In modern realities, the number of fuel and energy companies managed on corporate principles is increasing every year. Accordingly, we are talking about the transition of state command management of the fuel and energy sector to private, competition-based and corporate governance. The study proposed a system of "balanced key performance indicators procurement", aimed at optimization of performance to meet the principles of the classic system of Kaplan-Norton and focused on the strategic orientation reflects the characteristics of the processes of production and consumption of services of energy companies. It is concluded that in a balanced system, it is necessary to distinguish between indicators that measure the results achieved and indicators that reflect the processes that contribute to the achievement of these results.

The article deals with the problems of structural modernization of the Russian economy in the context of using the potential of the fuel and energy sector. The authors reveal the structural modernization regularities and the role of the fuel and energy sector as the most important component in the development of the country's productive forces. Generating a sustainable economic growth trajectory requires increasing the efficiency of using the potential of the energy sector. It is proved that the low technical and technological level of the extractive and processing industries of the fuel and energy sector, price imbalances, and the devaluation of the ruble do not meet the strategic goals of industrial development and achieving economic security.

The paper estimates the impact of import tariffs on Russia's trade balance. Empirical model analyzes Russian trade by industries and partner countries, taking into account import tariffs on both industrial output and intermediate goods. It is shown that the aggregate impact of import duties on trade balance is negative in all industries outside the fuel and energy sector. Decrease in import tariffs is likely to improve market positions of Russian non-fuel exports, especially in such industries as machine building and metal works, agriculture and forestry, chemistry and light industry.
