The paper presents the methods to improve safety and quality of life of people living in the neighborhood of roads and the situation of road users by means of traffic calming. The focus is kept on positive impact of traffic calming measures on acoustic climate in the surrounding of roads. The paper also contains the characteristics of selected impacts of road traffic on the environment together with a general outline of traffic calming as an instrument to mitigate the negative influence. Various possibilities to frame the acoustic climate and reduce transport-related inconvenience by means of different traffic calming methods are present as well. Then a case study (regional road No 824 in Puławy) is used to assess the effectiveness of specific solutions of comprehensive traffic calming with regard to speed reduction and abatement of noise emissions. Analyses are based on measurements’ results (traffic volumes, driving speeds and noise levels) and on acoustic calculations performed by the authors as part of their own study (internal research & development program of EKKOM). On the basis of measurements’ results and calculations the paper also addresses the problem of lack of correction factors related to traffic calming in the calculation model and the one of errors in noise modeling while preparing the case study.

In recent years, in which a considerable increase in the road traffic volumes has been witnessed, traffic calming has become one the key issues in the area of road engineering. This concerns, in particular, trunk roads passing through small villages with a population of up to 500 and the road section length within the village limits of ca. 1400–1700 m. A successful traffic calming scheme must involve primarily effective reduction in inbound traffic speed. A review of the data from various countries revealed that chicanes installed in the transition zones may have a determining effect on the success of the traffic calming project. The effectiveness of such chicanes depends mainly on the type of chicane, its location on the carriageway, its shape and the size of the lateral deflection imposed by the chicane on the inbound lane. The purpose of this study was to identify the speed reduction determinants in traffic calming schemes in village transition zones, based on a central island horizontally deflecting one lane of a two-lane two-way road with 50 km/h speed restriction. As part of the study, vehicle speeds were measured just before and after the chicanes under analysis. Furthermore, the inbound lane traffic volumes were measured in field and a number of factors were identified, including the applied traffic management scheme, road parameters, view of the road ahead and of the village skyline, isolated buildings, road infrastructure and adjacent roadside developments. The obtained data were analysed with a method employing tautologies of the selected 32 factors affecting the drivers’ perception. A single aggregate parameter was proposed for assessing the coincidence of the influence of selected factors on speed reduction. The analysis of the existing schemes and the results of statistical analyses carried out in this study confirmed the authors’ hypothesis that the combined selected factors produce a desirable effect and that they should be additionally enhanced by the application of solar powered devices.

Use of social media creates positive or negative impacts on adolescents. There are a number of factors enabling adolescents to make use of social media positively. One of the factors studied in this research is the adolescent worldview. The adolescent worldview greatly determines the way she behaves and her attitude towards social media. The result of this research shows that adolescent worldview may release and enables her to reject negative impacts of social media, particularly from modern cultural -isms as relativism, individualism, emotionalism, presentism (present-time ism), materialism, autonomy, victimism, and turn it into a positive impact on herself. Worldviews may be differentiated based on three categories namely religion, spirituality and secularity. This research is conducted by explorative-qualitative approach, using case study research method. Data collection was conducted by in-depth interview with late adolescents.

This article analyses the relation between the failures that occurred in the water supply network and the road traffic in the city of Cluj-Napoca in Romania. The calculations in this case study were made using the Autodesk Robot Structural Analysis Professional 2011 software. In the case study, the following types of pipes were analysed: steel, gray cast iron, ductile cast iron and high density polyethylene (HDPE). While in most studies only a few sections of pipelines, several types of pipelines and certain mounting depths have been analysed, the case study presented analyses the entire water supply system of a city with a population of 324,576 inhabitants, whose water supply system has a length of 479 km. The results of the research are useful in the design phase of water distribution networks, so depending on the type of pipe material, the minimum depth of installation can be indicated, so as to avoid the failure of the pipes due to road traffic. From this perspective, similar studies could also be carried out regarding the negative influence of road traffic on sewerage networks, gas networks and heating networks.

BackgroundVehicle speed changes impact the probability of injuring a pedestrian in ways that differ from the way that it impacts the probability of a collision or of death. Therefore, return on investment in speed reduction programmes has complex and unpredictable manifests. The objective of this study is to analyse the impact of motor vehicle speed reduction on the collision-related morbidity and mortality rates of urban pedestrians.Methods and FindingsWe created a simple way to estimate the public health impacts of traffic speed changes using a Markov model. Our outcome measures include the cost of injury, quality-adjusted life years (QALYs) gained and probability of death and injury due to a road traffic collision. Our two-way sensitivity analysis of speed, both before the implementation of a speed reduction programme and after, shows that, due to key differences in the probability of injury compared with the probability of death, speed reduction programmes may decrease the probability of death while leaving the probability of injury unchanged. The net result of this difference may lead to an increase in injury costs due to the implementation of a speed reduction programme. We find that even small investments in speed reductions have the potential to produce gains in QALYs.ConclusionsOur reported costs, effects and incremental cost-effectiveness ratios may assist urban governments and stakeholders to rethink the value of local traffic calming programmes and to implement speed limits that would shift the trade-off to become between minor injuries and no injuries, rather than severe injuries and fatalities.

