Рассматриваются цели, задачи и текущие результаты проекта «Безопасный Интернет». В этой связи формулируется мотивация создания проекта в условиях геополитической и цифровой трансформации глобального информационного общества. Кроме того, иллюстрируются основные результаты, полученные в ходе реализации проекта. При этом, авторами (с учетом футурологических прогнозов) дается краткий обзор вариантов развития политической и цифровой трансформации, а также - предлагаются горизонты развития предметной области настоящей работы и проекта «Безопасный Интернет». Фактически демонстрируются текущие достижения проекта и намечаются пути его совершенствования в современных условиях состояния и динамики глобального информационного пространства. The goals, objectives and current results of the "Secure Internet"project are considered. In this regard, the motivation for the creation of the project in the context of the geopolitical and digital transformation of the global information society is formulated. In addition, the main results obtained during the implementation of the project are illustrated. At the same time, the authors (taking into account futurological forecasts) give a brief overview of the options for the development of political and digital transformation, as well as suggest the development horizons of the subject area of this work and the project "Safe Internet". In fact, it demonstrates the current achievements of the project and outlines ways to improve it in the current conditions of the state and dynamics of the global information space.

The article analyzes the challenges of the state identity of the Russian society in the process of formation of the global information society. The article considers the meme as an information and communication construct, examines its role and influence on the formation of state identity and its application at the state level and in politics. The article analyzes the specifics of the Russian identity in the context of transformation into a new form, as well as the trends of its functioning in the current modern realities, as a result of the influence of external actors on it and the increasing role of Westernization. The conclusion is formulated that the meme is an independent cultural variable that influences the functioning of state identity within the global information society.

On the XX turning point and the 21st century with important process occurring in the sphere of functioning of the civil service, including the state archival service, there is a transformation to the global information society, of which providing the free flow for information is a base in an electronic form. The development of electronic administration and becoming widespread are standing the on-line documentation new challenges in collecting, taking over, protecting and making archival materials available before the state archival service. He/she requires not only a computer development of infrastructure and giving the essential provisions essential for the appropriate circulation to the on-line documentation, but also preparing authors and archivists for assessing (of classifying and classifying) of on-line documentation. New tasks are standing in the sphere of disseminating archive information in an electronic form. Legal grounds for creating, the protection and correct practical functioning of databases at national archives consist of two types of provisions: 1) general, which constitutional bases are regulating you and civil rights, principles of operation of administration and public institutions and the process of the computerization of the public sector; 2) detailed – of archival law which is resolving principles of archival activity. Databases are playing an important role in the computerization of national archives and disseminating archive information amongst citizens. Still they are essential of action in favour of increasing their effectiveness and the public application as part of the realization of the concept of development of the global information society. Otherwise national archives and their users will be ruled out computer, when existing solutions in implementing electronic administration and managing the on-line documentation will remain on the margin of the worldwide process for the computerization.

The article evaluates the economic, military, social and humanitarian opportunities of Russia in the emerging global information society based on the World Wide Web. The author notes that in spite of the significant economic potential of the internet and its contribution to the world economy, today there is a tendency towards militarization of information space and the growth of the importance of issues of global information security. This trend is a reflection of international system's shifting towards multipolarity. This process is accompanied by the growth of conflicts including superbugs attacks Stuxnet on Iran’s Bushehr nuclear power plant, WikiLeaks revelations, Snowden affair. Russian diplomacy is trying to foster the development of global rules regulating the information society and information security based on respect for sovereignty and equality of states. Russia is a global power center in the military-political and diplomatic dimensions of the information space, while in economic and socio-cultural spheres it acts as a regional player. At the same time, the militarization of information increases the importance and priority of the military and political information tools although it does not eliminate the need to further strengthen the economic and technological potential of Russia. Military and diplomatic potential of Russia allow it to have systemic impact on the direction of development of the global information society - that is, it makes Russia a power center in this sphere of international politics. Given that today information technology is an important component of the so-called "aggregate power" of a state, the information potential of Russia allows it to be a global center of power both online and off line.

Ensuring information security is considered as one of the priority state tasks, as an important element of national security. The development of state information policy in Ukraine should foresee the fact that all problems related to information security (formation of information legislation, counteraction to threats in the information sphere, counteraction to information conflicts, information wars, development of legal means and protection organizational measures against information wars), must be resolved holistically. The aim of the article: to investigate the principles of realization of the state request for information security. The research methodology: the methods of logical comparison, systematization and generalization, which made it possible to achieve the goal of the study. The importance of developing an appropriate, consistent state information policy aimed at obtaining a qualitatively new result in the field of information security of a person, society and the state, which would meet the state and trends of the global information society and generally accepted international and European standards in this field of interest, has been outlined. State information policy should be implemented in stages based on the use of organizational, legal and economic principles. At the first stage of the state information policy realization it is necessary to consistently reform information production in the system of state power and management as a whole, at the second - to transform the available information resources gradually into real material and spiritual benefits for the population of the country.

In the following contribution we will investigate the digital divide with respect to a philosophically and ideologically founded concept of universalisation. The documents of the World Summit on the Information Society (WSIS) show that the creation of a global information society not only concerns a technical structural transformation, but also a technical implementation of a normative guiding principle. I will show that overcoming the digital divide corresponds to the inner logic of universalisation as an ethical model of reasoning. Furthermore, we will see that in reality this formal approach to reasoning proves to be a means of realising certain ideological perspectives. This interdependency of cultural dispositions and technical developments in the global information society will be shown in five aspects: • The creation of a global social utopia based on the concept of the information society. • The objectification of the concept of universalisation in information and communication technology (ICT). • The linking of global internet use to a normative idea of the public sphere. • The tendency towards totality as a problem of the public sphere and ICT. • Possible reasons for demanding ICT-free areas.

The paper examines the challenges facing libraries in the new information environment. Accessibility and preservation of information, information ethics, promotion of media and information literacy and reading, the promotion of multilingualism and diversity in cyberspace are a reflection of the global problems, solving them libraries contribute to the creation of the information society.
