In this article, we examine minority language policy and practice in China and discuss the large gaps between what is stipulated by law and what occurs in practice. Based on a literature review and findings from our study, we contend that adopting multicultural education in China would help law makers and local officials value and respect minority languages and culture and help teachers design culturally relevant curricula. The overall purpose for multicultural education in China would be to create a culture and language environment for minority students to improve academic achievement and to address social injustice.

The specific focus of this article will be to argue that legislation pertaining to the use of the Welsh language in Wales, despite having expanded the domains of language use in an important way, has not shifted the cycle of language non-use that may be identified.

This paper evaluates the Language Policy and Planning's (LPP) Methodological Rich Points (MRP) in the geographic, ethnic and linguistic composition of Afghanistan. The theoretical construct is taken from the work of Nancy H. Hornberger on MRP in LPP. The paper explores a range of primary and secondary sources, and finds that the presence of inequality, marginalization and oppression in intra-ethnic and intralanguage group relations, sharing of resources and power account for neglect of the MRP in Afghan LPP. The geographic details in conjunction with explanation of historical process of migrations and conquests explains that most of the minority language speakers are concentrated in the difficult to reach areas of Afghanistan for their safety. Further, the limiting factors of Afghan geography explains the preservation of minority languages from the effects of majority languages. The study concludes with the proposal that it would be helpful to avoid the pitfalls of the current LPP in future by giving due attention to MRP.

The Bai language () is spoken by approximately 1.6 million people in northwest Yunnan Province, China. Of the 25 minority languages spoken in Yunnan, where 33% of the population are ethnic minorities and 67% are Han Chinese, the Bai ethnic minority is second in population only to the Yi (Wiersma 1990, 2003; 2010 census). Bai is classified as a Tibeto-Burman language (Xu & Zhao 1964, 1984), although arguments have been raised as to its possible early Sinitic origins (Starostin 1994, 1995). A summary in French reviews Chinese loanwords, ancient Bai, and comparative Bai dialects (Dell 1981). The historical influence of Chinese on Bai has been significant, but evidence is not compelling that Bai is Sinitic (Norman 2003: 73). There are three major dialects of Bái: Jiànchuān (), Dàlĭ (), and Bìjiāng (). The data in this illustration represent the variety of Jianchuan (jian1239, BCA). The third author (), who was about 60 years old at the time of recording, is a male native of the Jianchuan region, originating from QiÁohǒu, a mountain village some 50 km southwest of Jianchuan city – a remote area known for salt mining and where the language has been less influenced by modern Chinese. These locations are indicated on the map of Yunnan (the southwesternmost province of China in an intensely minority-language-populated area) in Figure 1. The traditional geographical link from Qiaohou is to Jianchuan to the north rather than to Dali to the south, and many of the most distinctive characteristics of Jianchuan Bai described here are not found in Dali Bai.

This paper exams how asocial symbolic minority-language policy contributes to the social processes of language shift from the perspective of highly threatened languages, such as Scottish Gaelic. In introducing the concept of language shift through Asocial Minority-Language Policy, we argue that symbolic minority-language policy is detrimental to threatened language minorities in that it is ideologically implicated in language shift when it neglects the societal circumstances of minority-language decline. The prioritisation of the symbolic aspect of language policy also hinders a value-for-money approach to official provision for the minority group. This paper calls for a materialist/functionalist approach to minority-language societal regeneration to counter the social irrelevance of symbolic policy. We suggest policy options for moving beyond the symbolic focus on the minority-language condition.

AbstractThis article examines Vietnamese ethnic minority students’ language practices under the influence of external interventions from a language management perspective. It focuses on the ways the students engage with various levels of interventions in their language practices. The study mainly draws on a group of college-age minority students’ experiences and perspectives collected through semistructured interviews. Findings suggest that the students, in making decisions to use their ethnic language and Vietnamese, the mainstream language, responded to interventions by the school and the ethnic community by adapting to the latter's language policy, while reinterpreting to conform to/deviate from interventions by other individuals such as their parents, their teachers, or their peers. In that process of managing their language practices, they reframed their identity in which both maintenance and transformation orientations were active. Implications related to minority language policy and language maintenance are then suggested.
