ESTIMATION OF THE FPV RESIDENTS’ CONTRIBUTION TO SOCIO-ECONOMIC DEVELOPMENT OF THE FAR EAST REGION

This article is all about assessment of the FPV residents' contribution to development of named region. Despite the fact that the FPV is one of mechanisms of public stimulus for the socio-economic development of the Far East, providing a business support package, currently it doesn't have a significant impact on the regional development. The actual performance of residents' activity does not meet the planned results

The article analyzes demographic problems and closely related issues of personnel shortage, which are critically important for the accelerated socio-economic development of the Far East and Transbaikal region in particular. Today, as in the past decades, there is no clear understanding of the solution of these issues in the country, moreover, there is no reliable assessment base that allows to understand the depth of the problems, their localization at the regional and municipal levels and the factors involved in the development of effective management decisions at all levels of government. Therefore, in order to develop a state policy for accelerated socio-economic development of the regions of the Far East, it is necessary to determine priorities that will be appropriately evaluated by the population through its natural movement and migration behaviour. After all, the stabilization of the population of the Far East, and its growth in the future (taking into account the tasks of the Decree of the President of the Russian Federation), is a task that should be solved primarily as a geopolitical one. Current mechanisms in the form of state programs: “Far Eastern hectare”, “Personnel support for the economy of the Far East”, “Development of the education system”, “Promotion of the Far East for work and life”, “Far Eastern mortgage” – do not work as effectively as intended. It is necessary to review the approaches to reformatting the region’s economy as a “new industrialization”, with the experience of the Stolypin reforms of the tsarist government and the Soviet era in the 70s of the twentieth century, but on other innovative principles. China demonstrates this quite well, including the Northern provinces. Their experience of reforms, for example in education, indicates a need to change the control system, expressed in the subordination of the majority of vocational schools at the provincial level, which enabled more productive to go to the formula “school- market and the government” and solve those huge human resource challenges faced by a growing economy

The subject of the research is the population decline and, as a result, a drop in the labor potential in the Far East. The relevance of the problems under study is due, firstly, to the low population density in this area, secondly, negative values of the natural movement of the population, thirdly, migration of working-age people to other regions, fourthly, relatively low indicators of standards and quality of life of citizens living in the Far East. Together, the negative factors identified in the area carry a geopolitical threat and impede the desired strategic socio-economic development of Russia. The purpose of the paper was to reveal the factors contributing to the growth of the labor potential in the Far Eastern Federal District based on an analysis of ongoing processes and existing regularities of critical interrelationships. The study is based on the analysis of changes in the population of the Far East regions, migration growth/decline indicators, life expectancy factors in the gender context, trends in loss/growth of budget incomes per capita as well as the per capita cash income. An integrated approach to increasing the labor potential of the population in the regions of the Far Eastern Federal District is proposed based on the analysis of the interrelationships of demographic, cultural, economic and social processes taking into account the concepts of self-protective behavior, human capital, and social clusterism. It is concluded that this approach can be used by government agencies in the implementation of the plan of the long-term socio-economic development of the Far East.

The article analyzes the Russian migration policy in the Far East Federal District in the period of 1990-2000. The Author researches the evolution of migration policy and its effectiveness in achieving the goals of socio-economic development of the Far East and national security of the Russian Federation. Based on the analysis of statistical data the article concludes that the current level of socio-economic development of the region does not allow to solve of the problems of leveling economic development, increasing the population of border areas and ensuring the growth of labor potential of the Far East Federal District. The author notes the long-term trend of population decline in the Far East Federal district.

The article presents an analysis of the demographic problems of the priority geostrategic territories of the Russian Far East. Such territories are characterized in the «Strategy for Spatial Development of the Russian Federation to 2025» as having a particular significance for development of the country as a whole, but differing in special conditions of the population life and functioning of the economy due to their geographical location. The main problem of the Far East geostrategic territories of the country is depopulation, which is both a factor that slows down the socio-economic development and an indicator that characterizes the low performance of this development. Components of the population dynamics that lead to its decline — natural growth and migration flows — are of particular importance. The article identifies multidirectional nature of the main demographic processes — natural growth is mainly combined with migration outflow of the population. The regions of the Far East that managed to increase their population in 2010-2018 with this combination are the Republics of Sakha (Yakutia) and Buryatia. Specific features of the Far East priority geostrategic territories in comparison with Russia as a whole are shown. The analysis is based on the «Municipal Russia» database, which summarizes the demographic statistics for all urban districts and municipal districts of the country, including those located on the priority geostrategic territories. As a result of the analysis of population dynamics, we have identified directions that can lead to an improvement in the demographic situation in the priority geostrategic territories of the Far East, and, accordingly, will contribute to the socio-economic development of not only these territories, but also the entire Russian Federation.
