Threats to National Spatial Development: Features of Assessment

Aim.The presented study aims to assess threats to national spatial development, determining the significance of each threat.Tasks.The authors identify factors that influence the specific aspects of the national socioeconomic system's spatial organization; propose and test methodological tools for assessing parameters that make it possible to determine the scale of such threats.Methods.This study uses a proprietary methodology to assess the features of spatial transformations by determining the values of a set of indicators. These can be interpreted by comparing the obtained values with threshold values, each determined individually, making it possible to calculate the significance of the estimated risk (red, yellow, or green zone).Results.By summarizing the scientific literature, the authors identify factors of spatial development in the Russian Federation related to the parameters of spatial integrity, connectivity, uniformity, and efficiency of use. An algorithm for analyzing threats to national spatial development is proposed, which makes allowance for these specific factors. Indicators that characterize the state of each factor and criteria that make it possible to interpret each of the considered parameters are selected. Testing of the proposed methodology shows the significance of threats to spatial development in the Russian Federation. The threat of disrupting sustainable infrastructure connections between territories has a high degree of risk. The prospect of losing certain elements of the country's spatial framework, increasing spatial fragmentation, reducing connectivity and efficiency of the socio-economic space have a moderate degree of risk (although gradual deterioration of parameters associated with these threats could complicate the situation in the future, moving these threats to the "red" zone).Conclusions. Testing of the proposed methodological tools makes it possible to identify threats to national spatial development and assess their significance for Russia. The results obtained can be useful to federal authorities responsible for implementing regional policies and setting guidelines for the country's spatial development.

The purpose of the article is to provide a comprehensive theoretical analysis of the implementation of the Spatial Development Strategy of the Russian Federation for the period up to 2025 (hereinafter referred to as the Strategy), on the basis of which it is envisaged to compare such concepts as «federal district», «macroregion» and «aspect of regional studies - zoning», since in theoretical terms, the overlap and confusion of the boundaries of the application of these concepts is seen. This approach is dictated by the need to identify the balanced development of the regions of the Russian Federation and the observed transformation of the spatial organization of the economy and social sphere. Questions remain: will the implementation of the Strategy entail an increase in the number of officials, increased bureaucratization and an increase in additional ineffective budget spending in the country, which is, therefore, extremely high. The article also examines practical issues related to assessing the feasibility of implementing the results of the Strategy contained in such innovations as the formation of agglomerations, the identification of promising industries for each region for future economic specialization and the creation of macroregions. They touch upon a number of problems of a legal, financial, managerial nature and coordination support of this government document, which await their solution in the future. In the course of the study, the conclusions were obtained that the Strategy is a strategic planning document. It provides for large-scale reform and innovative development of the production sector, social economy, management, environmental and a number of other equally significant tasks of the country's territorial modernization.

Quite often, the scientific community emphasizes the need to stimulate spatial development and form the most optimal structure of economic space in order to ensure sustainable and integrated development of territories. Despite the development and complexity of the research methodology, existing models and theories of spatial topics do not fully reflect the real picture of the organization of economic space in various countries of the world. However, it is the joint study of the theoretical and methodological foundations of spatial and regional economics and the study of domestic and foreign experiences of spatial organization that makes it possible to implement a full-fledged transformation of the Russian economy in a spatial context. The purpose of this article is to study the spatial organization of the Northern territories of a number of foreign countries and develop proposals on this basis to ensure the spatial development of the Northern and Arctic regions of the Russian Federation. The research used the monographic method, methods of comparative analysis and synthesis of information obtained, as well as graphical and tabular methods of data visualization. The study found that economic space acquires its actual configuration through distribution across economic agents and settlements and through relationships and communication that occur at the stages of production, distribution, exchange, and consumption. The study of the economic space specificity in the Northern territories of foreign countries helped to identify the main factors and conditions for forming the production and settlement frameworks. Based on the results obtained, the authorsdeveloped proposals aimed at improving spatial organization of the Northern and Arctic territories of the Russian Federation. The nclusions contribute to the development of ideas on spatial organization of territories and can be used in the implementation of government policies in the field of spatial and regional development.

