At present, the formation and development of the transport and logistics system is recognized as a promising area of the regional economy. This is due to the intensive development of transport logistics and the creation of a single European transport space in the framework of the transport policy of the European Union TEN-T. The article provides a predictive assessment of the indicators characterizing the development of the regional transport and logistics system of the Prydniprovsky economic region using economic and mathematical tools, and on this basis the trends in its functioning are identified. It should be noted that forecast estimates should be considered forecasts – a warning. That is, while maintaining an insignificant level of labor productivity and its decline, low capital productivity of capital investments for the coming years, the volume of transport activity (rail and road) of the Prydniprovsky economic region may significantly decrease. As a result of the study, a set of measures has been proposed, the implementation of which will transform the transport and logistics system of the region. These include: development of a strategy for the development of the transport and logistics cluster as a component of the regional transport and logistics system; development and implementation of a financial support mechanism for managing the development of the transport and logistics cluster; reconstruction of existing and creation of new facilities of appropriate logistics infrastructure; creation of optimal multimodal logistics chains, including through the expanded use of energy-efficient modes of transport; attracting private investment in the technical modernization of the port infrastructure of the Berdyansk seaport; intensification of innovation with the use of various forms of pre-ferences (loans, guarantees, tax benefits, subsidies) for the development of the seaport; transfer of port facilities for concession or lease; the use of information technology to manage the transport and logistics system of the region; implementation of the concept of «green» logistics, which will allow combining ecology and economy into a single system to preserve the region’s ecosystem and environment using environmentally friendly technologies in the field of transport and storage facilities; the introduction of digital logistics as a mechanism for the development of the transport and logistics system. It is proved that for balanced sustainable development of the regional transport and logistics system it is expedient to develop a cluster model of organization of logistics activities in the economic region, which means a conceptual approach that involves the creation and operation of transport and logistics cluster. The cluster model includes the following blocks: a single set of processes of logistics activities; members of the transport and logistics cluster that organize these processes; algorithm of cluster formation and functioning; mechanisms for forming partnerships of cluster members; financial support for cluster development; achieving a synergetic (economic, social and environmental) effect from the sustainable development of the transport and logistics cluster on the basis of stimulating the region. In order to form a transport and logistics cluster in the Carpathian economic region, it is necessary to create appropriate institutional conditions, which are: improving the legislative and regulatory framework for the development of the transport sector and the organization of logistics activities, taking into account the regional component; development of the Strategy of complex development of the regional transport and logistics system on the basis of modernization of the transport infrastructure; development and implementation of organizational and economic mechanism for managing the development of the transport and logistics system of the economic region using the tools of "green" logistics and digital technologies; Improving the mechanism of financial support for the development of transport and logistics system through the use of financial instruments such as venture capital, crowdfunding, international public-private partnership based on private investment, credit institutions, foreign investment resources, grants from international financial organizations, investment funds.

Based on the analysis of the dynamics of the regional transport and logistics system of the Black Sea economic region, many barriers to its effective functioning have been identified, which are conditionally divided into 10 groups: political, institutional, investment and financial, infrastructure, logistics, tariff, customs, innovation, informational, ecological. It is proved that to eliminate these barriers it is advisable to develop a cluster model of logistics activities in the economic region, which means a conceptual approach that involves the creation and development of transport and logistics cluster as a mechanism for sustainable functioning of regional transport and logistics system. The cluster model includes the following blocks: a single set of processes of logistics activities; members of the transport and logistics cluster that organize these processes; mechanisms for forming partnerships of cluster members; financial support for cluster development; achieving a synergetic (economic, social and environmental) effect from the sustainable development of the transport and logistics cluster on the basis of stimulating the region. Modern business conditions require the implementation of the financial support mechanism for the transformation of transport and logistics systems using non-traditional sources of funding, including "green" investments. The key instruments of "green" financing for transport infrastructure modernization, which are effectively used in different countries, include: "green" bonds, "green" loans, grants, guarantees, technical assistance, money of "green" investment funds. This paper is devoted to the analyzes of the dynamics of environmental indicators of the regional logistics system taking as an example the economic region "Polissya". On this basis, modern environmental problems of the district's logistics system have been identified. An analysis of the development of world markets for "green" bonds, "green" loans and sustainable investment assets is made. Peculiarities and characteristic features of "green" financing instruments for the development of logistics systems of different levels are considered. As a result of the research it is established that in the Ukrainian realities it is expedient to apply the advanced international experience of realization of the "green" financing of infrastructure projects mechanism in economic areas. This will successfully transform regional logistics systems in the context of the green economy and achieve sustainable development of transport infrastructure.

