Various studies on the use of e-money have been conducted and most of them use the positivism approach, so that it is rarely found in the form of an exploration approach especially with regard to toll roads. The purpose of this study is to explore, describe and analyze people's perceptions in using e-money on the toll road in Makassar City. This study uses a semi-structured interview method in the process of collecting data in the analysis unit. The population of this study consists of three categories: toll road users and e-money users, e-money experts, and toll service providers with 10 participants to be interviewed. Data analysis method used is thematic analysis with the help of cross-case analysis. Based on the results of open coding, it can be concluded that e-money is one form of easy transactions and the use of e-money that is safe, efficient payment and saves time, e-money risk levels are lower. Meanwhile, the way to overcome the problem of using e-money on toll roads is to print and save transaction receipts, maintain e-money cards, make compensation, prepare officers, socialize, and register with vendors.

The construction of the road network is carried out to support the growth and acceleration of the economic process and the development of the tourism industry. It is also projected to improve the socio-economic conditions of the community. In the last few years, the Central Java Government has built toll roads to connect several cities in Central Java in one fast lane. However, it was not followed by the construction of supporting facilities such as rest area that serves a place to rest for motorists when they experience fatigue during long trips. The existence of the place is still limited, and it was not evenly distributed along the toll road, causing long queues at the entrance of some rest area when the volume of the vehicles is overflow. Based on these problems, the purpose of this research is to study and develop the requirement of rest area that can meet the needs of motorists traveling through the toll roads in Central Java. To achieve these objectives, this research used a qualitative descriptive method to describe and explain the problems in the field, and further analyze them to get a comprehensive result. The result of this research is presented in the form of published research reports and scientific articles. It is expected to provide benefits to the relevant scientific field, especially those related to architecture in developing rest areas that suit the needs of road users.

Services performed by service providers must be maximized, so that customers get satisfaction in receiving services. The thing that affects service maximally is the limited available resources, so more research is needed about the queuing system that has gone so far. Binjai City already has a toll road and has been operating since 2018, so far the use of toll roads is still running smoothly, but it should be noted whether this toll road has been operating optimally or not optimally. Toll roads are an important part of the transportation system, toll roads not only function as a good choice to avoid traffic congestion, but also affect all traffic conditions for the metropolitan area. Congestion is currently not a priority issue on the Binjai-Medan toll road. From the results of the research conducted, information is obtained that the number of toll gates is still appropriate, namely 3 Substations, Probability of busy Substation = <1 means that for now the Toll Gate will not be long queues at the time of normal everyday conditions, and further analysis is needed in the following years, so that the possibility of a Toll Station can always be maximized.

Abstrak  Keselamatan dalam menggunakan fasilitas jalan raya sangat diutamakan. Hal ini terkait dengan kejadian kecelakaan lalu lintas. Pengguna jalan raya diharapkandapat me-ngendalikan diri selama mengemudi, sikap ini tidak hanya dilakukan saat mengemudi di jalan raya saja namun juga ketika menggunakan fasilitas jalan tol. Jalan tol dibuat untuk memudahkan akses bertransportasi dengan aman dan nyaman, namun di jalan tol ada beberapa atusan yang harus ditaati untuk menghindari dari bahaya kecelakaan di jalan tol. Kontrol diri dapat dilakukan saat mengemudi di jalan tol dikarenakan dengan mengkontrol diri maka pengemudi dapat melindungi dirinya sendiri maupun orang lain.  Kata Kunci: Pengendara, Jalan Tol, Kecelakaan   Abstract  Safety in using roadfacilities is a priority. This is related to traffic accidents. Road users are expected to be able to control themselves while driving, this attitude is not only done when driving on the highway but also when using toll road facilities. Toll roads are made to facilitate access to transportation safely and comfortably, however on toll roads there are several regulations that must be obeyed to avoid the danger of accidents on toll roads. Roads are one of the most important transportation infrastructures in people's lives and have an important role in the efforts to develop the life of the nation and state, especially the construction of toll roads that are safe and comfortable for journeys. But along with the development of the era, resulting in many problems that occur related to toll road safety, so the question arises: How is legal protection for consumers of toll road users in the right to safety on the highway? And How the Responsibilities of Business Actors PT. Jasa Marga regarding violations of consumer safety of toll road users in terms of Government Regulation Number 15 of 2005 concerning toll roads? As normative legal protection road users a toll had been arranged in several regulations which includes government regulation number 15 of 2005 and completed explicitly by law number 8 of 1999 on consumer protection. But what envisaged in the regulation in protecting and responsibility of have been given by PT. Jasa Marga not fully been implemented especially consumers road users toll in the soles safety on the highway

