Purpose – to prepare, disseminate and implement the new concept of economics engineering, the essence of which is an integrated approach to the problems of economic growth, innovation activities, technological progress, and break-throughs. Research methodology – systematic analysis and synthesis of various scientific ideas and approaches, formulation and analysis of new insights. Findings – a new concept of economics engineering is prepared. This concept provides an integrated approach to the so-lution of the problems of economic growth, innovation activities, technological progress, and breakthroughs, as well as of the application of dynamic management tools. The implementation of this concept in the practice of the economic activ-ities and research creates various preconditions for anticipation and realization of new opportunities for economic devel-opment and technological breakthroughs under contemporary conditions of globalization, European integration and the creation of knowledge-based society and knowledge economy. Research limitations – the proposed concept is limited to the cases of the macroeconomic analysis and preparation of the strategic economic decisions. Practical implications – the proposed concept is usable in various cases of economic policy decisions making. Originality/Value – the new insights and perspective ideas provided for the priorities of the economics engineering sci-ence and of the application of the dynamic management tools, are described and analyzed. Orientation to these insights and ideas highlights new significant trends in the scientific research of economic profile

This theoretical article is intended for complex analysis of complicated phenomena and processes of the promotion of creativity and creative changes in the main areas of the contemporary social and economic life, as well as for the current and most important issues of sustainability, social development, economic growth and technological breakthroughs. Purpose – to prepare, disseminate and implement the new concept of the sustainable social development, economic growth, innovations and technological breakthroughs, the essence of which is an integrated holistic approach to harmonization of various development processes and the use of specific managerial tools and instruments based on the ideas of creativity and creative changes.Research methodology – systematic analysis and synthesis of various scientific ideas and approaches, formulation and analysis of new insights. Findings – a new concept of the promotion of creativity and creative changes is prepared. This concept provides an integrated approach to the solution of the problems of social development, economic growth, innovation activities, technological progress and breakthroughs, as well as of the application of the specific managerial tools and instruments based on the ideas of creativity and creative changes. Implementation of this concept in the practice of the social and economic activities, research and academic studies creates various preconditions for anticipation and realization of new opportunities for social and economic development and technological breakthroughs under contemporary conditions of globalization, European integration and the creation of knowledge-based society. Purpose – The purpose of this paper is to analyze and summarize the development of science and technology (S & T) policies in China from a government-driven perspective in chronological order. To develop knowledge-based economy, China enacts a range of S & T policies since “Reform and Open Policy” started in 1978. Furthermore, it investigates the overall effects of these S & T policies on university-industry linkages (UILs). Design/methodology/approach – This paper conducts an analysis framework of S & T policies in historical sequence to explain how government drives UILs to stimulate technological progress and economic growth in China. Findings – More than a site for high-quality workforce education and knowledge spread, universities as an important part of national innovation are required to participate in economic activities. Considering that most Chinese universities are national, S & T policies with particular regard to university technology transfer would be more important and essential. This research finds that S & T policies enacted by government have made critical contributions to UILs in economic transition period, such as improving academic faculty, enhancing university–industry collaborations and supporting university spin-off formation. The experiences of China suggest that government should enact more effective S & T policies in the knowledge-based economy era. Practical implications – First, universities need to educate high-level human resources that are important for economic growth and social development. Second, universities need to engage in R & D activities and enhance their collaboration with industries, such as consulting services, research contracts with industry, patent licensing and other general knowledge commercial mechanisms. Third, universities also can directly transfer commercial knowledge to start up new businesses by itself or in partnership with industrial sectors. Without doubt, a series of S & T policies or programs enacted by China’s government to drive entrepreneurship continuously played critical role in the UILs over the past 26 years. Originality/value – This paper is a pioneering work on how S & T policies enacted by government drive UILs to stimulate technological progress in transitional China.

In this article, I described the results of investigations achieved by two American economists William Nordhaus and Paul Romer. They have been awarded the 2018 Nobel Memorial Prize in Economic Sciences mainly for the introduction of feedbacks in economic and mathematical modelling. Nordhaus “for integrating climate change into long-run macroeconomic analysis” where quantitative model describes the global interplay between the economy and the climate and integrates theories and empirical results from physics, chemistry and economics. Romer “for integrating technological innovations into the long-run macroeconomic analysis” where he shows how knowledge can function as a driver of long-term economic growth.  I considered three blocks in the models of W. Nordhaus and P. Romer and the functions of each of them. Also, I discussed the assumptions that underlie their models. The author notes that climate change models are also being built in Russia, but there are no economic blocks in them, models of long-term economic growth with endogenous scientific and technological progress are formed in Russia also, but representatives of natural Sciences do not participate in them. Experience of the laureates shows that providing models of long-run economic development of the country and the world are necessary. The article also highlights P. Romer work on international Charter cities, the sources of world scientific and technological progress.

