system for accident prevention at oil and gas drilling sites at both drilling domains. Therefore, this paper aims to focus on the design and development of knowledge base decision support system (KBDSS) for the prevention of hazardous activities at Middle Eastern and South Asian origins’ onshore and offshore oil and gas industries during drilling operations. Design/methodology/approach In this study, data were gathered from safety and health professionals from targeted oil and gas industries in Malaysia, Saudi Arabia and Pakistan through quantitative and qualitative approaches. Based on identified data, KBDSSs (HAZFO Expert 1.0) were systematically developed and designed by adopting Database Development Life Cycle and Waterfall Software Development Life Cycle models. MySQL and Visual Studio 2015 software were used for developing and designing knowledge base and graphical user interface of the system. Findings KBDSS (HAZFO Expert 1.0) for accident prevention at onshore and offshore oil and gas drilling industries based on identified potential hazards and their suitable controlling measures aligned with international safety standards and regulations. HAZFO Expert 1.0 is a novel KBDSS that covers all onshore and offshore drilling operations with three and nine outputs, respectively, to achieve the current trend of Industry Revolution 4.0 and Industrial IoTs for workforce safety. Practical implications This industrial safety management system (HAZFO Expert 1.0) will be efficiently used for the identification and elimination of potential hazards associated with drilling activities at onshore and offshore drilling sites with an appropriate hazard controlling strategy. Originality/value Moreover, the developed KBDS system is unique in terms of its architecture and is dynamic in nature because it provides HAZFO Expert 1.0 data management and insertion application for authorized users. This is the first KBDSS which covers both drilling domains in Malaysian, Saudi Arabian and Pakistani industries.
