The transformation processes occurring in the country, causing the uneven development of individual regions, are characterized by increased competition at the regional level. The consequence of the acquisition of economic independence by the regions of the Russian Federation is a reappraisal of its current position and basic functions, the implementation of which is aimed at asserting themselves and strengthening their reliable position in the market and socio-economic spaces of the country by increasing competitive advantages. The formation of competitive advantages of the regions based on the resource potential in the conditions of market relations is the main condition for increasing the efficiency of regional socio-economic systems, predetermining both the sustainable development of the region by ensuring a high level of economic performance and the life quality of the population, and further prospects for the development of environmental and institutional components. The purpose of the study is to assess the degree of influence of key components of the region’s resource potential on the gross regional product per capita as the main recognized indicator of regional development and regional competitiveness based on building an econometric model with the subsequent development of a projection of changes in the indicator of a specific region under the influence of quality and quantity resource potential. With the development of market relations, growing uncertainty and risk, the high level of competitiveness of the enterprise largely depends on the level of its innovation activity. In this article the author described the factors influencing the formation of the competitive potential of the subjects of innovative entrepreneurship, carried out their classification. In his opinion, the competitiveness of innovative entrepreneurs depends primarily on the economic situation achieved through economic strategy (policy). The economic policy of ensuring the competitiveness of the subjects of innovative entrepreneurship is formed both at the macroeconomic and microeconomic level. At each level of management requires a special organizational and economic approach that ensures the transformation of available resources into competitive advantages through the use of certain competencies. The author concludes that the achievement of competitive advantages in the market in the future and high competitiveness of the enterprise in the long run are possible due to efficient use of resource potential, high strategic opportunities to reproduce resource potential, strategic marketing orientation of the product offer. With the growth of the dynamics of competitiveness of the studied subject of innovative entrepreneurship, it is necessary to determine its position in the internal environment, ie to identify how the current ability to compete corresponds to the opportunities present in the external environment. With declining dynamics (as an option – the lack of dynamics), including those obtained in the current assessment of competitiveness, it is necessary to first identify the reasons for the decline in the competitiveness of the subject of innovative entrepreneurship. Given that the assessment of competitiveness integrates three key aspects, the reasons, respectively, can be social, economic or technological in nature (or be characterized by a combination of them). Competitiveness as an internal mechanism of effective activity of an economic entity transforms the market into a system of factors influencing the process of competition, thereby forming competitiveness in the field of a separate competitive field.

Regional Competitiveness be one of the issues in regional development policy since the enactment of regional autonomy. Based on the results of the efficiency analysis found 11 areas of the city and district have the efficiency and 4 districts do not have the efficiency. The sustainable development of a country depends on many factors. One of them is the balanced development of regions. The aim of this research is to study the inequalities between regions (NUTS 3 level) in Bulgaria by application of the Regional Competitiveness Index (RCI), a tool, which is based on 10 important for regional development indicators. The paper presents the last RCI ranking list (for the 2016 year) and analyses and compares it with the ranking lists for previous years. The results show significant inequalities between the capital region and other regions for the whole period and relative small imbalances between other regions. The RCI ascertained relatively stable groups of most competitive and most non-competitive regions.

Статья посвящена вопросам прогнозирования развития субъектов Российской Федерации. Рассмотрен прогноз динамики валового регионального продукта Республики Башкортостан на средне- и долгосрочную перспективы, а также ряд взаимосвязанных параметров. Проведен анализ показателей в текущих и сопоставимых ценах, их динамики и соотношения. Выявлен ряд противоречий, указывающих на наличие рассогласованности представленных значений. Раскрыты отдельные противоречия другим документам стратегического планирования. Результаты могут быть использованы для повышения эффективности управления региональным развитием. The article is devoted to the issues of forecasting the development of the subjects of the Russian Federation. The forecast of the dynamics of the gross regional product of the Republic of Bashkortostan for the medium - and long-term prospects, as well as a number of interrelated parameters, is considered. The analysis of indicators in current and comparable prices, their dynamics and correlation is carried out. A number of contradictions are revealed, indicating the presence of inconsistency of the presented values. Some contradictions with other strategic planning documents are revealed. The results can be used to improve the efficiency of regional development management.

The paper is devoted to scientific and economic bases of adaptability formation of the food industry enterprises in Ukraine. While developing and implementing strategies to stimulate the food industry development in Ukraine, it is necessary to take into account not only structural changes in industry, but also immediate prerequisites and ability of the participating companies to increase the level of adaptability. Modern food industry does not provide incentives for participating companies to increase the level of adaptability. In the market economy, the basic condition for the food business viability is the availability of high level of adaptability. In today's economic environment, it is important to form and maintain the competitive advantage of food business over a long period. Further research is concerned with the development of the process for improving the adaptability and implementation of initiative enterprise competitive strategy, as well as the ability to provide sustainable competitive advantages. The adaptability of the enterprise is based on the level of its competence in relation to other competing enterprises in the accumulation and use of production potential of a certain direction. The essential feature of adaptability is stability of economic potential of the enterprise, which makes it possible to create a stable market advantage. Due to the timely disclosure of the peculiarities of adaptability formation, it is possible to achieve not only the sustainable market advantage, but also the state of sustainable development of the enterprise and industry as a whole. In order to maintain and increase market share, food companies should properly carry out the process of adaptability formation, that is, consistently carry out the stage of creating initiative competitive strategy and the stage of its implementation, taking into account the internal reserves of increasing the enterprise competitiveness, due to the rational use of resource potential, modernization of existing production capacities. Thus, the main factor influencing the adaptability formation of the food enterprise is market environment, which includes real consumer needs, requests to the enterprise from suppliers and consumers, which it can meet by producing the relevant products and forming well-established system of supply and marketing.

