ABSTRACTThe aim of the International Cooperation Development is to improve the living conditions of people in developing countries so that they can meet the basic needs of the human family (United Nations Millennium Declaration of 2000). However, the international cooperation that the great texts refers to, which include human rights, is not identified with this other modality, which agrees "to the development". By contrast, the notion of cooperation founded in its basis has not enabled the aim that the genuine international cooperation between peoples and nations must fulfil, which is clearly indicated by the Universal Declaration of Human Rights and the International Convention on Economic, Social and Cultural Rights as well as the Spanish Constitution of 1978: the full realization of the social, economic and cultural rights, essential for the free development of the personality (as an active dimension of the human dignity). And, therefore, its purpose is defended as a (additional) guarantee for the satisfaction of basic human needs.RESUMENEl objetivo de la Cooperación internacional al desarrollo consiste en mejorar las condiciones de vida de las personas en los Países en vías de desarrollo, para que puedan satisfacerse las necesidades básicas de la familia humana (Declaración del milenio de 2000 de Naciones Unidas). Sin embargo, lcooperación internacional al desarrollo, desarrollo, necesidades humanas básicas, derechos humanos,derechos sociales, económicos y culturalesa cooperación internacional a la que se refieren los grandes textos que recogen los derechos humanos no se identifica con esta otra modalidad, que se adjetiva “al desarrollo”. Por el contrario, la noción de cooperación que se encuentra en su base no ha permitido el objetivo que ha de cumplir la auténtica cooperación internacional entre los pueblos y las naciones, que indican de forma clara la Declaración Universal de los Derechos Humanos, el Pacto de Derechos económicos sociales y culturales así como la Constitución Española de 1978: la plena efectividad de los derechos sociales, económicos y culturales, indispensables para el libre desarrollo de la personalidad (como dimensión activa de la dignidad humana). Y, por ello, se defiende su función como garantía (complementaria) para la satisfacción de las necesidades humanas básicas.

AbstractSeveral provisions of the Convention on the Rights of the Child contain references to international cooperation, sometimes in combination with a reference to the needs of developing countries. This article explores whether these references, in light of the interpretation given by the Committee on the Rights of the Child and of other human rights treaties which contain similar wording (in particular the International Covenant on Economic, Social and Cultural Rights and the Disability Convention), amount to a legal obligation to cooperate internationally for development in the field of economic, social and cultural rights. While it is not possible to establish the existence of a legal obligation to provide development assistance in general – which would amount to an extraterritorial obligation to fulfil – legal obligations to respect and protect economic, social and cultural rights of children in third countries do apply. Moreover, the CRC Committee has clarified some specific obligations of fulfilment for donor countries, such as, amongst others, the allocation of 0,7 per cent of GDP to development assistance, and the adoption of a rights-based approach to development cooperation, in which children's rights are mainstreamed.

O presente ensaio, que tem como tema a “afirmação dos direitos humanos como desenvolvimento da identidade salesiana”, tem por objetivo afirmar o nexo interno entre o desenvolvimento da identidade salesiana e a afirmação dos direitos humanos. Desenvolve-se a partir de uma abordagem filosófica, histórica e pedagógica. Ele expõe os elementos desta fundação e sua relação com a cidadania. Primeiramente apresenta o carisma de Dom Bosco presente na Itália do século XIX. Mostra o conflito entre Igreja e Estado, bem como a posição particular do fundador que opta por formar bons cristãos e honestos cidadãos, através de uma pedagogia inédita, o “sistema preventivo”. Na ação preventiva Dom Bosco articula os seguintes elementos categoriais: religião, razão e “amorevolezza”, apresentados no segundo momento do trabalho. Sendo que a religião é o elemento fundante do “sistema preventivo”, que dá ao mesmo o sentido da ação, concebida como uma prática permeada pela razão, e “amorevolezza” possibilitando ao jovem o desenvolvimento livre de seu próprio projeto de vida. A razão também ligada aos outros dois elementos do tripé manifesta- se na coerência dos princípios e organização dos meios adequados para a execução dos fins. A “amorevolezza”, por sua vez ligada aos elementos anteriores, é o centro do método preventivo, possibilitando a aproximação do educador e do educando. Por fim, no terceiro momento apresenta o nexo interno entre o carisma salesiano e a defesa dos direitos humanos. Mostra que os salesianos de hoje, com sua presença mundial, rearticulam seus elementos originários, ampliando o sentido do humanismo integral, que passa da dimensão comunitária, para à cidadania nacional e universal, por meio da afirmação da dignidade e dos direitos humanos, num amplo diálogo comunicativo pluralista com as diversas culturas, pelo método preventivo. Diálogo.AbstractThe affirmation of human rights and development of the Salesian identityThis essay, with the theme "affirmation of human rights and development of Salesian identity", aims to affirm the inner nexus between the development of a Salesian identity and the affirmation of human rights. It develops from a philosophical, historical and pedagogical approach. It exposes the elements of the foundation and its relationship to citizenship. First, it presents the charism of Don Bosco in Italy in nineteenth century, showing us the conflict between Church and State, as well as the particular position of the founder, who chooses to form good Christians and honest citizens, through a unique pedagogy, the "preventive system". In the preventive action Don Bosco articulates the following categorical elements: religion, reason and "amorevolezza", presented at the second part of this essay. Religion being the fundamental element of the "preventive system" confers to it the same sense of action, conceived as a practice permeated by reason, and "amorevolezza", enabling young the free development of his life project. The reason is also linked to the other two elements of the tripod and it is manifested in the coherence of principles and organization of appropriate means to carry out the purposes. The "amorevolezza" in turn linked to the foregoing is the center of the preventive method allowing building closer ties between educator and student. Finally, the third point shows the inner nexus between the Salesian charism and human rights, evincing Salesians today, with its worldwide presence, rearticulating its original elements, expanding the sense of integral humanism, surpassing the community dimension to national and universal citizenship by the affirmation of human dignity and human rights in a broad communicative and pluralistic dialogue, with diverse cultures, through preventive method.ResumenLa afirmación de los derechos humanos y el desarrollo de la identidad salesianaEste ensayo, con el tema "afirmación de los derechos humanos y el desarrollo de la identidad salesiana", tiene como objetivo afirmar el vínculo interno entre el desarrollo de la identidad salesiana y la afirmación de los derechos humanos. Desarrolla desde un enfoque filosófico, histórico y pedagógico. Él expone los elementos de esta fundación y su relación con la ciudadanía. En primer lugar presenta el carismade Don Bosco en Italia en siglo XIX. Muestra el conflicto entre la Iglesia y el Estado, así como la posición particular del fundador, que elige formar buenos cristianos y honrados ciudadanos, a través de una pedagogía única, el "sistema preventivo". Por último, el tercer punto presenta la conexión interna entre el carisma salesiano y los derechos humanos. En la era actual de globalización política, los Gobiernos mantienen su función tradicional de protagonistas en el sistema internacional (de derechos humanos). Al mismo tiempo, sin embargo, se espera que conciban instrumentos que potencien al máximo su capacidad para adaptarse a las necesidades de una protección efectiva de los derechos humanos debido a las «condiciones actuales». En verdad, si uno se para a reflexionar acerca de la cada vez mayor diversidad de actores internacionales y a considerar «la ley internacional en su variedad infinita», la cuestión es si el régimen internacional de derechos humanos de hoy en día es en realidad diferente hoy del de épocas anteriores. Al considerar la interacción entre la política (global) internacional y la ley internacional de derechos humanos, el artículo propone —en términos de desafíos— una reconsideración de las obligaciones (positivas) del Gobierno de conformidad con la naturaleza circular de la protección internacional de los derechos humanos.Publicación en línea: 11 diciembre 2017

