The cultural and creative industries (CCIs) are increasingly regarded as a means to cure economic stagnation and boost sustainable development; thus, they have become the focus of cultural, social, and economic policies. This study adopts a city governance perspective to explore topics that should be considered in CCIs development. We combine entropy weight and grey relational analysis into an evaluation indicator system that considers ambiguity and complexity. The results reveal the cities in the eastern region and offshore islands took more advantage of investment in cultural resources than cities in the western region. It indicates that local governments understand that the economic benefits of culture are not limited to certain CCIs but extend to the overall economy. Through stimulus policies, communities have been built and effectively revitalized regional economies. The developed method prioritizes the provision of cultural and creative resources to effectively improve resource–generating capacity of a city. This study provides suggestions for decision makers in cultural and creative sectors to help them overcome the gap in resource allocation between urban and rural areas.

Equalization of education facilities, which means the balanced distribution of human and material resources under limited resource conditions, is one of the goals of sustainable development. In the process of rapid urbanization in China, there are apparent discrepancies between urban and rural areas because of different land and household registration systems. Primary schools with three types of different administrative affiliations also have significant distinctions. This study is aimed at assessing and comparing the configuration of primary schools with three different administrative affiliations, including cities, towns, and villages. After building an indicator system, the entropy weight method is applied to calculate the overall and category configuration scores of each school. Based on a spatial database, the ArcGIS thematic maps display the geography characteristic of each school in different geolocations. Moreover, the Kruskal–Wallis test identifies if the configuration of primary schools with different administrative affiliations is equal. The results indicate that the allocation of primary schools with three different administrative affiliations showed a ternary development. Moreover, although primary schools with city affiliation had significant advantages in education quality and convenience, their supply–demand conditions were not optimistic. In addition, the quality of the primary schools subordinate to towns was better, but convenience was generally lower. Finally, the quality of primary schools subordinate to villages and some towns was still poor. The results provide facts and a basis for policymakers to achieve an equity configuration in the sustainable development context.

The evaluation of rural governance capacity is a crucial part of studying the economic and social development of rural areas in the Henan Province. Based on the theory of social structure, this article studies the rural governance capacity. We construct a governance capacity evaluation indicator system from the perspective of social structure theory and use the entropy weight method TOPSIS evaluation model to calculate indicator weight and governance ability score of every township. The results illustrate that the overall governance capacity score is low, and there are differences among regions. The weights, which are different among different governance agents, provide a certain guidance for effectively improving governance capabilities. This study will offer a reference for the assessment of the governance of rural areas in Henan or in areas with similar economic and social development to the Henan region.

Although there are many scholars no matter who are from domestic and abroad undertake discussing from different point of view, there are still many problems and shortcomings, especially in the areas around Beijing and Tianjin, Hubei Province cultural and creative industry also cannot ignore the problems to be solved urgently.

The article develops the theoretical and methodological foundations for the formation of the concept of investment support for sustainable development of rural areas in terms of institutional transformations. It is determined that the systemic idea of rural areas as a territorial and social system, allows us to consider them as a socio-ecological-economic system in the context of the following structural components: agroecosystems, economic and socio-mental space. It has been established that sustainable development is possible on the basis of an integrated approach that takes into account the close relationship between the economic, environmental and social components of rural areas. Rural areas develop in a certain natural environment, in close connection with the urban territorial subsystem and under the influence of the global economic system. The dynamism and sustainability of rural development depend not only on the external environment, but also on achieving a balance of their economic, social and environmental components, which is ensured by adhering to the principles of complexity, coherence, balance and harmony. The methods of management of sustainable development of rural areas used in modern economic science and practice are caused by features of the last, and also the factors influencing activity of investments in the conditions of a countryside. All this requires a variety of applied management tools, the cumulative effect of which should ensure sustainable development of rural areas, stabilization of agricultural production, stop the outflow of migration from rural areas to cities and abroad, improve living standards in rural areas. Based on the provisions of economic theory on the nature of investment and current legislation, the article reveals the following features of investing in sustainable rural development. It is noted that sustainable development of rural areas is possible only with sufficient and effective investment support based on a combination of efforts of state and local authorities, local communities, businesses, investment strategy, improving public investment policy and implementing an appropriate mechanism for its implementation.

The study deals with the formation of a model of sustainable and effective development of agriculture and rural areas as the main task of implementing the State agricultural policy. The relevance of the tasks set by the author lies in considering the living conditions in the countryside as an integrated approach to the country's economy in order to diversify the types of activities in rural areas, create new sources of income. The directions representing a new economic paradigm of rural development in Kazakhstan are justified. The ways of implementing a comprehensive policy are shown, which consists in the partnership of public structures, local governments, public organizations and private sector, so that in the future, rural areas will become the most important socioeconomic and ecological subsystem of society. One of the key issues in the development of a model of modernization of the Kazakh countryside - the methodology for assessing the strategy and taken measures are highlighted. It is noted that monitoring of a wide variety of regional situations in rural settlements is of great scientific importance in creating a reliable and objective basis for developing substantiated measures to improve the quality of life of the rural population and determining priorities. The author states that the implementation of the "Auyl - El besigi" program contributes to the development of support and satellite villages, which have the potential to increase the level of life and well-being of rural residents, modernize the social infrastructure of the SNP JSC "Fund for Financial Support of Agriculture" allocated significant amounts to ensure employment of the rural population. The program condition in the funded projects should be startups, proposals for non-agricultural areas of expansion of activities in rural areas.

The backward last-mile delivery infrastructures, the greater difficulties in last-mile delivery due to the scattered residences of rural customers and the lack of logistics professionals in rural areas have emerged as the important factors hindering the improvement of the service quality of last-mile delivery in rural areas. This study combines the classic satisfaction index model and transformation of the SERVQUAL standard scale to draw up the connotations and observation variables of customer expectations, quality perception, perceived value, customer satisfaction, customer complaints and customer loyalty with the service quality of last-mile delivery in rural areas, and takes 460 permanent residents in rural areas as the research objects, then constructs and tests the customer satisfaction model of the service quality of last-mile delivery in rural areas, and deeply analyzes the relationship between customer satisfaction and its influencing factors; by constructing a twodimensional combination potential of entropy weight-satisfaction average value, the in-depth application of the model is discussed, and at the same time, it provides policy suggestions for local governments, logistics companies and other entities to improve the customer satisfaction with the service quality of last-mile delivery in rural areas
