Leonufina Fakultas Ekonomi dan Bisnis, Ilmu Ekonomi Pembangunan Universitas Sam Ratulangi, Manado ABSTRAK Pertumbuhan ekonomi, angka kemiskinan serta pengangguran tentunya tidak lepas dari peran serta pemerintah sebagai pengambil kebijakan serta kuasa penggunaan anggaran untuk dapat merangsang perekonomian menuju ke arah yang lebih baik melalui Anggaran Pendapatan dan Belanja Daerah yang tentunya diharapkan akan mempercepat roda perekonomian. Dengan adanya  perputaran cepat roda perekonomian diharapkan akan membuka peluang ekonomi baru yang tentunya akan menarik tenaga kerja yang berdampak pada penurunan angka pengangguran dan meningkatkan taraf hidup masyarakat dan tidak lagi terpuruk pada jurang kemiskinan. Untuk itu dalam penelitian ini bertujuan untuk melihat seberapa pengaruh pemerintah melalui APBD nya dalam meningkatkan pertumbuhan , menekan angka pengangguran dan mengurangi kemiskinan di Kabupaten, Kota di wilayah Sulawesi Utara. Kata Kunci: APBD, Belanja Modal, Pertumbuhan Ekonomi, Kemiskinan, pengangguran ABSTRACT Economic growth, poverty and unemployment must not be separated from the role of government as policy makers and power use of the budget to stimulate the economy towards better through the Regional Budget which is certainly expected to accelerate the economy. With the quick turnaround of the economy is expected to open up new economic opportunities that will attract workers who have an impact on the growth of unemployment and improve people's lives and can no longer hit in poverty. Therefore in this study aims to see how the government's influence over its budget to boost growth, reduce unemployment and reduce poverty in the District, City in the North Sulawesi. This study aims to analyze the effect of the General Allocation Fund (DAU) and Special Allocation Fund (DAK) variables on capital expenditures. In addition, this study uses the role of intervening variables to analyze the effect of these variables. The data source for this research uses secondary data sources originating from the Director General of Fiscal Balance of the Regional Government. Respondents in this study were local governments in Central Java with a total of 35 regencies and cities for the period 2016-2019. The results of the analysis show that the DAU variable has a positive and significant effect on capital expenditure while the DAK variable has no significant effect on the modal expenditure variable. In addition, the results of the analysis also show that the variable Economic Growth (PE) is not a variable that mediates the effect of DAU on capital expenditure, while further analysis shows that PE is a variable that mediates the effect of DAK on capital expenditure.

