PEMBANGUNAN WILAYAH PESISIR DAN LAUTAN DALAM PERSPEKTIF NEGARA KEPULAUAN REPUBLIK INDONESIA Regional Development in Coastal and Ocean in Archipelago Perspective of The Republic of Indonesia Ridwan Lasabuda1     ABSTRACT   Indonesian as an archipelagic state has been recognized internationally (UNCLOS 1982), later ratified by Act 17 of 1985. Under UNCLOS 1982, the total maritime area of Indonesia is 5.9 million km2, consisting of 3.2 million km2 of territorial waters and 2.7 km2 of Economic Exclusive Zone (Zone Ekonomi Ekslusif), not including the continental shelf. This makes Indonesia as the largest archipelagic state in the world. However, the development of marine and fisheries for this is still far from expectations, while large potential of natural resources and environmental services are relatively unexploited in coastal areas, small islands and ocean in Indonesian archipelago.   Keywords : coastal and ocean, development, Indonesian, archipelago     ABSTRAK Sebagai negara kepulauan, Indonesia telah diakui dunia secara internasional (UNCLOS 1982) yang kemudian diratifikasi oleh Indonesia dengan Undang-Undang No.17 Tahun 1985. Berdasarkan UNCLOS 1982, total luas wilayah laut Indonesia seluas 5,9 juta km2, terdiri atas 3,2 juta km2 perairan teritorial dan 2,7 km2 perairan Zona Ekonomi Eksklusif, luas tersebut belum termasuk landas kontinen. Hal ini menjadikan Indonesia sebagai negara kepulauan terbesar di dunia. Namun demikian, pembangunan bidang kelautan dan perikanan hingga saat ini masih jauh dari harapan. Indonesia as an archipelagic country consisting of large and small islands separated by the ocean with geographical conditions has a total area of ​​7,827,087 Km2 and is located in Equatorial emeralds have a wealth of abundant natural resources, especially in the sea ​​and coastal areas which cover of the territory of Indonesia (5.8 million Km2). In summary, the result of In this research, the desired law is a law that provides protection against community members including customary law communities in coastal areas and islands small island, then an impartial legal instrument in the recognition of existence Indigenous Law Communities, for example in the Job Creation Law, which has not been in favor of Protection of Indigenous Peoples in Coastal Areas and Small Islands.

Abstract The world community is experiencing a pandemic of the COVID-19 virus and is looking for ways to solve the problems that have arisen due the spread of a new infection. The Tuvinian Institute for the Exploration of Natural Resources of the SB RAS does not stand aside from important work to combat the spread of the virus. We tried to analyze the available data for the Republic of Tuva, Russia and the world. In this work, we used data from the sites of stopcoronavirus.rf, worldometers.info, Yandex.com and others. For successful control of SARS-CoV-2, it is important to take preventive measures as early as possible and prepare medical institutions to combat the spread of the virus, which can be ensured by analyzing the previous development of the process and building a model for planning. The analysis is carried out using the mathematical apparatus of the normal distribution (Gauss), which, in our opinion, most closely describes the laws of the process.

The aim of the study is to analyze еhe role of medium and small cities in development of regions in the Republic of Azerbaijan Methods. The study used the method of comparative historical methods, statistics, analyze. Results. As a result, recommendations and suggestions were made to regulate the economic structure of small and medium-sized cities, and to increase the role of the regions in the development of the country. One of the main directions of socio-economic development are the reconstruction of the economic structure of small and medium-sized cities, the creation of new production and service facilities in these areas, and the organization of public services at the level of modern requirements. With these activities, new workplaces will be created and cities will play a role in the development of the country. Scientific novelty. Cities play an important role in the location of agricultural areas and population, in the processing of natural resources and agricultural products. These factors have a significant impact on regional development as well. Most of the cities in Azerbaijan are medium and small. Therefore it covers all regions of the country. Given this, it is possible to ensure the socio-economic development of the regions by developing small and medium-sized cities. However, the role of the regions in the socio-economic development of the country is still weak. It shows itself in the production of more industrial products. To solve the problem, it is necessary to construct new light and food industry facilities and service facilities in the regions. Natural and geographical conditions, the use of natural resources, and EGP are influenced by urban development in Azerbaijan. The majority of urban areas in the country are located in plains and foothills, close to water basins and the Caspian coast. For many years the processing of agricultural products has been the basis of urban economic structures. Different objects of the secondary industry are functioning in the cities due to the diversified structure of agriculture. However, during the transition period, their activities stopped, the production of industrial products declined and workplaces were closed. This factor has slowed the decrease of the urban population and increased migration. During the preparing of the article, the annual reports of the State Statistical Committee on regional development, industry, socio-cultural development played a statistical base role.