Implementation of the cluster model of organizing logistics in the economic region will contribute to the synergetic (economic, social and environmental) effect.

This, and the following three papers, where first presented at GNSS 99, the Second European Symposium on Global Navigation Satellite Systems held in Genoa, Italy from 5th to 8th October 1999.Galileo is being developed as the European contribution to the next generation of navigation satellites to replace GNSS1. Sponsored by the European Union, Galileo will be a civil, internationally controlled and operated system that will secure the long-term availability of satellite-based navigation services for multi-modal purposes throughout the European region and beyond. Galileo will be designed to support a wide variety of applications. These include professional navigation, position reference, safety, emergency, tracking, sport/leisure and governmental. Such services may be open to all, for safety-of-life applications, or for commercial users. In the case of safety and commercial applications in particular, it is imperative that the appropriate institutional control and regulatory framework is in place for purposes of safety and economic regulation. To ensure that the various parties understand their obligations and liabilities, clear legal instruments must be put in place to support the organisational framework. It is planned to attract private investment to fund elements of system development and operation through Private/Public Partnership arrangements. At present there is no institutional, regulatory or legal framework that will enable the early impetus to Galileo development to be maintained. This presents a challenge that Europe must address without delay. It has been the subject of several European Commission studies in the past twelve months. In a complementary activity under contract to the European Space Agency (ESA), a European industry consortium comprising Alcatel, Alenia, DASA and Matra Marconi Space was tasked to complete the preliminary design of the space and ground segments by the Autumn of 1999. One task of this study, led by Matra Marconi Space, relates to a study of the impact of institutional, regulatory and legal issues on the organisation and development of Galileo. This paper describes the studies undertaken into these issues within the overall Galileo development programme.

The partnership agreement between the European Union and the Member States for the implementation of the European Structural and Investment Funds for the period 2014 to 2020 is in its final phase. This study analyzes the multiplier impact on regional investment of the European funds made available to the northern region of Portugal - NUTS III, until September 2018 and intends to answer the following questions: What is the amount invested in the regional economy for each euro of support allocated by the EU through the H2020 program, and what is the percentage distribution of community support versus investment per area of intervention?

The article deals with the problem of forming a reasonable level of stocks of material resources of the logistics system of a manufacturing enterprise. It was stated that in the share of material resources of industrial enterprises, the leading place is occupied by stocks of raw materials, materials, semi-finished products, and blanks. The latter belong to the category of inventories. Therefore, the management of this type of material resources is one of the most urgent tasks for enterprises. In this regard, there is a need for a modern approach to the problem of managing stocks of material resources and the economic assessment of the profitability of creating production and commercial stocks. And at the same time, one of the important questions is to determine their optimal volume. It was found that when forming stocks of material resources, it is necessary to simultaneously comply with the requirements for the sufficiency of their volume to ensure the normal operation of the enterprise's logistics system, to reduce their volume as much as possible while increasing the degree of mobility, and to minimize the total costs associated with the formation of stocks. An analog model for assessing the economic efficiency of the influence of changes in the size of the stock of material resources on the comparative economic effect of the logistics activities of an enterprise is proposed for practical use. This model takes into account the causal relationship between natural (partial) and cost (generalizing) indicators of the inventory management system of material resources and provides an opportunity to calculate the comparative economic effect of changes in the volume of inventories at the enterprise. In practice, this will make it possible to economically substantiate the decision on the need to form stocks of one or another type of material resources. It is shown that the economic effect of the functioning of the logistics system of a manufacturing enterprise is significantly influenced by the growth of fixed and circulating assets. To determine the assessment of the impact of the growth of fixed and current assets on the value of the economic effect, an analog model is proposed. The main structural elements of such a model are an increase in capital investments in fixed assets, an increase in profits from product sales, a change in logistics costs, an increase (savings) in investment in current assets, a change in the cost of production. These factors are directly related to the growth of depreciation charges, the increase in profits from the acceleration of inventory turnover and the increase in net profit. Taking into account the results of the studies performed, it was found that the economic effect is formed by the total discounted net profit and the amount of depreciation (provided there are no penalties) minus the total additional capital investments in the enterprise. To calculate the economic effect, a corresponding mathematical relationship is proposed. The key words: enterprise, stock, stock size, material resources, evaluation, relative economic effect.

Urban underground logistics system is a newly emerging concept, and there is no molded sample project to provide reference information. So there exists much uncertainty in its development, and such uncertainty will have some impact on overall development of the system. In this paper, gray analytic hierarchy process analysis will be used to evaluate the risk factors in the development of urban underground logistics system. And then, we use the empirical analysis to quantify the risk of the development of urban underground logistics and provide references for the development of urban underground logistics system.
