The current paper features some results of theoretical and methodical justification of selection process for priority national projects that would ensure the economic security of the Russian Federation and its regions. The role of economic security is reflected in the system of national security of the state, the interrelation between the priority national projects and the system of economic security of the Russian Federation in the context of the challenges and threats formulated in domestic standard acts of strategic character. It is shown that the current strategy of sustainable development of regions is formed and implemented through a prism of priority national projects, but optimum ensuring economic security at the regional level is impossible without a scientifically and methodically reasonable regulation from the state. To provide methodically reasonable selection criteria for priority national projects in certain regions from the perspective of economic security, the author proposes to use the cluster approach, which allows one to define development priorities in the region and the direction of its economic security ensuring. Some theoretical and monographic generalizations have made it possible to correct the region clustering potential assessment technique in the context of economic security. Approbation of the developed technique has shown a possibility of its application to assess the level of priority of national projects at the regional level.

The article deals with the problems of structural modernization of the Russian economy in the context of using the potential of the fuel and energy sector. The authors reveal the structural modernization regularities and the role of the fuel and energy sector as the most important component in the development of the country's productive forces. Generating a sustainable economic growth trajectory requires increasing the efficiency of using the potential of the energy sector. It is proved that the low technical and technological level of the extractive and processing industries of the fuel and energy sector, price imbalances, and the devaluation of the ruble do not meet the strategic goals of industrial development and achieving economic security.

The influence of the globalization process on the world food market as a basic element of ensuring the domestic needs of the national economic system and affecting the level of economic security of individual states is analyzed. It is shown that the effectiveness of the import substitution policy pursued in the Russian Federation is related to the sanctions pressure and the devaluation of the national currency, while increasing the level of food security associated with self-sufficiency in basic food products is accompanied by a drop in the quality of domestic producers' products. Formation of a quality and safety management system for food products is possible within the framework of the creation of regional agro-industrial clusters, the use of which will also make it possible to apply the available technological, human and scientific and production potential more efficiently through more optimal interaction between economic agents.
