The purpose of the study is to prove the need to use the foresight methodologies for rural development strategic planning and forecasting tool. In the course of the study, the following methods were used: strategic planning and forecasting, foresight technologies (expert survey and expert opinions), comparative analysis. The scientific novelty of the study is determined by the formation of a set of practical recommendations on the use of foresight tools at the municipal level of management in rural areas. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural areas from the perspective of long-term improvement of their economic and social component. A brief analysis of the current state and development of foresight research in the Russian Federation is presented. The Federal District, as the highest link in the economic zoning of the Russian Federation, is the most important element of the national economic system, which largely determines the features of its functioning. The article provides an overview of the internal differences of the federal districts of the Russian Federation in terms of gross regional product. This indicator is one of the most important indicators of the specificity of the socio-economic development of the regions, and also, to a certain extent, reflects the possibility of their balanced functioning. Based on the official data presented on the website of the Federal State Statistics Service, the federal districts of Russia were ranked according to the indicator under study and their typology was presented. Within the framework of this typology, groups are identified that reflect the differences between the constituent entities of the Russian Federation in the distribution of gross regional product per capita in federal districts with its value above or below the average Russian level, respectively. Within each federal district, entities with maximum and minimum values of gross regional product per capita were identified. On this basis, an intra-district imbalance coefficient is calculated, reflecting the degree of the gap in the levels of socio-economic development of the constituent entities of the Russian Federation within the corresponding federal district. A brief description of the federal districts belonging to two different types is given in terms of the balance of their socio-economic development. The general trend of dependence of the coefficient of intra-district imbalance on the level of regional development is shown. There are some features that need to be taken into account when formulating development programmes and strategies at the federal district gape.

The article examines the role of regional development institutions in the infrastructure support of the socio-economic development of the constituent entities of the Russian Federation. Changes are revealed at the meso-economic level that are possible in the post-industrial development of the economy of the constituent entities of the Russian Federation. As a result of the study, it was concluded that 48 percent of the total funds available from regional development institutions accounted for the five leading regions: the Republic of Tatarstan, Moscow and Moscow Regions, Lipetsk, Kaluga Regions and St. Petersburg. By the share of gross regional product (GRP), the list of regions was headed by the Kaluga and Lipetsk regions, which is explained by the large volumes of investments attracted through development institutions and the relatively small size of the regional product and the population of these regions. The authors summarize the experience of managing regional development institutions, conclude that it is necessary to increase the degree of influence on the development of the economic and social infrastructure of the regions of the Russian Federation as a whole, as well as to eliminate regional imbalances in development. The main directions in the implementation of this approach are: Creation of an organizational mechanism for the formation of management structures to coordinate socio-economic development (for example, project administrations) on the territory of several constituent entities of the Russian Federation or several municipal entities within the framework of one constituent entity of the Federation. Development of financial mechanisms to support the activities of these inter-regional and inter-municipal administrations (hereinafter referred to as project administrations). Improving the mechanisms of interaction between state and municipal authorities, public organizations and other civil society institutions and business structures operating in the territory of several constituent entities of the Russian Federation and / or municipalities.

Migration processes play a significant role in the socio-economic and demographic development of the Russian Federation. According to Rosstat, in more than 50 % of the constituent entities of the Russian Federation in 2019, there is a migration decline in the population. It can also be noted that the most attractive for the population are large cities with a high level of socio-economic development. In this regard, the aim of the study is to assess the factors of mutual influence of the migration behavior of the population and the socio-economic development of the territory on the basis of agent-based modeling methods. The Republic of Bashkortostan was chosen as the object of the study, as the region with the highest level of migration loss in the Volga Federal District. According to the strategy of the Republic of Bashkortostan for the period up to 2030, the Government of the Republic of Belarus faces the difficult task of making effective management decisions that will lead to an increase in the socio-economic development of the territories and, consequently, to an increase in the level of migration growth. A distinctive feature of this study is the use of agent-based modeling (to take into account the individual characteristics of agents), fuzzy logic (to form the rules of behavior for agents) and GIS maps (to take into account the geographic location). A modular scheme for the functioning of the economic-demographic model has been developed, which describes the events, the agents that participate in them, and the methods by which they were implemented. An algorithm for the implementation of the "Migration" block has been developed, which describes the logic of the migration behavior of the "Man" agent and his reaction to changes in socio-economic indicators taken into account within the framework of the "Municipality" agent. According to the results of the study, scenarios for the development of municipal districts of the Republic of Bashkortostan were substantiated on the basis of data from the Ministry of Economic Development and Investment Policy of the Republic of Bashkortostan, as well as the program "Comprehensive development of single-industry towns in the Republic of Bashkortostan".

Knowledge and skills concentrated in human capital are increasingly important factors of economic development. However, there is a lack of a methodology for determining, which skills are necessary for the efficient industrial development. To this end, we examine skill requirements of regional employers potentially leading to an increase in economic indicators. Skills in demand were compared with predicted indicators based on a se mantic content analysis of vacancy databases in various regions of the Russian Federation. It was revealed that the list of demanded competencies depends not on a geographical aspect but on a specific profession. An analysis of the obtained data demonstrated that the growth in demand for highly qualified employees in the Russian Federation is correlated with an increase in gross value added of relevant industries. A linear correlation between gross value added per employee and the need for skilled specialists was demonstrated on the example of the transport sector. The proposed methodology can be used by educational organisations for targeted training of specialists, as well as by employers and experts for forecasting medium- and long-term socio-economic development of Russian regions.
