Gadjah Mada Road is one of the main roads in the Jember and is an urban road that has high activity. Therefore, it has a history of traffic accidents. The purpose of this study was to determine the characteristics of accidents at the KFC-Sentot Prawirodirdjo intersection and Sentot Prawirodirdjo-Argopuro intersection, to determine the EAN (Equivalent Accident Number) value, and the accident rate. Accident characteristics were analyzed based on the number of accidents obtained from the Integrated Road Safety Management System (IRSMS) on weekdays and weekends, EAN value was calculated to estimate the accident weight, and accident rate to determine the level of accident vulnerability. From the analysis, the results obtained from 2017-2018 in the KFC-Sentot Prawirodirdjo intersection have 87 accidents and the Sentot Prawirodirdjo-Argopuro intersection in 2014-2018 there were 228 accidents. Most of the accident victims at the KFC-Simpang Sentot Prawirodirdjo intersection were minor injuries and material losses. Vehicles that often involved in accidents were motorcycles. The time of the accident that often occurs was the night (17.01-21.00). The dominant type of accident is a crash when overtaking from the right. Furthermore, for the Sentot Prawirodirdjo-Argopuro intersection, most accident victims were minor injuries and material losses. The vehicle that is often involved is a motorcycle. The time of the most dominant accident is morning (05.01-09.00), and the type of accident that dominates is crash when overtaking from the right.

El presente trabajo emerge en el marco del Decenio para la Seguridad Vial (DSV) 2011-2020 propuesto por la Organización de las Naciones Unidas (WHO, 2011). México fue uno de los países que se adhirió al programa, debido al alto número de siniestros de tránsito registrados anualmente. En el DSV se propone un plan de acciones para reducir el índice de accidentes viales en el mundo, las cuales están integradas en cuatro grupos (pilares) a saber, pilar uno “Gestión de la seguridad vial”, pilar dos “Vías de tránsito y movilidad más segura, pilar tres “Vehículos más seguros”, pilar cuatro “Usuarios de vías de tránsito más seguras” y pilar cinco “Respuestas tras los accidentes”. La investigación que aquí se ofrece, obedece al pilar dos, y de manera específica, al apartado de proyectos de investigación que permitan evaluar posibles mejoras en materia de seguridad dirigida a los usuarios más vulnerables en las vialidades. En este contexto, la indagación busca identificar desde un enfoque semiótico las causas que pueden ocasionar un accidente de tránsito en un crucero vial, en el que se observe una relación directa entre los dispositivos para el control de tránsito (señales) y los peatones. Con el fin de interpretar, comprender y explicar dicho fenómeno, para con ello proponer soluciones que mitiguen la problemática.   This work arises from the Decade for Road Safety (DSV) 2011-2020 proposed by the United Nations (WHO: 2011). Mexico was one of the countries where this program was introduced, because of the high number of traffic accidents recorded annually. The DOV proposes a plan of actions to reduce the global road accident rate, which are integrated into four groups (pillars), pillar one "Road safety management", pillar two "Safer roads and mobility", pillar three "Safer vehicles", pillar four "Safer road users" and pillar five "Post-crash responses". Thus, the research offered here, refers to pillar two, and more specifically, to the section on research projects in order to evaluate possible improvements in the area of safety for the most vulnerable road users. In this context, the research seeks to identify from a semiotic approach the causes that can lead to a traffic accident at a crossroads, in which a direct relationship between traffic control devices (signs) and pedestrians can be observed. In order to interpret, understand and explain this phenomenon and propose solutions to mitigate the problem.

The need for improving urban road safety, livability, and sustainability is evident. Quantitative estimates and qualitative methods/strategies can be used by road safety practitioners to design safety interventions. This study proposes a flexible integrated design framework for safety interventions on existing urban road segments and intersections that integrates quantitative and qualitative methods. The proposed design framework is divided into four stages of the safety management process: End of Network Screening, Diagnosis, Selection of Countermeasures, and Economic Assessment. Pilot applications of the proposed method were performed on existing roads of the urban road network of the Municipality of Bari, Italy. Results from the application were useful to highlight some possible problems in the different stages of the design process. In particular, the discussed problems include a lack of crash and traffic data, difficulties with defining the road functional classifications, including rural-to-urban transitions, a lack of local inspection procedures, the recurrent problems from diagnosis, difficulties regarding the safety assessment of cycling infrastructures and sight distances, the criteria for grouping countermeasures into sets, and the choice of appropriate predictive methods. In response, appropriate solutions to the highlighted problems were presented. The usefulness of the proposed method for both practitioners and researchers was shown.

AbstractThe article is devoted to an analysis of accidents involving pedestrians in traffic. An analysis of the statistical data of accidents involving pedestrians in the Republic of Belarus has been made. The main patterns and trends of accidents involving pedestrians are identified. A detailed analysis of the accident rate at pedestrian crossings and intersections was carried out, which made it possible to establish the most dangerous types of collisions during the interaction of transport and pedestrian flows. Experimental studies of collision situations were also carried out, which made it possible to establish the dependence of the violation rate on the composition of the right-handed traffic flow, on the type of traffic signal that regulates traffic on the right, as well as on the size of groups of pedestrians in front of cars.

