The article deals with the method of comprehensive assessment of the investment attractiveness of a startup project and the criteria for its effectiveness. Investment attractiveness of a startup is such an economic category, which is a complex indicator of objective and subjective characteristics of a startup, characterized by the efficiency of using the property of the enterprise, its solvency, financial stability, the ability to self-development on the basis of increasing the return on capital, quality and competitiveness of products, and reflecting the feasibility of investing funds. To select the optimal criteria for the investment attractiveness of a startup and develop the necessary procedures for their use, the first part of the article considers the problems in the activities of enterprises that can affect their investment attractiveness. In relation to the selected components, the criteria for assessing their condition and the degree of influence on investment attractiveness are determined. When selecting a startup project, the authors proposed a number of important criteria, of which at least 6 were singled out. Their availability and sufficiency are necessary conditions for its intended implementation. Further, the authors propose a single method of comprehensive assessment of the level of investment attractiveness of a startup. The presence and possession of such a technique will allow the head to make up for the lack of experience in the implementation of startup projects and the development of new innovative ideas, as many, falling into force majeure experience confusion and panic, which often leads to significant financial losses. To do this, a number of elements that have the greatest impact on investment characteristics are pre-allocated in the structure of the proposed business startup. Thus, this study helps potential investors of financial resources in new start-up projects to carry out forecasting in advance and avoid the main problems that arise in front of them when applying the developed methodology of their assessment.

Based on a review of the recommendations of various scientists, the article presents measures to strengthen the solvency and financial stability of companies in various fields of production. These include effective receivables management, accelerated capital turnover, increased profits and cash flow. The article reveals the concept of financial stability as the main criteria of the company’s financial condition. As well the negative aspects of the financial condition of companies are discussed. All negative factors divided into three groups based on their characteristics: general economic factors, state factors, and market factors. The model of accounts receivable management, which includes three stages is presented. It is concluded that a high share of accounts receivable as part of assets can lead any company to loss of solvency. Ways to improve the structure of funding sources, aspects of increasing return on capital are considered. Several recommendations given to reduce the duration of capital turnover in order to increase the company’s solvency. As a factor of increasing profits a possible ways of minimizing costs are investigated. Ways of increasing production volumes are highlighted and described, measures to increase cash flow are analyzed. Considerable attention is paid to the irrational management of cash flows.

The algorithm of management of diversification of the enterprise which is based on unity of three main spheres of activity, namely: operational, investment and financial is offered. This combination allows to take into account the comprehensive support of diversification programs and eliminate imbalances and imbalances in the development of enterprises that may arise during the diversification of production. The analysis and generalization of theoretical preconditions of formation of programs of diversification is carried out, the review of sources in the field of management of production programs at the enterprise level, diversification of production, balanced development is carried out. The research methods are comparative analysis and synthesis, reproductive method, modeling. As an indicator of the feasibility of diversification used the excess of future return on capital of the enterprise over its value. A diversification program should be adopted when such a ratio is the maximum of the alternatives for a given development option, and should be rejected if it is not supported in different diversification options. It is revealed that diversification of production activity is one of the ways of development, which affects the investment, financial, operational spheres, leading to sustainable qualitative and quantitative changes of the enterprise. This method of development, acting as a way to reduce risks, helps to increase the financial stability of the enterprise, and hence increase its potential. The created algorithm allows to carry out management of diversification of activity of the enterprise taking into account such important components as cost of the capital and its profitability. The use of the proposed algorithm article is only one of the ways to manage diversification, which should be combined with budgeting, economic and mathematical modeling, methods of expert evaluation, the creation of simulation models and more. Today there is a need to develop indicators of the effectiveness of diversification programs, assess the feasibility of their implementation and develop models that take into account the peculiarities of the functioning of enterprises in different sectors of the economy.

The paper analyzes central banks macroprudencial policy and its instruments. The issues of their classification, option, design and adjustment are connected with financial stability of overall financial system and its specific institutions. The macroprudencial instruments effectiveness is evaluated from the two points: how they mitigate temporal and intersectoral systemic risk development (market, credit, and operational). The future macroprudentional policy studies directions are noted to identify the instruments, which can be used to limit the financial systemdevelopment procyclicality, mitigate the credit and financial cycles volatility.

This article analyzes the key patterns of the dividend policy and the problem of the “dividend puzzle” in the general context of the development of the stock market in Russia. The article consists of two parts.In the first part we summarize main research trends of dividend policy in modern economic theory (the classical Modigliani—Miller theory of dividend irrelevance, agent and signal hypotheses, the smoothing model, the catering theory, etc.). We emphasize the theoretical analysis of motivation of the largest Russian companies for profit allocation and dividend payout, based on a sample of 236 joint stock companies. Since 2012, a steady increase in dividend payments has been revealed in both private and state-owned enterprises (SOEs). The bulk of dividend payments from SOEs accounts for only 12 major companies. Along with an increase in the market value, dividends have become an important factor in the total return on shares. Under current conditions, the probability of paying dividends depends not only on the size of the company and indicators of its’ financial stability, but also on the presence of the state in the capital of companies. However, the relationship between the probability of paying dividends and state participation in the ownership structure is not universal and can be explained by specific factors that go beyond the classical dividend theories.In the second part we will analyze the patterns of stock market performance and dividend policy of the largest Russian companies, motivation for dividend payouts and special aspects of SOEs policy.