This thesis deals with the economics of Greek banks‟ internationalization. The analysisfocuses on specific aspects of Greek banks‟ expansion over the previous decade, aperiod to which little attention has been paid by the pre-existing literature. Seven Greekbanks expanded into the transition economies of South Eastern Europe (SEE), namelyAlbania, Bulgaria, FYROM, Romania, and Serbia, from 2000 to 2009. As a result ofthis expansion, all multinational Greek banks have managed to gain significant shares inthe SEE banking market. The size and pattern of this expansion is analyzed in variousparts of the thesis.The determinants of Greek banks‟ expansion in SEE are examined in theEclectic Paradigm nexus. Considering the expansion in this nexus, the extent to whichGreek banks followed their home customers abroad from 2000 to 2007 is highlighted.Rejecting the “follow the customer” hypothesis for the specific period, the econometricresults provide interesting findings regarding the validity of the three sets of advantagessuggested by the Eclectic Paradigm. Regarding ownership advantages, Greek banks‟intangible assets are found to be more significant than the respective tangible ones,while location advantages exhibit the highest significance among all sets of advantages.More specifically, favorable host country economic and regulatory conditions are foundto have affected significantly Greek banks‟ decision to invest further in the lessdeveloped economies of SEE. Moreover, similarities between host and homegovernance conditions, captured in a unique way in this thesis, are also proved to havebeen a significant factor of Greek banks‟ expansion. Lastly, regarding internalizationadvantages, this analysis casts doubts on the validity of the specific set of advantages. Inreality, it seems as though Greek banks expanded into SEE economies in order to followprofit opportunities, rather than simply to follow their home customers abroad. This thesis also examines the impact of the expansion of Greek banks in the SEEon the host economies. For the needs of the analysis, the ways in which Greek banksaffect the host economies indirectly are considered, mainly through two channels; thebank lending channel (BLC) and the resource allocation channel. The role that Greekbanks have played in the BLC of the domestic economies and in domestic creditstability, along with the contribution of Greek banks to domestic resource allocation,appears to have been crucial for the economic growth of SEE.A descriptive analysis illustrates Greek credit supply and credit stability in thehost economies. Also, the response of Greek banks to adverse host conditions and thetransmission of home adverse conditions to the five transition economies are illustratedthrough a panel of “crisis windows”. A “pull – push factors” descriptive analysisindicates that Greek banks did not respond significantly to non-monetary host shocksbetween 2000 and 2009. Regarding push factors, the research revealed that the onlynegative shocks (generated back in Greece) that Greek banks have transmitted to theSEE economies have been over the last two years of the sample period. This analysisprovides evidence in support of Greek banks‟ role in domestic credit volatility, andtherefore, in credit stability. The issue is further examined econometrically in thespecific context of BLC.In order to examine the role of foreign participants in a domestic BLC, theoperation of such a channel operating in this region is initially tested. The VAR autorecursivemodel and the respective variance decomposition analysis indicate an activeBLC and the beneficiary role of the Greek banks in buffering the negative effectsrelated to a tightening monetary policy. Controlling for demand factors, the workindicates that the decline in credit supply during periods of monetary tightening was driven by the weakness of banks to provide credit rather because of reduced creditdemand.Greek banks, apart from being a credit stabilizer for the five host transitioneconomies, have played an equally beneficiary role in the resource allocation in thedomestic economies. In particular, the extent to which Greek banks have stimulated thereallocation of domestic capital thereby enhancing domestic output growth, isexamined. By employing interactive terms in a fixed effects OLS econometric analysis,results indicate that Greek banks have stimulated economic growth in SEE by supplyingcredit in the region. Not only was it discovered that competition in domestic bankingsystems, being intensified by Greek banks‟ penetration, is positively related to hostoutput growth, but that Greek banks enabled a more efficient reallocation of host capitaland in so doing, stimulated host output growth.In addition to filling a gap in the existing literature of Greek internationalbanking, this thesis also provides an analytical framework for policy makers in order toevaluate the openness of the domestic financial systems in emerging economies. It mayalso serve policy makers as a guide for encouraging the participation of foreign bankinginstitutions in their domestic markets

This research focussed on the export development of cocoa bean with respect to its export growth, values and competitiveness. Based on this deve-lopment, the aim of this research is to propose alternative development strategies of export business for cocoa bean in the future. The Analysis Hierarchie Process (AHP) framework of export business of cocoa bean was arranged consecutively from formulation of focuss or goals, identification of affecting factors and actors, deter mination of actor objectives, and recognition of alternative strategies needed. Each component of goals, factors, actors, objectives, and alternative strategies were valued on the basis of their importance using Saaty scales. Results of interviews with experts were analyzed using AHP technique. The development of cocoa bean export from 2000 to 2006 showed the competitiveness position of Indonesia in the world market was fairly good. In order to increase the growth and values of cocoa bean export, the experts consider the role of government as regulators and facilitators is very important. The government became the main actor for the export development through de/regulation related to the cocoa bean commodity. The objectives of actors could be achieved by combining strategies (i) provision of fund in national and regional budget, as well as other sources (ii) implementation of recomended technologies of cocoa, (iii) acceleration of replanting program, (iv) improvement of research productivity in producing high yielding plant materials, (v) development of transportation facilities from farms to harbours, (vi) development of farmers’ organization and partnerships as well as strategic alliance, and (viii) pests and diseases control. Dermolo as one of the villages in Kembang, Jepara, was ever hit by a conflict under a religious background. This friction involved Islamic and Christian groups. The dispute between the two groups increasingly culminated and seemed to have no end without the presence of the Nation. When the Regional Government of Jepara encountered a deadlock in breaking down this social conflict, the presence of a civil society organization was absolutely necessary. Lakpesdam NU Jepara since 2014 up to now has been trying to extinguish the fire of conflict in Dermolo which was initially triggered by disputes over the use of a worship place. Through a qualitative descriptive approach by utilizing the theory of conflict resolution and multicultural education, this paper finally succeeds in mapping the four multicultural education patterns used by Lakpesdam NU. Those are economic empowerment, religious approaches, empowering women, and empowering village cadres. The result of this academic discourse at the same time provides an alternative methodological offer that can be replicated by the stakeholders of the policy makers, for example the Regional Government and the relevant Regional Apparatus Organization. It can be used as a prototype for civil society organizations and peace activists in settling disputes wrapped in religious sentiment. This kind of inclusive pattern is considered quite successful as a conflict resolution strategy. Lakpesdam NU Jepara is the only institution that has the sympathy of the residents and the Dermolo Government, because it has contributed positively in restoring social harmony between Christian and Islam groups