Traffic accidents are the main indicator of road safety levels. There were 2,225 traffic accidents throughout 2019 in Lampung Province with 724 deaths, 1240 seriously injured, and 2015 minor injuries. The research was conducted to the identification of the black site and black spot in Lampung Province. The method used in this research is the EAN, Z-score, Frequency of accidents method calculates accident-prone areas to get the value of the accident location (Black Site) and the Cumulative Summary method to identify the black spot. The results showed from 93 roads, there is 1 road which is the highest black link of each road status. The accident-prone area (black site) is Jalan Lintas Tengah Sumatra and accident-prone points (black spot) at KM 18-26 are influenced by land use, road geometric, and traffic signs.

Study of the tasks and functions of police in the sphere of traffic safety is dedicated to many scientific researches due to the fact that the significance of the topic has not lost its relevance, the evidence of the disappointing official statistics about the dead and received various degrees of injury severity in traffic accidents and also due to the fact that the quantity of transport in Russia is constantly increasing, and the problems of transport security are not solved. At the same time, research related to the implementation by the police of the functions of providing public services in this area is of particular importance, because despite the fact that this area of police activity is not the main one, and is not provided with state-power enforcement, it nevertheless plays a significant role in ensuring public safety in the field of traffic. Indirectly, the police, through the function of providing public services, by issuing permits for the transport of dangerous goods, issuing permits for the right to drive, etc., minimizes and reduces the threat of harm to life and health, property, and citizens involved in road traffic. In the article, the author sets a task to investigate the legislation that establishes liability for violation of the procedure for providing public services in the field of road safety, to suggest ways to improve it. The author defines public services in the field of road safety and defines their essence. The author analyzes Federal and departmental legislation, identifies the features of bringing to justice police officers for improper provision of public services. The article draws conclusions about the existence of certain shortcomings in the legislation in this area and suggests ways to eliminate them.

Vehicle to pedestrian/bicycle accidents account for a large proportion of traffic accidents in China. In order to study the characteristics of vehicle to pedestrian/bicycle conflicts, 50 taxis are chosen as the test vehicles. A field-test was conducted using video driver recorder in Beijing for one year. A large amount of traffic conflict and accident data was collected in real driving environment. Considering the factors including conflict type, conflict time, conflict location, traffic control and conflict speed etc., the traffic conflict characteristics of vehicle to pedestrian/bicycle were analyzed. The results might contribute to the road safety management, road design and accident prevention technology.

The article deals with the issue of road safety. The aim is to analyze the accident rate on the roads of rkutsk region and assess the risk of road traffic accidents (RTA). The research is based on statistical data. A comparative analysis of the risks of road accidents and the risks of death of road users is carried out. The risk of death in accidents is higher in Slyudyanka district than in Irkutsk region, which is due to the complex route and mountainous areas. The damage caused by road traffic accidents is increasing every year.

Hefei is the largest city in Anhui Province, and its traffic volume is increasing day by day, and traffic accidents will follow. Therefore, aiming at the traffic road safety problems in Hefei, this paper investigates and analyzes the causes of road traffic accidents in Hefei by visiting questionnaires and collecting data, and concludes that drivers’ driving behavior is an important factor leading to traffic accidents, such as driving and calling, changing lanes and overtaking in a hurry, etc. With the increase of traffic demand, it is necessary for relevant departments to make corresponding measures to reduce the traffic accident rate through investigation and analysis, so as to improve the safety ability of road traffic and further ensure the safety of citizens’ lives and property.

Traffic accidents are a serious problem in every society. Traffic safety is a science that analyzes road accidents with material damage, lightly injured, severely injured and killed persons. This paper proposes that road safety investment can be optimised by the development of a road safety management model. Road safety strategies typically include a basket of engineering, enforcement and education/training measures but there does not appear to be any management model which permits the optimisation of road safety investment. The proposed model utilises linear programming to predict changes in road safety resulting from safety interventions. It is mainly based on research in the areas of engineering and enforcement since there is little published research on the correlation between education and accident reduction. The model output provides the accident reduction and associated costs resulting from feasible road safety strategies. This should benefit policy makers when allocating resources. This example will be good experience for Traffic safety management system in the Republic of Macedonia.

The basic approaches for identifying dangerous road sections for prioritizing road safety measures are outlined. The effectiveness of the result depends on how well the areas where the road safety measures need to be implemented are identified. Suggestions for identifying dangerous places on the roads according to the statistics of traffic accidents using the methods of probability theory are given. On the basis of the analysis of statistics on roads with different number of adventures, limit values of the admissible number of adventures on sections of roads of different length are established. It is proved that it is necessary to create a comprehensive approach to solving a complex problem – improving road safety. Оne of the important approaches for the definition of dangerous road sections according to the data of road accidents, which is proposed by the authors, is the method of detection of sections (places) of concentration of road accidents (black spots). The purpose of this article is to: introduce an approach in road safety management to reduce the number of road accidents and the severity of their consequences on Ukraine’s highways by first implementing measures to improve road conditions and improve road organization. The effectiveness of the result in reducing the number of traffic accidents depends on the areas so clearly identified that, in the first place, it is necessary to implement measures to improve road safety. That is why this approach was introduced in traffic safety management. The purposeful financing of measures, aimed primarily at eliminating such sites, will help to reduce the number of road accidents and the severity of their consequences.