Abstract Medan-Kualanamu-Tebing Tinggi Toll Road is a series of toll roads that connect Medan City, Kuala Namu Airport, and Tebing Tinggi City. In this study, an analysis of the ability to pay and the willingness to pay of toll road users and financial analysis were performed to determine the feasibility of this toll road project. The analysis shows that the ability to pay and the willingness to pay of the toll road users reach the same value for a tariff of Rp600.00 per km. By using the current tariff, which is Rp1,000.00 per km, the project's capital return is estimated to occur in 2027. Meanwhile, if a tariff of Rp600.00 per km is applied, the toll road project is still financially viable, with a return on capital expected to occur in 2019. Keywords: toll road, toll tariff, ability to pay, willingness to pay, financial analysis  Abstrak Jalan Tol Medan-Kualanamu-Tebing Tinggi adalah rangkaian jalan tol yang menghubungkan Kota Medan, Bandar Udara Kuala Namu, dan Kota Tebing Tinggi. Pada studi ini dilakukan analisis kemampuan membayar dan kerelaan membayar pengguna jalan tol tersebut serta analisis finansial untuk menentukan kelayakan proyek jalan tol ini. Hasil analisis menunjukkan bahwa kemampuan membayar dan kerelaan membayar pengguna jalan tol mencapai nilai yang sama untuk tarif sebesar Rp600,00 per km. Dengan menggunakan tarif yang berlaku saat ini, yaitu Rp1.000,00 per km, pengembalian modal proyek ini diperkirakan terjadi pada tahun 2027. Sementara itu, bila digunakan tarif sebesar Rp600,00 per km, proyek jalan tol ini masih layak secara finansial, dengan pengembalian modal diperkirakan terjadi pada tahun 2019. Kata-kata kunci: jalan tol, tarif tol, kemampuan membayar, kerelaan membayar, analisis finansial

Context and leadership actions are closely related, and international research still contains little knowledge about which contextual conditions lead to which type of leadership action. In this study, school administrators’ leadership was evaluated through multiple perspectives. The experiences of teachers, vice principals, supervisors, and school principals were examined by means of external, internal, and self-evaluations. We collected data from 25 participants using a semi-structured interview method and examined it with open coding, axial coding, and selective coding. As a result of the study, the contextual factors formed by national and local factors as obstacles and facilitators of school principals’ leadership were revealed. We discussed the leadership actions regarding the theoretical, operational, and functional dimensions of school leadership.

The long-term leasing of toll roads, a type of public–private partnership (PPP), has been attracting the attention of state governments since the two landmark cases of the Chicago Skyway in Illinois and the Indiana Toll Road in 2005 and 2006, respectively. To assist public agencies in making appropriate decisions to enter PPP agreements that are in the best interest of taxpayers, this paper presents a general framework for evaluating the long-term leasing of toll roads and investigates the two main criteria in the decision-making process: economic efficiency of privatization and the protection of public interest. The economic efficiency of PPPs is also analyzed with an uncertainty-based net present value method, which is demonstrated with a case study of the lease of the Indiana Toll Road. The analysis with Monte Carlo simulation demonstrates that over the analysis period, a public agency is not likely to gain as much benefit from the up-front payment lease amount as from that of continued in-house management of the toll road. The following analyses are conducted: a sensitivity analysis of revenue and cost factors and a break-even analysis to examine and establish the conditions under which the public agency could obtain as much benefit from continued in-house management of the toll road as the agency received from the privatization of the toll road. Finally, the actions taken by Indiana officials to protect the interest of its citizens and toll road users are discussed.

A methodology for determining the tariffs that should be charged for different types of vehicles driven on new toll roads in Mexico is presented. The methodology is based on two criteria: maximize the income of the toll collector (whether this collector is a government agency or a private concessionaire) and minimize national transport costs. The first criterion requires the development of binary logit models for predicting the traffic demand fraction choosing the toll alternative. The second criterion requires the minimization of road users' transport cost, which is composed of vehicle operating costs plus the tariff charged. This tariff should include road deterioration costs, construction and financial costs, the administrative costs of operating the toll road, taxes, and other expenditures. Principles for computing reference tariffs are recommended along with ways to use these tariffs to analyze the economic feasibility of toll highways.

Electronic payment is increasing inexorably as a means of paying for the use of toll roads worldwide. However, it is necessary to increase the effectiveness and expediency of this mechanism, as well as improve policy issues such as privacy or data management. The state of the art in this field typically analyzes users’ perceptions and willingness to pay to use toll roads. However, research addressing drivers’ attitudes toward the use of electronic toll collection (ETC) systems is not sufficiently developed. The aim of this paper is to identify the explanatory variables influencing toll road users’ use of ETC technologies. For that purpose, based on a nationwide survey directed toward road users of interurban toll roads in Spain, a binomial logit model was developed to explore users’ attitudes toward the use of ETC systems. The research concludes that drivers’ tag ownership is related mainly to trip-related attributes, while personal socioeconomic characteristics play a minor role. In addition, free tags would be an effective policy measure to increase toll road use, given that a majority of respondents show a positive response.

<p><em>As one of the busiest toll roads in Indonesia, Jagorawi is exposed to various operational risks.  The purposes of this research are to analyze operational risks of Jagorawi toll road and to determine the effectiverisk reduction strategies. Cause and effect diagrams are employed to identify and classify these  risks. Then risk priorities are quantified by applying Failure Mode Effect Analysis (FMEA). Finally, in order to determine prioritized strategies, Analytical Hierarchy Process is applied. The results indicate that the main risk is the traffic risk. The most prioritized risk reduction strategies are educating both the toll road users and surrounding inhabitants. This is then needs to be followed by developing the instrastructure, investing human resource quality, automating gate, and improving the service and safety.</em></p><em>Keywords : AHP, FMEA, cause-effect, operational risk, toll road</em>
