Improving inter-budgetary relations as a factor of regional economic security

The article analyzes threats to regional economic security caused by a high degree of centralization of revenues at the Federation level with decentralization of expenditure obligations. The influence of the global economy on the formation of the revenues of the federal budget and the budgets of the subjects of the Russian Federation is determined. On the basis of the system approach, proposals have been developed to establish targets for the formation of interbudgetary relations from the point of ensuring regional economic security.

The article considers some current scientific approaches to assessing regional economic security and notes the lack of an innovative component in them. However, innovative factors are necessary, since one of the main directions in the field of economic security is innovative development. The purpose of the research is to develop and test a modified methodological approach to the formation of indicators for assessing regional economic security, taking into account innovative factors. The authors generated extremely modified approach to assessing the economic security of the region, taking into account such principles as: task orientation, comprehensiveness, comparability, sufficiency, information security, applicability in practice. The authors developed an algorithm for studying the economic security of the region, formed a system for assessing the economic security of the region taking into account innovative factors, and calculated threshold values and evaluated a sample of regions according to the described methodology. As a result, it is concluded that the regions are diverse in terms of economic security and actually correspond to the conditional division in terms of socio-economic and innovative development. The most vulnerable for the majority of the subjects of the Russian Federation considered was the innovation component, the threshold value of which should have been determined in the stability zone, but most of the regions did not pass. Thus, it is necessary to study this topic in detail, namely, to assess the functioning of the regional innovation infrastructure and its impact on the economic security of the region due to the fact that the creation of conditions provided by its activities is one of the main strategic directions for strengthening the economic security not only of the region, but also of the Russian Federation as a whole.

The principles of drawing up the Federal Budget for 2021–2023, adopted in December 2020, are based on macroeconomic conditions. The probability to fulfill these conditions can’t be rated as high. In addition, these conditions ignore a number of significant threats to  the  economic  security  of  the  Russian  Federation  caused  by;  the  continuation  of  the COVID-pandemic  in  2021  and  the  increased  risk  of  similar  threats;  the  reduction  of the  trade  balance;  the  continuation  of  the  general  reduced  in  the  level  of  the  Russian population’s well-being, and by the lack of resources for investments. It is also impossible not to draw attention to the fact that within the framework of the budget concept, they set up a task to ensure the growth rate of the national economy at the level of a stagnant three  percent.  Moreover,  in  the  context  of  the  ongoing  development  of  the  pandemic, the President of the Russian Federation postpones until 2030 the achievement of many important goals that they forecast to achieve by 2024. Therefore, the trend of a long-term policy of sluggish, and in principle decaying, economic development with the minimization of inflationary processes at the level of four percent is forming. At the same time, budgeted principles generate not only the direction and dynamics of socio-economic development of the Russian Federation, but the same pace and guidelines for the development of the subjects  of  the  Russian  Federation.  But!  Today,  new  trends  in  the  development  of  a rapidly transforming post-pandemic economy require the search for new internal drivers of development, including financial ones, require a transition to a model of breakthrough economic growth at both at the federal and regional levels. The country is entering an economy that has other priorities. So, we need other rules of fiscal policy.

Shadow economy arose in Russia in XVIII century and today it remains an urgent issue and has a negative influence not only on general economic processes (generation and distribution of income, trade, investments), but also on economic development and economic security of the whole country. A high degree of economic criminalization seen in such facts of life as corruption, concealment of profits, manufacturing illegal and low-quality products is a consequence of inefficient state policy in respect to fighting the shadow economy. The article gives analysis of the dynamics of corruption crimes according to the following clauses of the Criminal Code in various subjects of the Russian Federation: abuse of the official power, bribe taking, bribe giving. There has been offered a set of measures for optimizing struggle against shadow sector of the Russian economics at the present stage of the development of society.

The purpose of this article is the systematization and critical analysis of existing approaches to assessing the economic security of the region. The author reveals the advantages and disadvantages of theoretical and methodological concepts of the regional economic security assessment presented in the works of domestic and foreign scientists, as well as the system of indicators of economic security of the relevant strategy of the Russian Federation. Based on the results of the study, it is proposed to build a methodology for the analysis of regional economic security of Russian regions on the basis of the synthesis of economic and statistical methods, in particular, multi-purpose optimization, and subjective methods (discourse analysis). The main directions of improvement of the method of assessment of economic security of the Russian Federation established in the corresponding Strategy are defined. The article is of interest to representatives of federal and regional authorities, economists specializing in theoretical and regional issues.

It has been argued that national methods of economic security of the Russian Federation use only economic indicators, while foreign practice, including the UN methodology, supplements social, environmental and political indicators to the list of economic ones to be used as the basis. There are no weight functions being included for the indicators analysis in some of the analyzed methods. An attempt to determine indicators reflecting the economic security level of a country and its individual regions has been made. It is demonstrated that all officially approved methods are fraught with disregard for regions and small states peculiarities. The necessary indicators are identified to be included into analysis and ranked as national and regional ones. Based on the studies performed and the results obtained, the most repeated indicators existed in all the investigated methods have been found. A universal model has been developed using indicators to determine a reliable level of economic security.

The article is devoted to the study of issues of ensuring the economic security of the Arctic regions of the Russian Federation. It is proved that the most important element of the system of ensuring the economic security of the state and regions is the financial component. At the same time, the financial security of the economy depends not only on the amount of available financial resources, but also on the intensity of financial flows. The concept of “regional finance system” has been clarified. It is concluded that in the current unfavorable macroeconomic conditions, the cost of making management decisions aimed at creating the necessary amount of financial resources sufficient to ensure the economic security of regions and the implementation of national projects is significantly increased. It is revealed that the main instrument of financial regulation of the development of the Arctic regions is the so-called system of inter-budget transfers. At the same time, the current legislation does not distinguish the regions of the Arctic zone of the Russian Federation into a separate category, all regions can apply for subsidies from the federal budget on an equal basis.

This article, based on the analysis of the provisions of economic science, characterizes the peculiarities of different economic models – socially oriented, “green”, innovation, and digital, which allowed formulating the advantages and disadvantages for economic agents in the context of transition to each model. Emphasis is usually placed on the positive aspects of replacement of general vector of economic development; however, reluctance of an individual, society, state, and its structural units to reforms can become a threat to the economic security of the territory, instigating the emergence of borderline states – conditionally safe, pseudo-safe, and those evolving into dangerous if neglected. Therefore, the goal of this article lies in clarification of the attributes of the aforementioned schemes that substantiates the need for transition of the Russian Federation towards the model of general-purpose geographically oriented economy. The author argues the opinion according to which shift of the vector of economic development in public legal entities of different level should be implemented with consideration of their internal capacity, and neglect of its state can lead to the emergence of borderline states of economy of the territory on the grounds of protection from negative activities – conditionally safe, pseudo-safe. Due to high degree of differentiation of the Russian regions, the model of general-purpose geographically oriented economy that focuses on the local specificities is proposed for avoiding the growing imbalances. The obtained results are aimed at broadening of the provisions of economic science. The authorial approach towards restructuring of the economic model applicable to the constituent entities of the Russian Federation would allow minimizing the unsuccessful attempts of changing the socioeconomic vector of their development.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.
