The article presents the problem of local socio-economic development. An illustration of theoretical considerations is an empirical study on evaluation of the West Pomeranian Voivodship districts' development since Poland's accession to the European Union. In the research, a taxonomic measure of development was used to assess the level and rate of districts' development. The empirical study was carried out in four main stages: collection of initial characteristics, reduction of the initial set of diagnostic features (to ensure their highest diagnostic value), calculations of synthetic measures using the modified TOPSIS procedure and construction of rankings of districts on that basis, creation of typological groups of districts characterized by a similar level and the pace of development. The study showed the existence of large diversification of economic development of the surveyed districts. The highest level of socio-economic development in both: 2004 and 2017 was characteristic for the Kamieński district and the lowest level of development in 2004 was observed in the Wałecki district and in 2017 in the Gryficki district. The highest pace of changes in the level of socio-economic development between 2004 and 2017 was recorded for the Białogardzki district, while the lowest for the Świdwiński district.

The West’s focus on corruption in Ukraine is largely misplaced. The main impediment to stability and economic growth is the government’s suicidal choice to cut the country off from its main investor – Russia. This article looks at the economic and political costs of pursuing such a policy, and concludes that there is no alternative to Russian investment. Given the political and economic constraint imposed upon the European Union, the West and Russia need to work together to develop a comprehensive economic strategy that can promote Ukraine’s economic development.

Abstract This exhibition is dedicated to the regional problems of rural areas in Bulgaria. The European dimensions of the territorial development of rural areas and their role for the socio-economic development of the population are successively considered. Gradually, the focus shifts to Bulgaria, addressing the main challenges facing rural areas. The territorial problems in front of the settlements, the emerging demographic problems accompanied by internal migrations, are presented. An analysis was made about the problems with employment, the deteriorated social infrastructure, and other problems, which show the real picture of the rural areas in Bulgaria. The overall analysis reveals the needs of rural areas and the state of the population in it. Recommendations are proposed for the implementation of targeted policies for regional rural development.

Abstract Transport is considered a basis for socio-economic development. It is closely connected with the process of movement of products and humans. The main aim of the paper is to investigate the influence of different order normalization methods in the synthetic measure construction implemented in the assessment of the development of European Union member states in the area of logistic, especially transportation system. Moreover, the article attempts to investigate the influence of such methods on linear ordering in multi-criteria taxonomic approach. The source of information in the research is the data drawn from Eurostat, the statistical office of the European Union. The main method in this study is the order synthetic measure constructed with Weber median in different forms due to implemented normalization methods. The main result of the carried out analysis indicated that the development level of three main branches of a transportation system correlates with the socio-economic development of particular member states. Furthermore, the assessment process based on the synthetic measure construction can lead to differences in linear ordering due to the implemented normalization methods. The research on the transport development can bring a better understanding of the socio-economic development of particular areas of the European Union. Hence, the results can be helpful to European policy makers for the allocation of support funds.

The author presents the possibilities of using artificial neural networks in a multidimensional analysis – cluster analysis. The empirical example using districts of the Zachodniopomorskie (West Pomeranian) Voivodeship is the illustration of theoretical considerations. The study used statistical data from many areas related to socio-economic development: demography, labour market, natural environment, recreation, culture, social and technical infrastructure, and the economy. The aim of the study was to divide the voivodeship into disjointed typological groups of districts using Kohonen networks (Self-Organizing Maps). Several networks differing in structure of the output layer were constructed and trained. Selected diagnostic features of socio-economic development of districts were their input values. Using verified Kohonen networks, various sets of groups of the researched objects were created, and confirmed them are a useful tool for identifying clusters of districts similar to each other in terms of the level of socio-economic development.

This paper proposes the use of synthetic variable to examine differences in the standard of living in the EU countries. The synthetic variable allows to replace the whole set of variables into one aggregated variable. This variable is the basis for organizing and grouping countries in terms of standard of living. The subject of empirical analysis are 24 member states of the European Union in 1995-2010. The analysis of synthetic variable reveals that there are significant disparities between countries in the field of overall socio-economic development. The analysis show favorable situation in Ireland and very unfavorable conditions in Romania, Bulgaria and the Baltic countries.

Introduction. In the conditions of the economy cyclicality and the imbalance of financial and economic relations, it is necessary to consider budget planning as one of the most important state regulation tools of the country’s socio-economic development. The issue of financial-budgetary planning is largely used separately from strategic planning issues. In addition, in modern economic science, Ukrainian scholars have not disclosed the question of its combination with the approaches of strategic planning of regional development, which is carried out on the basis of smart specialization. Purpose. To reveal approaches of improving the methodology of financial and budgetary planning by defining approaches of strengthening its interrelation with strategic planning on the basis of smart specialization, which will promote the effective use of the resourses of state regional development fund, increase the level region’ economic and innovative growth. Results. Financial-budgetary planning is a key instrument for managing the country’s financial system, which is closely linked to socio-economic and strategic planning of regional development, in particular. Currently, among the sources of regional development financing there resourses of the state fund of regional development, local budgets, international technical assistance (sectoral support programs, projects funded from the funds of the European Union). In 2019 30.8 bln UAH will be allocated for regional development (for comparison, in 2018 – UAH 25.4 billion). The largest amount of budget funds of the state fund of regional development in 2015–2018 was directed to financing projects in the field of education – 1066 million UAH, road infrastructure – 812.5 million UAH, physical culture – 284.4 million UAH, social protection – 100, 1 mln. UAH. At the same time, projects dedicated to the development of the economy, creation of new industries, development and implementation of innovations are remained unfulfilled. Today, in the European Union, the condition for obtaining funds for financing regional development is the availability of smart specialization strategy. Partnership, dialogue between business, science, public and government is a key condition for smart specialization. Conclusions. Financial and budgetary planning should be regarded as an instrument of state regulation of socio-economic development, which is represented by a set of organizational, methodological measures for determining the volumes, sources and directions of using budget funds in accordance with the results of strategic planning of regional development on the basis of smart specialization in order to ensure sustainable, innovative, economic development of regions.
