El presente trabajo emerge en el marco del Decenio para la Seguridad Vial (DSV) 2011-2020 propuesto por la Organización de las Naciones Unidas (WHO, 2011). México fue uno de los países que se adhirió al programa, debido al alto número de siniestros de tránsito registrados anualmente. En el DSV se propone un plan de acciones para reducir el índice de accidentes viales en el mundo, las cuales están integradas en cuatro grupos (pilares) a saber, pilar uno “Gestión de la seguridad vial”, pilar dos “Vías de tránsito y movilidad más segura, pilar tres “Vehículos más seguros”, pilar cuatro “Usuarios de vías de tránsito más seguras” y pilar cinco “Respuestas tras los accidentes”. La investigación que aquí se ofrece, obedece al pilar dos, y de manera específica, al apartado de proyectos de investigación que permitan evaluar posibles mejoras en materia de seguridad dirigida a los usuarios más vulnerables en las vialidades. En este contexto, la indagación busca identificar desde un enfoque semiótico las causas que pueden ocasionar un accidente de tránsito en un crucero vial, en el que se observe una relación directa entre los dispositivos para el control de tránsito (señales) y los peatones. Con el fin de interpretar, comprender y explicar dicho fenómeno, para con ello proponer soluciones que mitiguen la problemática.   This work arises from the Decade for Road Safety (DSV) 2011-2020 proposed by the United Nations (WHO: 2011). Mexico was one of the countries where this program was introduced, because of the high number of traffic accidents recorded annually. The DOV proposes a plan of actions to reduce the global road accident rate, which are integrated into four groups (pillars), pillar one "Road safety management", pillar two "Safer roads and mobility", pillar three "Safer vehicles", pillar four "Safer road users" and pillar five "Post-crash responses". Thus, the research offered here, refers to pillar two, and more specifically, to the section on research projects in order to evaluate possible improvements in the area of safety for the most vulnerable road users. In this context, the research seeks to identify from a semiotic approach the causes that can lead to a traffic accident at a crossroads, in which a direct relationship between traffic control devices (signs) and pedestrians can be observed. In order to interpret, understand and explain this phenomenon and propose solutions to mitigate the problem.

In the last ten years, there has been a stabilization of traffic fatalities on the roads of the world. At the same time, the death toll of persons in the armor of vehicles was reduced, and the death toll of persons outside the armor of vehicles-vulnerable road users continued to grow. The most endangered are motorcyclists, then pedestrians and finally cyclists, both in developed countries of the European Union and in underdeveloped and developing countries. Lagging behind in reducing the fatalities of vulnerable road users requires innovation in research and the creation and implementation of new road safety management policies. In this aspect, inclusive road infrastructure safety management in the settlement can be a paradigm for the introduction and implementation of protection of vulnerable road users, persons with reduced mobility and persons with disabilities, through procedures to control road safety in the settlement, at all stages of the road life cycle: planning, design, construction and exploitation. The content of inclusive road infrastructure safety management in the settlement should include all areas of activity and all elements of the roads of the settlement, the improvement of which can raise the level of traffic safety of all users, so that the roads of the settlement are equally safe for all road users. At the same time, the risk of fatal traffic accidents on the roads of the settlement is indirectly exponentially related to the scope of the content of inclusive road infrastructure safety management in the settlement.

Vehicle to pedestrian/bicycle accidents account for a large proportion of traffic accidents in China. In order to study the characteristics of vehicle to pedestrian/bicycle conflicts, 50 taxis are chosen as the test vehicles. A field-test was conducted using video driver recorder in Beijing for one year. A large amount of traffic conflict and accident data was collected in real driving environment. Considering the factors including conflict type, conflict time, conflict location, traffic control and conflict speed etc., the traffic conflict characteristics of vehicle to pedestrian/bicycle were analyzed. The results might contribute to the road safety management, road design and accident prevention technology.

The article deals with the issue of road safety. The aim is to analyze the accident rate on the roads of rkutsk region and assess the risk of road traffic accidents (RTA). The research is based on statistical data. A comparative analysis of the risks of road accidents and the risks of death of road users is carried out. The risk of death in accidents is higher in Slyudyanka district than in Irkutsk region, which is due to the complex route and mountainous areas. The damage caused by road traffic accidents is increasing every year.

