This paper evaluates the readiness of Malaysian academic university libraries towards Library 4.0. The rise of this new intervention of Web 4.0 and Library 4.0 are being deliberated among librarians for future services. Information technology facilities have been identified and analysed which may comprehend the use of libraries for the next generation. This will also help to move the library forward and improve the overall performance of university libraries respectively. The methodology used for this study is qualitative. This qualitative study was piloted among librarians working in the selected academic university libraries. This study gives an outline of the readiness among the selected academic university libraries towards Library 4.0

Research on information technology has been focused primarily on the worlds of IT and management systems for business and government to the relative neglect of research on the digital and institutional infrastructures that underpin the research enterprise itself. When digital research is studied, the emphasis has been on the diffusion of technological innovations, rather than the social and political dynamics shaping the design and role of technologies in research. However, what researchers know, and with whom they collaborate, could be transformed through the strategic use of advances designed to support research, defined here as ‘research-centred computational networks’. This article presents a framework for conceptualizing the social and technological choices shaping the next generation of research in ways that could open – democratize – key aspects of the research process that move well beyond academic publication. The framework highlights the limited scope of innovation to date, and identifies a variety of factors that maintain and enhance institutional control over the research process, at the risk of losing the creative and productive bottom-up participation by networked researchers and citizen researchers among the public at large. Conceptualizing, prioritizing and advancing study of next generation research is one of the most significant but difficult challenges facing scholars of information technology.

Purpose – The aim of this paper is to establish how resource dependency theory (RDT) and transaction cost theory (TCT) can inform decisions to outsource ICT services by public university libraries in Kenya. Design/methodology/approach – The study adopted a multiple case study strategy in four selected public universities libraries in Kenya. Purposive sampling was used to identify respondents and data collection was done using a semi-structured interview schedule. Findings – The study highlights how RDT and TCT theoretical perspectives illuminate some of the reasons, and problems associated with Information and Communications Technology outsourcing in Libraries. The paper concludes with recommendations and the way forward. Research limitations/implications – The study was limited to the outsourcing of information technology services in four public university libraries in Kenya, namely, Kenyatta University (KU) in Kahawa, Nairobi; Moi University (MU) in Eldoret; University of Nairobi (UON) in Nairobi; and Jomo Kenyatta University of Agriculture and Technology (JKUAT) in Juja, Thika. This being a qualitative study (and taking into consideration the subjective views where bias could occur), the researchers ensured that the research was reliable by recording and taking notes during the interviews and by using peer-debriefing and professionals in the field to ascertain their views. Practical implications – The paper provides practical insights into outsourcing of Information Technology (IT) services in Public University libraries and information centres in Kenya. This study is useful for university libraries, information professionals, information communication technology professionals and university management. Social implications – The implications of the study are that outsourcing needs to be guided by clear policies that are documented and communicated to all the stakeholders. Originality/value – This research assesses IT outsourcing services in selected public academic libraries in Kenya.

This research describes the optimization of the Samsat digital program which has been tested in seven provinces in Indonesia, one of which is in the Province of Bali, Badung Regency. Digital Samsat hereinafter referred to as e-Samsat (Samsat electronics). The launch of the Samsat digital program is aimed at increasing the ease of paying motor vehicle tax for taxpayers. The implementation of the Samsat digital program is a form of information technology innovation in government programs in the industrial revolution 4.0 era. The application of this program is also to realize e-government and good governance. The purpose of this study was to determine the implementation of digital Samsat in the community and to determine the factors that influence the Samsat digital program. This research is a qualitative study conducted at the office of UPT Bapenda in Badung Regency (Samsat Office, Mengwi). The sampling technique for selecting informants in this study used a purposive sampling method. The instrument used in this study was using structured interviews, direct observation at the research location, and using supporting documents in the form of books and previous research about the same field study with this research.
