Southern Protestant Voices during the Irish War of Independence and Civil War: Reports from Church of Ireland Synods

This chapter records the experiences of southern members of the Church of Ireland, the largest protestant denomination, during the period of the Irish revolution, 1919–23. The main source is one that has been rarely used in the past. It involves the speeches of Church of Ireland bishops at annual local and national diocesan synods during these tumultuous years. As both leaders and observers of their dioceses, the bishops' comments reflected many of the concerns and anxieties of their community. They recorded the violence which forced many members of the church to leave Ireland at this time. They also spoke of efforts to maintain good relations between denominations.

The history of the Church of Ireland between 1641 and 1690 has not excited much interest among historians over the past thirty years. It was not always so, and earlier generations of writers found more to describe or investigate in a period which saw effective disestablishment in the 1650s, restoration in the 1660s, and crisis in the later 1680s. Phillips devoted almost one hundred pages to these years: the 1640s and 1650s in the authoritative hands of St John D. Seymour, and the 1660s to 1680s (and beyond) covered by R. H. Murray. Mant’s History, published almost a century before Phillips, still provides a useful narrative and valuable quotations from primary sources. The much shorter treatment of J. T. Ball, first published in 1886, gave only 33 pages out of 305 to the period, but contained some perceptive comments. In other histories of the Church of Ireland the period receives more cursory treatment.

The Wood’s Halfpence affair has long been recognised as one of the most serious disputes to have occurred between the Irish and British political establishments during the eighteenth century. There is no doubt that the conflict — caused by Irish resentment over the patent granted to William Wood to coin copper halfpence for Ireland — was one of the most serious ruptures in Anglo-Irish relations between the Williamite war and the ‘patriot’ campaign of the 1750s. The simple fact is that in 1723–4 the British administration was unable to implement its policy in Ireland. The Irish parliamentary managers declined to co-operate in the implementation of Wood’s patent, the Irish privy council failed to offer advice about how the conflict might be resolved, and the Irish lords justices refused to obey the positive orders of the British government.In the past historians have argued that, shocked by the demonstrable unreliability of its Irish servants during this episode, the British government adopted a systematic policy of appointing English officials to the highest offices of Irish state and church. The appointment of Hugh Boulter as primate of the Church of Ireland in 1724 and of Richard West as lord chancellor in 1725 seemed to support such an interpretation.

The Irish Revolution was an epochal period that saw the Irish nationalist movement seek to obtain independence from the British Empire. It has received extensive scholarly attention, particularly the century-shaping 1916 Rising, the guerrilla war campaign that coloured the War of Independence 1919-1921, and an implosive Civil War between those for and against the Anglo-Irish Treaty, that raged between 1922-1923 and continues to shape present-day politics in Ireland. Key to understanding Cork, the epicentre of revolutionary activity post-1916, is an engagement with its widely-read newspapers of the time. The Irish War of Independence, also sometimes known as the Tan War or the Anglo-Irish War, was part of the Irish revolution, which consisted generally of three conflicts spanning from 1911 to 1923. The constituent struggles were the Easter Rising of 1916 and the events leading up to it, the Irish War of Independence (1919–1921) and the Irish Civil War (1922–1923). Widespread debate continues as to the exact relationship of these conflicts to each other and whether they constituted a single war or separate wars. Consensus is growing toward their distinctive, yet interconnected nature within an overarching revolution, albeit interrupted, changed, and, in many ways spurred on by World War I, spanning a period from roughly 1910 or 1911 to the end of the Irish Civil War in 1923. Further, some scholars advocate the use of the word “for” to make the title the Irish War for Independence, in place of the War of Independence. The reasoning behind this title change is that Ireland gained only limited independence from the United Kingdom in 1923 rather than complete independence or a republic separate from the British Crown. Regardless, this was a war unlike any war fought in Ireland up to that time. It was not only that it was a guerrilla war, but also that it was a conflict typified by strong political organization. This was the first time the rebels counted the fully enfranchised as the majority within their ranks. It was also the first time many of the rebel leaders were elected to Parliament. Although not universally popular, the war still enjoyed a level of legitimacy among the populace not seen previously. The rebels did not fight in a mass rising as they did in 1916 because they did not want a repetition of the rising, in which they were caught in static defense of an urban center. This was a war based on the guerrilla concepts of dispersal and temporary concentration. Finally, this was the first time the British government avowed independence, although limited, as its goal. The issues were the form and type of new government to be permitted as well as to whom to hand over power.

This year's General Synod, the first meeting of the triennium, was held in the now familiar surroundings of the City Hotel, Armagh. Over the past few years there has been a heavy emphasis on finance in the legislative programme, principally with regard to pensions. This year there was one Pensions Bill. It merely formalised the arrangements governing the separate Defined Contributions Schemes that have operated for Northern Ireland and the Republic of Ireland since 2013. The Bill duly passed.

This year the Church of Ireland General Synod took place in the home of the Metropolitan in Dublin, Christchurch Cathedral. In the more recent past Synod has used the facilities of one of the city's major hotels, facilities which a cathedral could not and would not claim to match. However, the cathedral had in the past been used for many different purposes during its near 1,000-year history and it provided for the Synod an atmosphere wholly unlike any secular conference. One could argue, as did the Dean, that when the Synod is meeting in Dublin Christchurch is its rightful home.

Monica Ali was born in 1967 in Dhaka, Bangladesh, but grew up in England. Her English mother met her Bangladeshi father at a dance in northern England in the 1960s. Despite both of their families` protests, they later married and lived together with their two young children in Dhaka. This was then the provincial capital of East Pakistan which after a nine-month war of independence became the capital of the People`s Republic of Bangladesh. On 25 March 1971 during this civil war, Monica Ali`s father sent his family to safety in England. The war caused East Pakistan to secede from the union with West Pakistan, and was now named Bangladesh.

How was the history of post-classical Rome and of the Church written in the Catholic Reformation? Historical texts composed in Rome at this time have been considered secondary to the city’s significance for the history of art. The Invention of Papal History corrects this distorting emphasis and shows how history-writing became part of a comprehensive formation of the image and self-perception of the papacy. By presenting and fully contextualizing the path-breaking works of the Augustinian historian Onofrio Panvinio (1530–68), this book shows what type of historical research was possible in the late Renaissance and the Catholic Reformation. Historiography in this period by no means consisted entirely of commissioned works written for patrons; rather, a creative interplay existed between, on the one hand, the endeavours of authors to explore the past and, on the other hand, the constraints of patronage and ideology placed on them. This book sheds new light on the changing priorities, mentalities, and cultural standards that flourished in the transition from the Renaissance to the Catholic Reformation.