The basic approaches for identifying dangerous road sections for prioritizing road safety measures are outlined. The effectiveness of the result depends on how well the areas where the road safety measures need to be implemented are identified. Suggestions for identifying dangerous places on the roads according to the statistics of traffic accidents using the methods of probability theory are given. On the basis of the analysis of statistics on roads with different number of adventures, limit values of the admissible number of adventures on sections of roads of different length are established. It is proved that it is necessary to create a comprehensive approach to solving a complex problem – improving road safety. Оne of the important approaches for the definition of dangerous road sections according to the data of road accidents, which is proposed by the authors, is the method of detection of sections (places) of concentration of road accidents (black spots). The purpose of this article is to: introduce an approach in road safety management to reduce the number of road accidents and the severity of their consequences on Ukraine’s highways by first implementing measures to improve road conditions and improve road organization. The effectiveness of the result in reducing the number of traffic accidents depends on the areas so clearly identified that, in the first place, it is necessary to implement measures to improve road safety. That is why this approach was introduced in traffic safety management. The purposeful financing of measures, aimed primarily at eliminating such sites, will help to reduce the number of road accidents and the severity of their consequences. Gadjah Mada Road is one of the main roads in the Jember and is an urban road that has high activity. Therefore, it has a history of traffic accidents. The purpose of this study was to determine the characteristics of accidents at the KFC-Sentot Prawirodirdjo intersection and Sentot Prawirodirdjo-Argopuro intersection, to determine the EAN (Equivalent Accident Number) value, and the accident rate. Accident characteristics were analyzed based on the number of accidents obtained from the Integrated Road Safety Management System (IRSMS) on weekdays and weekends, EAN value was calculated to estimate the accident weight, and accident rate to determine the level of accident vulnerability. From the analysis, the results obtained from 2017-2018 in the KFC-Sentot Prawirodirdjo intersection have 87 accidents and the Sentot Prawirodirdjo-Argopuro intersection in 2014-2018 there were 228 accidents. Most of the accident victims at the KFC-Simpang Sentot Prawirodirdjo intersection were minor injuries and material losses. Vehicles that often involved in accidents were motorcycles. The time of the accident that often occurs was the night (17.01-21.00). The dominant type of accident is a crash when overtaking from the right. Furthermore, for the Sentot Prawirodirdjo-Argopuro intersection, most accident victims were minor injuries and material losses. The vehicle that is often involved is a motorcycle. The time of the most dominant accident is morning (05.01-09.00), and the type of accident that dominates is crash when overtaking from the right.

Abstract According to the analysis by the National Police Headquarters, roughly 40% of all road accident victims in Poland are vulnerable road users (VRU), i.e. pedestrians and cyclists. Their protection has become one of the priorities for action regarding road safety. For this purpose, various activities are carried out aimed not only at human behaviour or the development of modern and safe road infrastructures but also at the development of modern vehicles, including advanced driver assistance systems (ADAS). In order to identify the limitations of the currently available driver assistance systems, designed to respond to VRU, research was carried out under the project name, “PEDICRASH: Safety aspects of VRU in CAD automated vehicles.” The project was aimed at increasing users’ awareness (both pedestrians and drivers) of the limitations of ADAS by analysing barriers and indicating recommendations allowing for more effective protection of pedestrians and cyclists due to the identified operating limitations of these systems. The research focused on the autonomous emergency braking (AEB) system and its potential impact on the level of road safety, with particular emphasis on VRU.

The safety of road users is one of the most important elements of the functioning of every society. The data published by the European Commission shows that on roads in the EU in 2017 was 25.3 thousand deaths occuried in road accidents. To reduce the number of road accident victims, threats in this area should be identified and appropriate solutions implemented. The article presents factors in traffic accidents, elements of human mentality which have a significant impact on driving a vehicle, factors influencing a driver’s action in traffic and correlation of the system of safety management including the procedure of risk management. The article presents partial results of international scientific research carried out in Poland, Czech Republic and Slovak Republic. In the survey participated respondents from ten cities. Opinions were obtained from 642 people on the subject of individual personality factors determine the behaviour of vehicle drivers. Furthermore were presented respondents´ answers regarding legal changes relating to the proposal penalties for drivers participating in road traffic under the influence of alcohol and drugs. The article has been prepared within the frames of realizing a research project called „Simulator supporting police officers’ training in the implementation of activities during a road accident” no. DOB-BIO9/06/01/2018, which has received funding from the Polish National Centre for Research and Development.

RSE (Road Safety Education) is well recognized as a reliable predictor of future safety and health outcomes. However, most countries have been slow to develop it, which has contributed to the sensitivity of the situation, as traffic accidents continue to be a major concern for community health. This paper aims to describe and compare key variables related to the RSE among three critical segments of the population, using the data provided by: 477 high school students, 843 university students and 476 older adults. Differential coverage rates were found. Perceived quality, aroused interest and attributed utility for RSE interventions were also compared among groups, finding substantial differences among them in terms of these three aspects of the intervention. Although coverage of RSE-related programs has grown considerably during the last years, substantial difficulties are still evident.