Sustainable economic growth depends on many factors, the most important of which is the growth of small and medium-sized enterprises. As an independent and indispensable element of a market economy, small and medium-sized enterprises contribute to the structural restructuring of the economy, strengthen regional economic base, increase overall production, creates a favorable environment for the development of competition, creates jobs for a large part of the population and stimulates scientific and technological progress. Despite understanding the value of the human element in achieving success at the organizational level, relatively few SMEs managers pay attention to implementing and using the performance management system. The goal of this paper is to assess the level of performance management tools and techniques used by Moroccan small and medium-sized enterprises in their activities.

This article is dedicated to the problems and processes of the activation of scientific and technological progress in the context of contemporary challenges of the creation of a knowledge-based society and knowledge economy. The main focus here is on activating innovations, scientific and technological progress and creating various preconditions for the development of a knowledge-based society and knowledge economy.The contemporary processes and phenomena of innovations of scientific and technological progress and of its activation are analyzed in a complex manner; the needs for the purposeful activation and acceleration of scientific and technological progress, in particular in response to the aspirations of the knowledge-based society and the creation of a knowledge economy, are investigated in the presented material.The role and importance of innovation activities and the acceleration of scientific and technological advance in the context of the creation of a knowledge-based society and a knowledge economy are revealed and highlighted. New ideas of the search and use of synergetic effects, as well as a new theoretical approach based on the so-called universal principle of the creation of a “new quality,” are described.The results of the presented research can be used for preparing practical recommendations and methodologies that could be applied in the creation and implementation of the managerial and economic instruments and support systems aimed at the purpose of activating the processes of innovations and scientific and technological progress. These recommendations and methodolies could also be utilized in the development of international relations in the context of what is required in the creation of a knowledge-based society and knowledge economy.It is shown that the problems and processes of scientific and technological progress can be appreciated as an extremely important and viable field of scientific research on the creation and development of a knowledge economy. Economic growth is one of the most important concepts in the world economy. Although some authors critically believe that the level and rates of economic growth do not necessarily reflect the actual standard of living, it still remains the main way to measure a country's well-being. Different views on the topic of economic growth, as well as the factors that influence it, have been present throughout the history of economic thought from the very beginning. Unlike many theories of economic growth, which believe that in the long run there will be diminishing returns on factors of production such as labor and capital, Paul Romer in his theory of endogenous growth believes that technological progress, through knowledge accumulation, idea creation and innovation, leads to increasing returns, and thus contributes more to long-term economic growth, unlike other factors. In this paper, on the example of economic growth in B&H, the hypothesis that the activities of knowledge-based services contribute more to the gross domestic product, compared to other sectors was tested. To prove the hypothesis, a multiple linear regression model was made based on a time series of 48 consecutive quarterly values of B&H gross domestic product and sectoral gross value added according to the income and production approach. In the model, activities were grouped into those that are predominantly labor-intensive, knowledge-based services, personal and social services, and other activities. The results showed that the average value of gross value added per worker employed in the sectors of knowledge-based services has a 2.5 higher contribution compared to a worker in the labour-intensive sectors and a 2.47 higher contribution compared to one worker in the personal and social services segment. Also, tests of the implemented model show that additional employment in the sectors of knowledge-based services leads to accelerated economic growth in B&H.

Subject. The article addresses the specifics of shadow economic activities in reformed Russia in the context of systemic transformations. Objectives. We focus on determining the role of shadow economy in the reproductive process, identifying and understanding the specifics of underground economic activity of the Russian economy. Methods. The study rests on general scientific methods (scientific abstraction, unity of historical and logical, analysis and synthesis, induction and deduction, comparison and analogy) and special methods of cognition (monetary methods). We employ the systems and integrated approach. The official statistics, regulations, works of leading researchers on shadow economy expansion, resources of reference and legal systems like Garant and ConsultantPlus serve as the study's information base. Results. We present a retrospective rapid analysis of the extent of shadow economic activity in the domestic economy, establishing the relationships with the processes that take place at different stages of the country's development. We also reveal the specifics of shadow economy relations in Russia, factors that play a key role in expansion for a particular period, a shift to another form of shadow economy. The study characterizes the current period of development, assesses the impact of external shocks on shadow economy expansion. Conclusions. The current period is characterized by the digitization of shadow relations, the shift of corruption to the upper echelons of power, the continued outflow of capital abroad, and increased penalties for underground activities.

The article discusses the features of the implementation of investment projects in the construction industry, the main trends in project management in this area. The importance of the construction industry for the country’s economy is substantiated, the key indicators of the construction sector and its contribution to GDP are highlighted. The analysis of the development of the construction industry for the period from 2009 to 2020 is carried out. The reasons for the decrease in investment in construction are identified, among them the most important ones are highlighted. In the article discusses the key characteristics of the construction industry in our country. The conclusion is made about the need for a systematic and integrated approach to the management of investment projects. The authors propose to use the tools of project management to improve the efficiency of the implementation of investment projects. The main tools of project management (tools for defragmentation of work, tools for managing the time in the project, tools for managing resources for project implementation, tools for managing project costs) are named and examples of their use are given. The concepts of «team», «project management team», «matrix of responsibility» are considered.
