Artikel ini bertujuan untuk menganalisis efektivitas kinerja implementasi pemberantasan Illegal, Unreported, Unregulated Fishing (IUUF) menuju Legal, Reported, Regulated Fishing (LRRF) di Indonesia. Potensi sumber daya ikan sebesar 1.772 triliun terancam musnah dengan masifnya IUUF. Pemberantasan IUUF telah dilaksanakan secara intensif mulai dari tahun 2015. Akan tetapi, IUUF masih masif di wilayah pengelolaan perikanan Negara Republik Indonesia. Metode penelitian dilakukan dengan studi literatur, temuan data-data sekunder, wawancara dilakukan dengan snowball kepada narasumber dan informan pemilik otoritas dan praktisi yang terkait dengan praktek pemberantasan IUUF. Hasil penelitian pemberantasan IUUF melalui pemberian sanksi penenggelaman efektif membuat terapi kejut tapi tidak menimbulkan efek jera, internalisasi penyadartahuan kepada nelayan dan pelaku usaha, penguatan sarana dan prasarana pengawasan, dan penguatan peran Indonesia di Kawasan ASEAN diprediksi efektif dalam mengatasi IUUF menjadi LRRF. AbstractDespite high effort for food traceability to ensure safe and sustainable consumption, mislabeling persists on seafood markets. Determining what drives deliberate fraud is necessary to improve food authenticity and sustainability. In this study, the relationship between consumer’s appreciation and fraudulent mislabeling was assessed through a combination of a survey on consumer’s preferences (N = 1608) and molecular tools applied to fish samples commercialized by European companies. We analyzed 401 samples of fish highly consumed in Europe and worldwide (i.e. tuna, hake, anchovy, and blue whiting) through PCR-amplification and sequencing of a suite of DNA markers. Results revealed low mislabeling rate (1.9%), with a higher mislabeling risk in non-recognizable products and significant mediation of fish price between consumer´s appreciation and mislabeling risk of a species. Furthermore, the use of endangered species (e.g. Thunnus thynnus), tuna juveniles for anchovy, and still not regulated Merluccius polli hake as substitutes, points towards illegal, unreported and/or unregulated fishing from African waters. These findings reveal a worrying intentional fraud that hampers the goal of sustainable seafood production and consumption, and suggest to prioritize control efforts on highly appreciated species.

Illegal, Unreported and Unregulated Fishing is known as a global serious threat and become International major issues. Indonesia, as one of the biggest archipelago countries and Mega Biodiversity that has rich, various, and potential marine resources has succeeded in attracting domestic fisheries and foreign fisheries to commit Illegal, Unreported and Unregulated Fishing (IUU Fishing) practices. This research aims to understand the phenomenon of Illegal, Unreported and Unregulated Fishing in Indonesia and to understand the consequences of IUU Fishing practices to the coastal community and the maritime security state actors. This research finds that IUU Fishing practices have significant and negative impact towards Coastal communities on Economic, Environmental, and Social aspect. Furthermore, IUU Fishing practices has also significant and negative impact on the integrity of Maritime Security State Actors in protecting Indonesian waters.

ABSTRACT Sites of Listeria monocytogenes contamination in a cold-smoked rainbow trout (Oncorhynchus mykiss) processing plant were detected by sampling the production line, environment, and fish at different production stages. Two lots were monitored. The frequency of raw fish samples containing L. monocytogenes was low. During processing, the frequency of fish contaminated with L. monocytogenes clearly rose after brining, and the most contaminated sites of the processing plant were the brining and postbrining areas. A total of 303 isolates from the raw fish, product, and the environment were characterized by pulsed-field gel electrophoresis (PFGE). PFGE yielded nine pulsotypes, which formed four clusters. The predominating L. monocytogenespulsotypes of the final product were associated with brining and slicing, whereas contaminants of raw fish were not detected in the final product. Air-mediated contamination in the plant could not be proved. In accordance with these results, an L. monocytogenes eradication program was planned. The use of hot steam, hot air, and hot water seemed to be useful in eliminatingL. monocytogenes. None of the control samples taken in the 5 months after the eradication program was implemented containedL. monocytogenes.

Background:The objective of this study was to document the worldwide decline of dracunculiasis (Guinea worm disease, GWD) burden, expressed as disability-adjusted life years (DALYs), from 1990 to 2016, as estimated in the Global Burden of Disease study 2016 (GBD 2016). While the annual number of cases of GWD have been consistently reported by WHO since the 1990s, the burden of disability due to GWD has not previously been quantified in GBD.Methods:The incidence of GWD was modeled for each endemic country using annual national case reports. A literature search was conducted to characterize the presentation of GWD, translate the clinical symptoms into health sequelae, and then assign an average duration to the infection. Prevalence measures by sequelae were multiplied by disability weights to estimate DALYs.Results:The total DALYs attributed to GWD across all endemic countries (n=21) in 1990 was 50,725 (95% UI: 35,265–69,197) and decreased to 0.9 (95% UI: 0.5–1.4) in 2016. A cumulative total of 12,900 DALYs were attributable to GWD from 1990 to 2016.Conclusions:Using 1990 estimates of burden propagated forward, this analysis suggests that between 990,000 to 1.9 million DALYs have been averted as a result of the eradication program over the past 27 years.