Realization of Regional Government budget (APBD) is one of measure instrument to see  the implementation from policies and operationalization implementation of financial regional management for optimal actualization public services. Management potential of Local Revenue (PAD) have to do with correct and appropriate in order to support the progress. The purpose of this research are to know and analyze the realization performance of regional government budget and district own source revenue potential at North Minahasa Region. The result of this research show the regional government budget of North Minahasa in terms of revenue considered good by looking from variance analyzes and tax effectiveness, expect from decentralization  degree analyzes is not good enough or low. While for expense, from variance analyzes over all is good by looking at the budget are well controlled and the impact in the North Minahasa Region for having an surplus from the allocated budget, and for compatibility analyzes expenditure are effective because realization of the expense budget not over amount that has been planned. And for the Own Source Revenue Potential for 2016-2020 seen from tax regional income are 42,78% while from regional retribution are 37,36%. The commitment in building Indonesia as a prosperous country gives consequence to the role of government in prospering the community. It is conducted by empowering the programs having potency of financial sources for developing this state. Beside the tax as the financial source of state development, the government enforces the policy of zakat management.  The policy is the act number 23 in 2011 concerning zakat management in which the fund derives from the national / regional budget. In this case, the national or regional zakat council manages the zakat management. It is expected, it can help the process of state development and be a media in improving the social welfare as one of the government’s roles

Abstract New theories of economic growth that are policy-relevant and connect with the histories of success and failure in economic development are urgently needed. This article compares the neoclassical (or market efficiency) school of thought with the production-capability school of thought which included Alexander Hamilton, Friedrich List, and Joseph Schumpeter. Many affirmative, industrial policy steps by governments to promote economic development have been historically recorded—including in the UK and the United States. Meanwhile the neoclassical school has ignored the role of government in helping to create competitive advantage. It has also chosen to ignore how firms are formed, how technologies are acquired, and how industries emerge. The dynamic capability theory of economic growth developed here assigns the central role in economic growth to firms but also an important role to governments. The rate at which a country’s economy grows depends critically on whether its firms can build the capabilities to generate and take advantage of “windows of opportunity” that exist for innovation and new markets, and whether over time they are able to enhance their capabilities to move into higher value-added activities.1

Mangrove area is an area overgrown mangrove in a natural or artificial, to maintain the environmental sustainability of coastal areas. In addition to maintaining the ecosystem of biodiversity, the mangrove area also has a role to social-economic, and socio-cultural. Rembang regency is one of the districts on the north coast of Java which has a large mangrove area. However, due to the high economic activity in the region of Rembang Regency, the mangrove area becomes less and damaged. This research to describe how environmental policy to manage mangrove area in Rembang regency with qualitative descriptive approach. The result is the role of government and society gradually able to restore mangrove ecosystem. Moreover the district government through Environmental Agency has made a masterplan for the development of mangrove ecotourism in Pasarbanggi Village. The existence of sustainable mangrove conservation has a positive impact on the environment and society.
