Youth policy of the Slovak Republic in the present is in development process of a new strategy for youth. At the national level, the policy is made by interdepartmental and interdisciplinary cooperation accommodated by the Ministry of Education, Science, Research and Sport of the Slovak Republic. In a process of policy making, the Ministry cooperates also with different actors on local and regional levels as well as on the European level. European Union develops its own youth policy in the form of Youth Strategy 2019-2027.Youth policy is, however, only a weak competence of the EU, while every country develops its own policy on the national level. Thereby it is important to focus on the level of influence of the EU through Europeanization on the Slovak youth policy, and on the question, whether there is any Europeanization during policy process at the national level at all. The aim of this work was to analyse the process of agenda-setting and policy formulation during the policy process of youth policy making under the responsibility of the Ministry and to investigate possible influence of Europeanization on this phase of a policy cycle. By using qualitative data analysis and process-tracing method we were able to find some evidence of possible Europeanization in early phases of the policy-process. On the other side, we found limitations of an EU influence on that process mainly as a result of non-binding nature of the open method of coordination.

This chapter examines the European Union’s policy-making process with a comparative perspective. It outlines the stages of the policy-making process (agenda-setting, policy formation, decision-making, implementation, and policy feedback) and considers the prevailing approaches to analysing each of these stages. It also shows how these approaches apply to studying policy-making in the EU. Themes addressed in this chapter include policy-making and the policy cycle, the players in the policy process, executive politics, legislative politics, and judicial politics. The chapter argues that theories rooted in comparative politics and international relations can help elucidate the different phases of the EU’s policy process. It concludes by explaining why policy-making varies across issue areas within the EU.

Public policy is a decision to deal with a particular problem situation, that identifies the objectives, principles, ways, and means to achieve them. The ability and understanding of policy makers in the policy-making process is very important for the realization of public policy of rapid, accurate and adequate. The product to suit the needs of the public policy, public participation in the policy process is needed in the policy cycle, from policy formulation to policy evaluation. This paper attempts to review the importance of community participation and other forms of public participation in the policy process, in particular, policy areas.


Policy-Making in the European Union explores the link between the modes and mechanisms of EU policy-making and its implementation at the national level. From defining the processes, institutions and modes through which policy-making operates, the text moves on to situate individual policies within these modes, detail their content, and analyse how they are implemented, navigating policy in all its complexities. The first part of the text examines processes, institutions, and the theoretical and analytical underpinnings of policy-making, while the second part considers a wide range of policy areas, from economics to the environment, and security to the single market. Throughout the text, theoretical approaches sit side by side with the reality of key events in the EU, including enlargement, the ratification of the Treaty of Lisbon, and the financial crisis and resulting Eurozone crisis, focusing on what determines how policies are made and implemented. This includes major developments such as the establishment of the European Stability Mechanism, the reform of the common agricultural policy, and new initiatives to promote EU energy security. In the final part, the chapters consider trends in EU policy-making and the challenges facing the EU.

This paper develops perspectives which seek to spatialize authoritarian neoliberalism through arguing for greater engagement with the politics of urban cultural policy formation in the neglected context of post-socialist East and Central Europe. Through analyzing the politics of urban cultural policy-making in Gdańsk, Poland, the paper spatializes authoritarian neoliberalism by exploring how relations between the urban and the national, and between the urban and the supranational, shape urban cultural policy, drawing upon literatures on political economy, policy mobilities, cultural policy research, and the concepts of authoritarian neoliberalism and the relational-territorial nexus. Gdańsk is a liberally run city, strongly aligned with the European Union (EU), opposed to the authoritarian neoliberal national level politics in Poland. The paper analyses urban-national tensions and relationships between Gdańsk and the EU to unpack the contested spatial nature of authoritarian neoliberalism.

Improved information systems are a significant resource through which Science and Technology policy making can be considerably enhanced. The complexity of Science and Technology and its diversity raise serious problems as to definitions, quality and quantity of information resources which serve the policy maker, and the organizational and technical methods through which available knowledge is made accessible. The interrelationship of inter-organizational, national and international information systems is discussed in this context. Internationally accepted standards and proce dures should be developed and implemented but it is emphasized that international operations and conventions must have application at the national level if they are to have some permanency and be effective.

This chapter examines the process related to policy-making as well as potential determinants of policy choices. It begins with a discussion of conceptual models of policy-making, namely: the institutional, rational, incremental, group, elite, and process models. It then considers the policy cycle, which models the policy process as a series of political activities, consisting of agenda setting, policy formulation, policy adoption, implementation, and evaluation. It also analyses the role of institutions, frames, and policy styles in policy-making and concludes with an assessment of the most crucial domestic and international factors shaping the design of policies, focusing in particular on theories of policy diffusion, policy transfer, and cross-national policy convergence, along with international sources that affect domestic policy-making.

This study aimed to understand the problems within the Indigenous health policy process in Australia and how weaknesses in the process impact on policy implementation. Using semistructured questions, 23 key stakeholders in the policy-making process were interviewed. Three main themes dominated; a need for increased Indigenous involvement in policy formulation at the senior Australian Government level, increased participation of Indigenous community-controlled health organisations in the policy-making process and, most importantly, ensuring that policies have the necessary resources for their implementation. The emergence of these specific themes demonstrated weaknesses in policy process from the formulation stage onward. Tackling these would, according to our informants, significantly enhance the effectiveness of the policy process and contribute to further improvement of the health of Indigenous Australians.

Despite a healthy number of studies examining the motivations or voting practices of Canadians, little comparative work examines communications activities of electoral agencies. The following article maps out such activities through an assessment of nodality (information-based) policy tools use by four Canadian electoral agencies (Elections Canada, Elections Ontario, Elections BC, Elections Quebec). The paper begins by situating information‐based policy tools within the broader policy tools literature. Subsequently, such tools are then classified with respect to their relationship to policy making activities at the ‘front-end’ (agenda setting and policy formulation) and ‘backend’ (policy implementation and evaluation) of the policy cycle. Upon analysis, a variety of instrument mixes are detected with an overall shift from broad sweeping substantive instruments, such as mass information campaigns towards targeted approaches, to increased partnerships aimed at reaching specific cohorts with historically lower levels of voter participation. Furthermore, instrument mixes are found to vary jurisdictionally with respect to the adoption of newer Internet based tools versus traditional tools. In general, all four cases are found to frequently rely on both procedural and substantive information‐based policy tools related to ‘back-end’ policy-making activities.

Policy networks travel well and help us to understand EU policy-making. The chapter reviews the literature up to 1996 and identifies the main objections to using the concept to study the EU: explanation, level of analysis, institutions, boundaries, and policy. The chapter discusses the limits to policy networks and the conditions under which they work. The factors sustaining EU policy networks include: the national style of policy-making, degree of resource/power dependence, characteristics of the policy area, stage of the policy process, degree of aggregation, and functional representation. The Afterword assesses the record and concludes that policy networks became part of the conceptual vocabulary of studies of EU policy.