The article is devoted to the United Nations Organization, which turns 75 this year. The article reveals the cooperation between Ukraine and the UN. Despite the ongoing aggression by the Russian Federation, Ukraine pays special attention to the UN's efforts to maintain international peace and security, considering participation in it as an important factor in its foreign policy. Ukraine is an active participant in the activities of the UN system in the field of human rights, a party to all major UN human rights instruments, including the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the Optional Protocols and the International Convention on the Elimination of all forms of racial discrimination. Since March 2014, at the invitation of our state, the UN Monitoring Mission in the field of human rights has been operating in Ukraine, recording the human rights consequences of Russian aggression. Our country receives significant technical, advisory and financial assistance from UN specialized agencies, its funds and programs, in particular, in the areas of democratic governance, poverty alleviation, achieving the National Sustainable Development Goals, supporting public administration, combating HIV / AIDS and other serious diseases, environment. In connection with the above, it should be emphasized that Ukraine, as a founding member of the United Nations, does not stand aside, but actively cooperates with this respected international organization in all areas of its activities. Ukraine remains a supporter of strengthening and increasing the effectiveness of the UN and adapting to modern challenges in the world. ABSTRACTThe subjects of Management (Bachelor of Business Administration) and Promotion (Bachelor of Advertising and Public Relations) perform charity market promotional campaign organized by the students of nursery and primary public school in Castellón (Spain). The objetives and competences defined in the project were successfully achieved, improving teamwork, communication, critical capacity and social awareness of the university. The cooperative methodology significantly increased motivation to effectively manage the transmission of knowledge from classroon to society.RESUMENLas asignaturas dirección comercial (licenciatura de administración y dirección de empresas) y promoción comercial (licenciatura de publicidad y relaciones públicas) realizan la campaña promocional del mercadillo solidario organizado por los alumnos de infantil y primaria de un colegio público en la localidad de Castellón (España). los objetivos y competencias definidas en este proyecto fueron alcanzados de forma satisfactoria, mejorando el trabajo en grupo, la comunicación, la capacidad critica y la concienciación social de los universitarios. la metodología cooperativa incrementó notablemente la motivación al aconseguir gestionar de manera eficaz la transmisión del conocimiento de las aulas a la sociedad.

The official development aid provided by donor countries does not solely depend on government decisions; it is also affected by trends in public opinion. This means that it is important to find out more about the opinions, views and attitudes of the citizens of donor countries. In spite of this, very few research studies have specifically analysed the opinions of people from rural areas. The aim of this research is to analyse the attitudes of the inhabitants of rural areas in northeast Spain to assess the degree of support for policies of international cooperation and development. To this end we carried out a survey of 403 people resident in small towns, selected using a stratified sampling process. We then conducted multivariate statistical techniques of the information we had gathered, in which we found that there were three types of individuals according to their level of interest, concern and action: aware but not actively involved, not interested and passive, and proactive with strong convictions. This research has shown that educational level, size of the town and age all influence the person’s interest in the problems affecting the rest of the world and their support for international cooperation.