<p>Indonesia is the largest archipelago country in the world that has strategic geographical position. Indonesia has about 13,466 islands that have been named, 5.8 million km2 sea areas and the fourth longest coastline in the world with a total length of 95,181 km. Geographically, Indonesia is located in a strategic position of world cruise lines, between the continent of Asia and Australia and between Indian Ocean and Pacific Ocean. Indonesian archipelago has only 28 islands which are not classified as small islands. This fact shows that Indonesia has more than 13 thousands small islands and 92 islands which are the outer small islands. Outer and small islands are potentially for economic development and national defense. Therefore, the number of energy needs increases. To fulfill the energy needs in the form of bio-diesel and bio-kerosene, the marine microalgae is the great potential. Nusantara Microalgae Park is a concept of marine microalgae cultivation area based on coastal societies in outer and small islands. Bio-diesel and bio-kerosene produced from this concept will be very helpful for people in fishing and cooking environmentally friendly. This concept can be integrated with Island Adoption Program, Cooperative Program and Transmigration Program. Continental shelf is a relatively new concept in international law of the sea. Full authority and exclusive rights over natural resources located in the continental shelf region and its ownership is on the coastal state, where the meaning of this natural wealth is a source of minerals and other lifeless on the seabed and subsoil. Through the establishment of the United Nations Convention on the Law of the Sea 1982, as well as enactment of the provisions of the New Law of the Sea, Indonesia is an archipelagic state which is seen as a unified whole between the islands and waters. We realized the sea was rich in minerals mining goods that is priceless natural resources, which is expected to be able to fulfill the needs of the world if mineral resources on land are not sufficient or run out completely. In Indonesia, mostly consisting of ocean territory, surely have the very wide continental shelf, where there is a variety of natural resources, especially oil and gas resources. Shrimp are harvested in two different ways. They are fished in the sea (sometimes to the cost of turtles) or they are ‘farmed’ in ponds in coastal areas. Such aquaculture is increasing around the world as shrimp become a valuable item of world trade. Mangrove forests are sacrificed for commercial shrimp farming. The author considers the conflict between mangrove conservation and shrimp exports in different countries. Who has title to the mangroves, who wins and who loses in this tragedy of enclosures? Which languages of valuation are used by different actors in order to compare the increase in shrimp exports and the losses in livelihoods and in environmental services? The economic valuation of damages is only one of the possible languages of valuation which are relevant in practice. Who has the power to impose a particular language of valuation?

Лечебно-оздоровительный туризм выделяют как один из наиболее перспективных видов туризма. В мире развивается все большее количество методов лечения с использованием лечебно-оздоровительных природных ресурсов. Целью исследования является анализ состояния лечебно-оздоровительного туризма в Республике Саха (Якутия), на основе которого можно определить перспективы развития данной отрасли. Рассмотрены основные санаторные туристские дестинации, количество и категории оздоровленных, плановые объемы медицинской помощи в санаториях, а также направления стратегического развития лечебно-оздоровительного туризма. Научная новизна заключается в детальной интерпретации лечебно-оздоровительного туризма как отдельного вида туризма на определенной территории. Health tourism is distinguished as one of the most promising types of tourism. A growing number of treatments are being developed in the world using health-improving natural resources. The purpose of the study is to analyze the state of medical and recreational tourism in the Republic of Sakha (Yakutia), on the basis of which it is possible to determine the prospects for the development of this industry. The main sanatorium tourist destinations, number and categories of health-improving ones, planned volumes of medical care in sanatoriums, as well as directions of strategic development of health-improving tourism are considered. The scientific novelty consists in a detailed study of the accurate interpretation of health tourism as a separate type of tourism in a certain territory.