The article analyzes the resource potential of the regions of Ukraine. Ranking of the regions of Ukraine according to indicators such as the gross regional product, the volume of industrial production sold, the production of agricultural products, the volume of services sold to different consumers, the retail turnover, the existing income and expenditure of the population, the volume of exports and imports, and the use of fuel and energy resources in the calculation per capita. The rating of dynamic changes in these indicators is given and the regions of Ukraine were grouped, resulting in the identification of region-leaders, promising regions, intermediate regions and outsiders regions.

Research background: In recent years, special attention has been given to the research direction regarding the study of economic, social, and demographic aspects of regional development. This direction is especially important for transition countries, including Ukraine. Despite that, there is a lack of research studies in which interdependencies of economic and demographic indicators of Ukraine’s regions are investigated. Purpose of the article: The paper assesses the relationships between the selected indicators of Ukrainian regions (export of goods per capita, foreign direct investment per capita, and the average resident population) and gross regional product per capita. Methods: Research results were compared in the periods before and during the military conflict in the eastern part of the country, based on regional data for 2010 and 2015. We used a multiple linear econometric model and tested multicollinearity. Findings & Value added: The analysis confirms that there is a positive correlation between export of goods and gross regional product and between foreign direct investment and gross regional product. That is why it is necessary to pay attention to the effective use of existing trade opportunities, especially within the framework of the Ukraine — EU Association Agreement, and to elaborate directions for further expansion of export activities. It is important to provide simpler and more understandable conditions in order to attract foreign investments in Ukrainian regions. Our study also shows that there is no influence of the average resident population on gross regional product. In many aspects, the interaction between demographic and economic components takes place through the labour market. This situation indicates that insufficient attention is given to regional employment issues, and the quantitative and structural imbalance is observed on the labour market at the regional level. In our opinion, to improve the situation, targeted activities should be elaborated on in the frame of regional development programmes.

The paper characterizes the nature of public regional policy in terms of strengthening of competitiveness and economic security in conditions of decentralization reform. It reveals the problems of institutional background of administrative and territorial reform and shows the threats to economic security of territorial communities. Methodical approaches to organization of monitoring of regional competitiveness and economic security parameters are outlined. The paper argues that suggested estimation indicators can become the ground for assessment of competitiveness and economic security condition in the regions, for detecting of bottlenecks and weaknesses and for elimination of threats. Main threats to realization of competitive advantages and maintaining of economic security in Ukrainian territorial communities are presented and a set of measures to implement efficient regional policy of economy competitiveness increase and economic security maintenance in territorial communities is suggested. The paper provides evidence that reforming of regional development policy should secure:  transition from a “single center” policy to consideration of multi-hierarchy interests of economic entities at regional level based on the principle of vertical and horizontal coordination of measures of regional development stimulation and regional security strengthening; complex regulating impact based on the use of hybrid tools and mechanisms of regional development and security stimulation. The paper confirms that the following should become the priorities of such policy in conditions of decentralization: optimization of territorial basics of public authority with distribution of competences of local executive authorities and local governments; improving of regions residents’ life quality, reducing of differentiation by human development index and forming of polycentric system of territorial development; implementation of interregional projects and programs of efficient use of local resources; introduction of criteria of “problem” territories’ assessment in regions as well as efficient mechanisms of public support of interregional integration. Special attention is paid to the fact a region’s economy competitiveness is largely determined not only by its ability to “win” in competition with similar economic systems of the country, but by participation in megaregional groupings as well.

Sustainable development of rural areas and the agricultural sector is very important for resource regions, the gross regional product of which is formed by 50% due to extraction and processing of minerals. In order to be able to conduct a competent policy for the development of agriculture in municipal areas, it is necessary to assess the existing potential of rural areas in the municipal districts. The article describes the application of the author’s approach to the assessment of the resource potential for the development of agriculture in the region by the example of the Kemerovo region. It features indicators of the resource potential of rural territories, which determine various aspects of the development of the territory: economic, social and infrastructural. The data of the municipal statistics of the official websites of Russian Federal State Statistics Service (Kemerovo Statistics Agency) are used as a basis for analysis and evaluation. The results of the analysis allow the authors to rank the municipal districts according to the method of rating evaluation based on the proposed indicators. The paper involves some conclusions about the priorities for the development of agriculture in certain municipal areas of the region.
