Recent intensive development of private law, which is presented by three successful codifications in the field of the civil, family, labor law in Russia, is noted in the article. Current changes of the Russian civil legislation as well as planned ones are described. To number of the main problems the author refers violations of the principle of good faith by participants of civil turnover, lack of effectiveness of the Federal Bailiff Service, insufficient security of the civil rights for real estate. In this regard it is necessary to form a notarial certification of real estate turnover, to keep availability of information from the state register of real estate for citizens, raise the status of the Federal Bailiff Service and strengthen its position by hiring highly qualified specialists.

Urban development principles of the “urban hill” on the right bank of the Neris river, which now is developing rather chaotically, have major importance for further formation of Vilnius urban identity and for formation of qualitative image of the capital. Toleration of further unregulated development would have a huge negative influence on urban identity, landscape, cultural heritage, real estate, and on interaction of these subjects. Therefore, it is necessary to define clear development principles of the modern centre in order to describe its complete urbanistic image and secure multifunctionality for public needs. This will make the area clear for investment, create conditions for preservation, accentuation and rational use of cultural and natural heritage. It will create objective possibilities for development management and establishment of regulation principles for the analysed area. Santrauka Vilniaus identiteto tęstinumui bei tolimesniam kokybiško sostinės įvaizdžio formavimui didelę svarbą turi šiuo metu stichiškai besivystančio Neries dešiniojo kranto ir „architektūrinės kalvos“ tolimesnės raidos urbanistiniai principai. Nereguliuojamos plėtros toleravimas darytų didžiausią neigiamą poveikį miesto identitetui, kraštovaizdžiui, kultūros paveldui, materialiam turtui ir šių veiksnių tarpusavio sąveikai. Todėl būtina nusistatyti aiškius metodinius moderniojo centro plėtros principus, kurie apibrėžtų vientisą urbanistinį centro įvaizdį, užtikrintų planuojamos teritorijos polifunkciškumą visuomeninių interesų atžvilgiu. Taptų aiškios investicinės erdvės galimybės, reglamentuotos sąlygos kultūriniam ir gamtiniam savitumui saugoti, ryškinti ir racionaliai naudoti, atsirastų objektyvios galimybės planuojamos teritorijos plėtrai valdyti ir svarbiausiems reglamentams nustatyti.

If we want securitization to become one of the main channels to attract funding in leasing activity, as the Bank of Russia predicts, one needs to revise some stereotypes. Relying on foreign and domestic research, the author gives a critical assessment of the postulate of the need for uniformity of securitized assets; proves that real estate, contrary to the traditional approach, rather than equipment and transport, prevails in securitization transactions, and explains why this happens. The article presents a new perspective on the behavior of issu- ers concerning the timing of securities circulation; considers feasibility approach to the calculation of variable character of leverage in leasing; explains pro and contra of evaluating the leasing market based on the volume of the portfolio of contracts; reveals the validity of ratings of bonds issued in the course of secu- ritization of leasing assets.

How to provide for full employment and equitable distribution of incomes and wealth are the keenest issues of the U.S. society. The Democratic and the Republican Parties have elaborated opposing views on economic policy, though both parties are certain that the problems may be resolved through the reform of the federal tax and budget systems. Globalization demands to increase incentives for labor and enterprise activity and for savings to secure proper investment rate. Tax rates for labor and enterprise incomes are to be low, but tax rates for consumption, real estate and land should be progressive.