Abstract The study assesses the impact of government general spending on human development in Nigeria from 2003 to 2017. The purpose is to determine the response of human development index (HDI) to recurrent and capital government expenditure. In order to achieve this objective, the multiple linear regression model linking the study variables was applied while Ordinary Lease Squares method was used to analyze the model. The results indicate that government’s capital expenditure and inflation have insignificant negative influence on HDI, corruption does not have any impact on HDI but government recurrent expenditure has strong and significant positive impact on HDI. The study concludes that resources on recurrent expenses should be reduced while more money should be invested in capital projects for human capital development in Nigeria.

This paper describes a study of the relationship between undesired road traffic externalities and residential price values in the Spanish city of Madrid. A large database was gathered, including the price and characteristics of 21,634 flats and road traffic intensity at 3904 different points across the city. The results obtained by a hedonic model suggest that both distance from the traffic measurement point and average daily traffic are significantly related to the price of residential properties, even after controlling for structural and neighbourhood variables. Distance to traffic areas has a positive impact on dwelling prices, whilst these are negatively related to traffic intensity.

This paper presents a framework for data collection, filtering, and fusion, together with a set of operational tools to validate, analyze, utilize, and highlight the added value of probe data. Data is collected by both conventional (loops, radars, and cameras) and innovative (Floating Car Data, detectors of Bluetooth devices) technologies and refers to travel times and traffic flows on road networks. The city of Thessaloniki, Greece, serves as a case study for the implementation of the proposed framework. The methodology includes the estimation of traffic flow based on measured travel time along predefined routes and short-term forecasting of traffic volumes and their spatial expansion in the road network. The proposed processes and the framework itself have the potential of being implemented in urban road networks.

This article analyzes the perspectives of three preschool teachers on integrative STEM practices and the facilitating and hindering factors in their implementation. The participants were preschool teachers working at public preschools. They volunteered to participate in a 14-hour STEM professional development program and to share their perspectives on the implementation of integrative STEM practice. Here a case-study method is used to conduct an in-depth investigation. Data was collected from teachers through interviews, informal classroom observations, and document analysis. The factors facilitating or hindering the teachers’ implementation of integrative STEM practice were analyzed in three aspects: curriculum, pedagogy, learning environment, and the needs they observed while implementing these practices identified. The findings revealed that though the practices are developmentally appropriate to support active learning and time-effectiveness, teachers find it challenging to integrate STEM into education by their own efforts alone. Daily routines, differences between individual children, and material and storage issues are major hindering factors they faced while implementing integrative STEM practices. According to findings, teachers need the support of administration, parents, and colleagues to implement integrative STEM practices. In the short term and the long term, to see a positive impact of integrative STEM practices, there is a need for a better quality context in the curriculum, pedagogy, and learning environment.

The group of foreign language instructors and Indonesian language instructors for foreigners initially had problems in the fields of HR, legality, marketing and management. The implementation of the community partnership program (PKM) funded by the Ministry of Research and Technology's Research and Development Program aims to solve partner problems through entrepreneurship building. The method applied is in the form of knowledge transfer in the form of counseling, training, simulation and diffusion of science and technology about teaching methods, mentoring financial management and marketing and managing agency permits. The teaching method quality improvement program is carried out through workshops and workshops with the theme of teaching Indonesian and multimedia-based foreign languages. The resulting output is in the form of certificates and the quality of teaching increases. The problem of business management and enlargement has been solved through mentoring by management experts so that partners know the tips of building a small business. To build a language teaching business, the team helped partners manage the Business Course and Training (LKP) business license in a notary and operational permits in the Badung District Education Office. From the marketing aspect, the team has helped partner market course service products through the creation of signboards, business cards and websites with the domain www.gepbali.com . The implementation of all these activities has been running 70% while the draft article and seminar papers are still in draft form. This activity has had a positive impact on providing employment for language teachers and improving language skills for the community.

Several studies have shown that the success of interregional cooperation may be influenced by coordination, commitment, participation, variance of cooperation, structure, format of cooperation, and political will. Nevertheless, these factors do not stand alone since actor relations as a determining aspect is capable of driving those factors effectively. This article aims to examine the aspect of actor relations as a contributing factor that determines successful cooperation among regions. This is a qualitative research with the policy of inter-regional cooperation of the Banjarbakula Program, South Kalimantan Province from February 2017 to February 2018, set as its object of study. The result of this study states that the success of inter-regional cooperation is influenced by the relationship of actors in development factors as suggested by previous experts. The actors involved in the inter-regional cooperation examined in this case had become triggers of coordination, commitment, and participation toward success and failure, as well as the effectiveness of regional cooperation policy. Structural obstacles, ego-centric character, minimum budget availability, and non-visionary planning could be overcome as long as actor relations were properly managed.