Objective: it is supposed to characterize the main directions of research in the field of spatial development of Russia at the present stage, aimed at identifying problems and opportunities in this area; correlating the provisions of theoretical discourse and official documents of the Russian Federation; substantiating the ways of further spatial development of Russia. Model: The study is based on a comprehensive approach to understanding the Russian space and the spatial development of the country, with an emphasis on the combination of factors of “internal geopolitics” and the external environment. The concepts of “multiplication and delocalization of risks”, “identity policy vacuum”, “security vulnerabilities” and some others are taken into account, which allow us to form a holistic view of their essence and dynamics. Conclusions: there are similarities and differences in the theoretical discourse and official documents of the Russian Federation, the main trends and probable prospects for the spatial development of the country. The danger of negative or conservative scenarios is emphasized due to the remaining vulnerabilities in various spatial fields and segments, in the political and managerial plane, as well as risks of external origin. The article shows the trend of increasing complexity of spatial organization and composition of Russia in conjunction with the diversification of vectors of identity relations. Practical significance and scope of the research: the results obtained can be applied in the field of theoretical development of problems of spatial development, identity policy, in expert support of the process of forming and implementing political decisions, in the areas of national, integration and foreign policy of the Russian Federation. Originality/value. This work is intended for specialists who study the problems of improving political governance mechanisms, Central-regional and interregional relations, and ensuring the national security of the Russian Federation.

Subject. This article examines the set of economic relations and problems emerging within the spatial development of settlements and constituent entities of the Russian Federation. Objectives. The article aims to develop key indicators and methods for assessing transport accessibility, potential market capacity, taking into account socio-economic characteristics, geographical location and the level of connectivity of areas. Methods. For the study, we used the methods of economic, statistical analysis and synthesis, comparison, and the k-means method. Results. The article proposes a system of cost-benefit equations for economic agents, and criteria, and a methodology for assessing the Transport Accessibility Index. Based on the clustering of Russian subjects by k-means, the article describes four groups of regions by level of transport accessibility. Conclusions and Relevance. The practical use of the approach presented to assess the Transport Accessibility Index will help form the basis for management decisions aimed at improving efficiency in the planning of spatial development and assessing the socio-economic effects of the proposed measures. The developed Transport Accessibility Index should be used as part of the analysis and monitoring of the effectiveness of infrastructure expenditures affecting changes in the transport accessibility of settlements within individual regions (municipalities).

The article analyzes threats to regional economic security caused by a high degree of centralization of revenues at the Federation level with decentralization of expenditure obligations. The influence of the global economy on the formation of the revenues of the federal budget and the budgets of the subjects of the Russian Federation is determined. On the basis of the system approach, proposals have been developed to establish targets for the formation of interbudgetary relations from the point of ensuring regional economic security.

Introduction. The development of modern Russia is characterized by a high degree of differentiation in the level of socio-economic development of the constituent entities of the Russian Federation. Interregional cooperation is one of the tools to overcome this differentiation. Although new forms of such cooperation have been emerging, its potential remains underestimated. The purpose of the study is to analyze the existing and prospective forms of cooperation between the regions of Russia. Materials and Methods. The study based on a structural and substantive analysis of regulatory legal acts of the federal and regional levels, as well as on strategic planning documents, various forms of budget reporting, bilateral and multilateral agreements between the constituent entities of the Russian Federation aimed at identifying various areas, tools and mechanisms for ensuring interregional cooperation. Results. The authors have considered the tools of interregional cooperation that involve direct financial participation of regional authorities or economic entities. The role and prospects of horizontal subsidies and budget loans provided by one region to another have been identified, their legal and regulatory justification has been given; a financial assessment has been made, and the identified practices have been analyzed. In terms of the implementation of public procurement from suppliers based in other regions, the authors have estimated the degree of how closed or open the constituent entities of the Russian Federation are. Discussion and Conclusion. The authors have confirmed the idea that interregional cooperation in Russia is still underdeveloped and lacks legislative and scientific-methodological justification. The authors also assess the prospects for further development of interregional cooperation in Russia and suggest a number of measures to promote it. The results of the study can be used in the interests of the authorities to improve the system of regulation of various mechanisms of regional cooperation, as well as to develop the scientific potential in this area.
