In Mexico the educational policies correspond to a decentralized model, but are       designed in the federal government and implemented in coordination with the state governments; however, municipal governments are only taken into account in complementary and tangential activities. For this reason the objective of this research was to analyze the issue of public education in the agendas of municipal governments within the state of Tlaxcala, according to the responsibilities derived from the process of national decentralization. This study provides a documentary analysis of the Municipal Development Plans, which assert that municipalities may integrate educational issues in their working agendas in multiple ways. The results identified objectives, strategies and actions in the municipalities that are imprecise and have little relation to state and municipal regulations.

This paper analyzed the territorial planning of Gramalote in Norte de Santander, Colombia, from the approaches to development planning or territorial development and its relationship with the 2010 disaster. Different approaches to development planning were reviewed from the literature available and in the light of these perspectives; a phenomenological-hermeneutical study with a qualitative approach of descriptive and documental level was carried out, by turning to municipal development plans for the 2004-2007, 2008-2011 and 2012-2015 periods which were the subject of analysis. The results show that Gramalote’s territorial planning has been inadequately carried out before and after the 2010 disaster, since it has been supported by an economic perspective characterized by sectoriality and the inability to respond effectively to the main territorial problems of environmental order. The next development plans are expected to take into account unattended factors from previous years, given the experienced lived by its inhabitants.

Fiscal centralism affects central—local relations in more ways than simply constraining local autonomy. In the case of the Netherlands, central—local policy communities, in which nongovernmental organizations may play a significant role, divide local policymaking into sectors. Responsiveness to local requirements is highly skewed. Decentralization to improve local policymaking is frustrated by the urge for equality in this one-constituency state. The pillarization in the formative decades of the welfare state contributed to the development of this characteristic of the Dutch polity. These central—local relations are not conducive to innovation, which is required for local implementation of environmental policy. Sectoral boundaries preclude the essential integration of this policy. Municipal development plans, essentially designed to improve local resources, defy centrally devised norms and even prevent proper application of environmental impact assessments in central government's decisions on motorways.

Pendataan yang bersifat manual menjadikan permasalahan pada proses dilakukannya pendataan, hal ini juga terjadi pada Dinas Pendidikan dan Kebudayaan Kota Pasuruan dimana pendataan masih bersifat manual dengan keterbatasan jumlah Sumber Daya Manusia (SDM) yang ditugaskan untuk melakukan pendataan, oleh karena itu pada kegiatan pengabdian ini dilakukan pelatihan sistem informasi untuk meningkatkan waktu pendataan dan mengurangi kompleksitas dalam proses pendataan pada pegawai di Dinas Pendidikan dan Kebudayaan Kota Pasuruan. Pelatihan sistem informasi yang dimaksud adalah sistem informasi pendataan berbasis masyarakat, yang berisikan data dasar yang diperlukan oleh Pemerintah Daerah dalam rangka penyusunan rencana pembangunan. Data informasi tidak akan memberikan manfaat jika tidak dijadikan sebagai bahan acuan dalam penyusunan rencana pembangunan sehingga pelatihan dan pendampingan perlu dilakukan untuk tercapainya tujuan.Kata Kunci : Sistem Informasi, Berbasis Masyarakat, PendataanABSTRACT Manual data collection causes problems in the data collection process, this also occurs in the Pasuruan City Education and Culture Office where data collection is still manual with a limited number of Human Resources (HR) assigned to collect data, therefore this service activity is carried out information system training to increase data collection time and reduce complexity in the data collection process for employees at the Pasuruan City Education and Culture Office. The information system training referred to is a community-based data collection information system, which contains basic data required by the Regional Government in the framework of formulating development plans. Information data will not provide benefits if it is not used as a reference in the preparation of development plans so that training and assistance are needed to achieve the goals.Keywords : Information System, Community Based, Data Collection

Subject. This article analyzes the changes in poverty of the population of the Russian Federation. Objectives. The article aims to identify macroeconomic variables that will have the most effective impact on reducing poverty in Russia. Methods. For the study, I used the methods of logical, comparative, and statistical analyses. Results. The article presents a list of macroeconomic variables that, according to Western scholars, can influence the incomes of the poorest stratum of society and the number of unemployed in the country. The regression analysis based on the selected variables reveals those ones that have a statistically significant impact on the financial situation of the Russian poor. Relevance. The results obtained can be used by the financial market mega-regulator to make anti-poverty decisions. In addition, the models built can be useful to the executive authorities at various levels for short-term forecasting of the number of unemployed and their income in drawing up regional development plans for the areas.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.
