This article shows the process of design, development, and implementation of a platform created to form an environment for identification and timely characterization of knowledge, skills, and profiles of new students, through the treatment of data and information technologies, during the process of institutional admission exams in higher education. For its construction, work has been done through a methodology based on best software engineering practices, developing various modules that integrated achieve the functionality required to function as information management and analysis platform. The antecedents found allowed to determine that before the approach of this platform, there was only generalized software, adaptable with some difficulties, destined to the application of exams, distant from the raised vision of a platform for data exploration. This work aims to provide the host institution and all public and / or private higher education institutions with a tool that allows them to have bases for timely decision making and the taking of relevant actions that contribute to the proper training of professionals from its initial stages, through an early identification of skills and profiles of its applicants.

The aim of the article is to examine the main causes of the crisis in private higher education in Brazil since 2015, characterized by the mass dismissals of teachers, the reduction of salaries of those who remain in private higher education institutions, the overcrowding of classrooms and the greater adhesion of students to distance education in the light of the high costs of classroom-based courses. In addition, one of the objectives is also to offer recommendations for overcoming this situation. The research follows the methodological steps of Sécca & Souza (2009) for the analysis of private higher education in Brazil. The bibliographic research consisted of reading, selecting and organizing topics on the general causes of the crisis of the private higher education sector in Brazil since 2016. The next step was the research of information on specific private higher education institutions in Brazil, divided per region: Southeast, South, Midwest and North / Northeast. The central argument points out that the crisis is closely related to the financial crisis in the country, motivated by the adverse international economic situation and the political chaos caused by allegations of corruption and misappropriation of funds by politicians and businessmen. This forced the Brazilian government to reduce and limit access to student financing contracts drastically from 2015 on, and most students from low-income classes were excluded from entering higher education or had to stop studying. Besides, in the light of a higher number of unemployed people and lower salaries, students were less able to afford the tuition fees of a higher education course at a private institution. To overcome difficulties and attract new students, private higher education institutions can rely on multiple strategies, such as scholarships, alternative financing, discounts for those who pay the current monthly fees and the creation of academic endowments.

Higher education institutions are competing for excellence, and in this process, they are utilizing information technologies to gather relevant information for achieving academic excellence. The institutes are putting greater emphasis on meeting students' academic needs, enhancing the quality of service provided to students, providing better placements, course excellence, etc. The use of modern information technologies helps in storing huge data but requires the use of data mining technologies to extract useful information and knowledge from this data. Some of the knowledge achievable for higher education institutes through implementing several data mining techniques (classification, association learning, clustering, etc.) is the correlation between specialization and the chosen employment path, determining the subjects, courses, labs with high degree of difficulty, interesting subjects, courses, labs, facilities that might attract new students, etc. This chapter explores efficient clustering algorithms in educational data mining.

Sugarcane used for the production of “panela” (unrefined cane sugar) is a crop of great importance for Colombia’s rural economy. Additionally, it serves a fundamental role in the food security and sovereignty of the Colombian population and daily consumption. However, the small production system presents problems of sustainability, as a direct consequence of its technological arrears and loss of interest in this crop. In this study, a characterization of 30 small productive units located in three municipalities in Antioquia was performed with the objective of identifying the problems associated with this production system and stablish the causes associated with loss of area dedicated to this crop in the study area. The results demonstrate that in the region of study, this production system and its associated agro-industry have problems associated with low technological level, poor infrastructure, deficient agro-industry processing and low levels of associativity and marketing. This situation has generated a low economic solvency for the farmers, leading many to abandon this activity and migrate towards other economic sectors. The findings of this study indicate the need to reengineer this production system, for which they could make technological adaptations that improve productivity and product quality and generate added value. On the other hand, must the rural countryside attractive to avoid the loss of labor and make young people become interested in this economic activity. As strategies to improve productivity, we suggest the effective use of information technologies, improve rural living conditions, increase associativity and value added, involve the consumer in the production chain and design development policies for the entire chain of value.

Work-Life Balance (WLB) is an important factor that the Human Resource Management of private higher education Institution (PHEI) should concern about in order to gain high Job Performance in theinstitution. If there are WLB practices implemented by the university, the Human Resource Department (HRD) must always get feedback from the employees to continuously improve the WLB policy. This will benefit not just the employees but the most important to the PHEI by having a good productivities and high job performance employees. The result shows that most of the employees in the university have good social support from their colleagues at work place, friends and their families. This support have given them inspiration and motivation in doing their job properly and finally they might achieved high job performance. Eventhough the result were positive about the social support the employees receives, the top management including the HRD need to revise their policy of WLBespecially other factors that can influenced the employees to optimized their efforts in doing their job.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The quality and content are constantly increasing their relevance in the conditions of modern education. If quality can be understood as means and educational materials which are used in the process, the content is a sign of the diversity of these materials and a factor which takes into account the age, abilities and chances of learners. Taking into account these two important factors, the theoretical and practical bases of combining modern information technologies in improving the quality and content of the system of blended learning at philological higher education institutions of specialized in teaching English are described in detail. In addition, the paths and stages of creating a specific system that runs continuously, combining the effective and reasonable functions of social networking services (SNS) and messengers in consolidating the quality and content indicators of blended learning, are gradually illustrated. Besides that, by combining online educational materials with traditional place-based classroom methods at philological higher education institutions which are specialized in teaching English based on the approach of blended learning, the system of fostering students’ linguistic skills, such as reading, writing, listening, and speaking can be optimized and modernized according to the results of this research in the article.
