The interaction of architectural, urban planning activities and the natural environment is manifested at all hierarchical levels and its results need to be foreseen. The role of strategic environmental assessment is closely related to the concept of sustainability, since it is a tool that identifies the environmental impact of plans and programs implemented in the territory. The study examines the role of strategic environmental assessment in achieving sustainability of plans and programs at the international level, and concentrates on the problems of strategic environmental planning in Iraq. Strategic environmental assessment is a comprehensive process for assessing the impact of plans and programs on the environment. The previous studies have shown the effectiveness of using methods of strategic environmental assessment in promoting the comprehensive development of the territory; the ability of the public to participate in the assessment of environmental and social aspects of policies, plans, and programs. The purpose of the strategic environmental assessment (SEA) is to eliminate disproportions in the development of territories. A comparison of SEA and environmental impact assessment (EIA) has been carried out. In Iraq, strategic environmental assessment has been found to be a relatively new phenomenon. Its use in strategic planning of the territory will contribute to increasing the sustainability of development in Iraq, its application will be efficient in the country and its regions, and will ensure public participation in this process.

Due to the pivotal role of environmental objectives, targets and indicators in Strategic Environmental Assessment (SEA) to assess environmental impact and monitor environmental condition resulting from a proposed plan it is crucial to ensure high quality in their development. Here we present a quality assurance checklist for practitioners to ensure compliance with (i) the minimum requirements of the SEA Directive and (ii) guidelines established by the Irish government for SEA of land use development plans. Furthermore, we propose additional recommended tasks based on expertise and experience gained in carrying out SEA to ensure high quality. Some of the questions posed in the checklist include, for example, "Are the environmental indicators capable of demonstrating the likely significant environmental impact(s) of the implementation of the proposed plan or programme?", "Have limits and thresholds been established for each environmental target?" and "Is responsibility for implementing the monitoring programme clearly defined?". We applied the completed checklist to 10 environmental reports from Ireland, Wales, England, Malta and Germany and proposed a grading system for comparative purposes. The results showed varying quality among the ERs from Ireland, UK and Malta. In addition, we found that the checklist did not directly apply to the German ERs because of the different approach taken to SEA whereby environmental targets and indicators were used in a more implicit manner than elsewhere. However, as environmental objectives and the monitoring programmes were similar for all ERs we concluded that different approaches still resulted in a manageable and focused monitoring system.

The article analyzes the process of adaptation of the national legislation to the European standards in accordance with the Association Agreement between Ukraine and the EU. In particular, in the sector “Environmental management and integration of environmental policy in other sectoral policies”, the implementation of Directive 2001/42/EC on the assessment of the effects of certain plans and programs for the environment and Directive 2011/92/EC on the assessment of the impact of certain public and private projects on the environment was considered. The influence of environmental management tools and the integration of environmental policy on other sectoral policies have been determined and their interrelation with the rest of the sectors in the field of environmental protection has been established. It has been established that environmental assessment is the main instrument for ensuring environmental considerations in the development of plans and programs and contributes to sustainable development through the promotion of environmental protection issues in economic and social development.The procedures of strategic environmental assessment and environmental impact assessment have been characterized; their subjects and objects have been clarified. The peculiarities of these procedures, stages and advantages of their application in the national practice of public environmental management are presented. The way of implementation of strategic environmental assessment and environmental impact assessment at the level of the European community is considered, and examples of their practical application at the level of the EU member states are presented.It is indicated that strategic environmental assessment and environmental impact assessment are procedural tools used to prevent any possible negative effects of economic activity on the environment and public health. A comparative analysis of these procedures was carried out and links and differences were identified. It has been proved that the effectiveness of strategic environmental assessment in preventing environmental hazards is significantly higher than environmental impact assessments. The problem aspects and perspectives in the field of practical implementation of legislation in the field of environmental assessment in Ukraine are highlighted.

Nowadays, according to decentralization and current legislation (Land Code of Ukraine, Resolution of the Cabinet of Ministers of Ukraine and the Law of Ukraine «On Self-Governance»), the public lands have been transferred to the CTCs since 1 February 2018. In 2018/2019, 788 CTCs received communal ownership of 1.68 ha of public lands. According to the Draft Law «On Amendments to Several Legal Documents of Ukraine on Agricultural Lands Turnover», the consolidated territorial communities become the legal entities and can acquire property rights to agricultural land plots. Therefore, transferring the lands to be used by the newly created CTCs is currently an urgent issue that requires extended scientific and practical research. The paper aims to research the role of land reform in Ukraine and its impact on increase of CTCs’ budget revenues. The stages of land reform and the development of the land reform in Ukraine as well as its implementation strategy are outlined. The disparities of the integrated satellite map and the data of the Land Cadaster of Ukraine in terms of unregistered lands are defined. The amount of a CTC budget’s increased revenues due to the reform is estimated. Statistical data on small, medium, and large farmers and their interest in the land reform are analyzed. The terms of selling the land to foreign investors and conditions of participation in land auctions are examined. The mechanisms of land purchase, selling, and lease in line with the land reform are suggested. Generalizing the presented aspects of the land reform in Ukraine and their impact on economic activity of the newly created CTCs, it can be argued that the process is quite positive and necessary for both communities and businesses in order to get additional budget revenues for CTCs. The land reform improves the living standards of Ukrainian people through the disclosure of the country’s agricultural capacity.

This paper examines international best practice with strategic environmental assessment (SEA), which is designed to advance sustainability and overcome weaknesses in environmental impact assessment (EIA). It illustrates how government, business and the community have identified the need for SEA. It explains why there has been a substantial debate regarding the importance of establishing key principles, and why consideration must be given to decision and policy contexts in order to guide future successful development. Methods and procedures are outlined, and SEA practice and potential nationally, regionally and globally is considered with particular regard to World Heritage Areas (WHAs). Conclusions and recommendations are drawn with specific reference to the current and future position of SEA and WHAs in Australian coastal zones.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

In popular culture the relationship between science and religion has often been portrayed as one of conflict. The impact of the conflict thesis can be observed in church leaders’ hesitancy in talking about science and religion in the public domain. It was this finding that led Revd Professor David Wilkinson (cosmologist and theologian) and Professor Tom McLeish (physicist and Anglican lay reader) to form the project ‘Equipping Christian Leadership in an Age of Science’ funded by The Templeton World Charity Foundation. The data presented in this article (collected during 2015-2018) is derived from two discreet pieces of research. The first consisting of a survey of over 1,000 church leaders and interviews with 20 senior church leaders and, the second, with a strategic focus on ministerial training comprised of 12 interviews with church educationalists. This paper reflects on the findings from both pieces of research – covering topics such as church leaders’ enthusiasm towards science, how church leaders view the relationship between science and religion and the role of compartmentalisation in ministerial training. The article is unique in providing sociological analysis on the relevant data and including a personal reflection by David Wilkinson – the project’s director – on the implications of the research for ministerial training and science.

UAE is one of the leading countries in the Middle East that has achieved a rapid growth in its economy over the last decades. In a few years, the UAE has built several infrastructure projects, which reflects the state trends towards improving the provided services to the public. The aim of this paper is to investigate the impact of innovation capital on the infrastructure project performance in the United Arab Emirates. This study used a quantitative method design. The population of this study comprised all unlisted infrastructure company providers within the UAE, while the sample was 293 employees from these companies. This study relies on the primary data measurements; the questionnaire instrument was used. The current study has found that there is a positive and significant relationship between innovation capital and infrastructure project performance improvement.

ML and AI based applications are substantially aiding the process for detection and diagnosis of novel corona virus. Science of Robotics is another approach followed with an aim to improve patient care.
