This chapter discusses the success and failure of initiatives which provide access to Information and Communication Technologies (ICTs) as a means of promoting social inclusion. We believe that there is often a disparity between the supposed and the true needs and desires of the minority groups at the receiving end of digital divide initiatives. Observation of practices towards ICTs which are spontaneously developed by a minority group indicate that important achievements are being overlooked by formal evaluations of digital divide projects and policies. The observed practices are organized into six categories and a change of paradigm is proposed for further actions.

J. C. R. Licklider, Vannevar Bush, Doug Engelbart, Ted Nelson, and Alan Kay optimistically and exuberantly imagined how computers could better the lives of people. Much of this has come to pass. The Internet supports learning by ‘students’ at all levels. Information on laws, procedures, diseases, and medical care may be found on the web. The Internet now provides the easiest, or in some cases the only, way to pay bills or order items such as books, groceries, and even clothing. It is a means of communication with family, friends, individuals one would like to meet, individuals with whom one could share insights, and potential employers. Music, films, and other means of entertainment stream to our digital devices. This implies that those for whom digital technology is not available are at a disadvantage. The gap between the technology-haves and the technology-have-nots became known in the 1990s as a digital divide. The concept is nuanced; we can speak of availability or scarcity of hardware, such as personal computers (PCs) and mobile phones; of infrastructure such as cellular networks; of communications bandwidth that enables a smooth media viewing experience; of expertise in using the technology; of commitment to its use; and of engagement in the process. Some only consume information; others contribute their ideas via methods such as blogging and tweeting. Yet a better way to describe digital technology widely accessible is the goal of social inclusion, to allow all individuals, regardless of socioeconomic status, location, race, gender, or ability or disability, to take advantage of the benefits of modern computing and telecommunications. To have terminology that is even more evocative, we shall use the more modern and descriptive term of digital inclusion. This has been defined by the International Telecommunications Union as ‘empowering people through information and communication technologies (ICTs)’. The term ‘people’ is meant here to imply all people throughout the world. This chapter will first examine the digital divide between the haves and the have-nots (often the rich and the poor) within several nations. Examples of the benefits of digital inclusion will be cited.

Public participation is considered to be the remedy for the democratization of political processes. As technological progress advances, more trust is put in Information and Communication Technologies as tools to democratize the political processes by enhancing and assisting citizens’ involvement in political processes. Such examples are initiatives like eDemocracy and eParticipation, among others. However, experts emphasize that technology as any kind of “tool” is not unbiased, and it does involve serious considerations of social import. The emergence of the digital divide is a proof that these tools, if not handled appropriately, could cause even greater impact to the already existing social exclusion. At this point, social inclusion has re-emerged not only as a strategy for confronting social exclusion in general but also the digital divide, which keeps citizens from participating in political processes. This chapter indicates and concludes on how social inclusion functions not only as a prerequisite for public participation via ICT but also, through appropriate regulatory mechanisms, represents a solution for combating the problems of exclusion that eDemocracy faces.

New information and communication technologies are radically transforming the way that information and knowledge are disseminated and shared around the world. The digital divide between rich and poor countries is still persisting: more than 70% of the world’s Internet users are based in Europe and North America, where—in addition—more than 90% of the data on Africa are stored. Similar gaps persist between urban and rural areas and between men and women, especially in developing countries. Rural women usually have less access than men to information and new technologies (Huyer & Mitter 2003). Lack of information and access to education related to IT also limits women’s influence in their communities and their ability to participate in decision-making. When assessing the opportunities and risks of new technologies, it is essential to give attention to gender differences and to ensuring that women’s voice is heard so that technological developments can be sustainable in the way that best prevents them from increasing inequalities. Particularly gender factors are crucial to develop a sustainable concept of IT evolution. Our aim in this article is to show how the concept of gender and IT can be integrated in a wider conceptual framework of sustainability. First, we will explain the concept of digital divide from a global perspective and the importance to understand the gender dimension within this conceptualization. Concerns about the disparities between industrialized and developing countries, especially with respect to Internet access and use, have touched off a worldwide debate about the existence of a global digital divide. From a domestic perspective at a national level or even at a regional level thinking about the European Union for instance, the term digital divide has shown to have powerful symbolic weight, and hence to be a useful tool with which to mobilize political support for government programmes designed to bridge the gaps between so called “information haves” and “information have-nots.” The OECD defines the “digital divide” as “…the gap between individuals, households, business and geographic areas at different socio-economic levels with regard both to their opportunities to access information and communication technologies (ICTs) and to their use of the Internet for a wide variety of activities. The digital divide reflects various differences among and within countries.” (OECD, 2001, p. 5). Access to information and communication technologies is considered as the first stage to become an “information have.” However, access is not limited to the infrastructures: an important factor contributing to the digital divide is the extended and hegemonic use of English as access language in the Internet. This is one of the reasons for instance, why the Hispanics in the USA a lower access to the Internet show as Wilhelm (2000) argues. Moreover, even among “information haves” or in other words, among those having access to information through information technologies we can observe digital gaps. DiMaggio and Hargittai (2001, p. 4) refers for instance to the ability to evaluate the quality of information: “By ‘digital divide,’ we refer to inequalities in access to the Internet, extent of use, knowledge of search strategies, quality of technical connections and social support, ability to evaluate the quality of information, and diversity of uses.” This aspect is particularly related to the inequalities according to the educational level of the “information haves.” Furthermore, when carried to the international level, the term “digital divide” arguably misconstrues the issue and is unduly pessimistic. For example, the term directs our attention to relative inequalities in the distribution of information age resources, when what really matters to the quality of life in a given country is its absolute level of resources and the efficacy of the institutional order in redistribution and social justice. Qureshi (2005, p. 1) refers to the results of a recent study about the digital divide showing that “it is access to information, services, and expertise through access to the network, combined with ICT skills that contribute to economic growth and a decrease in this gap.” Instead of fixating on the existence of a divide, it would be far better to focus our attention on the “global digital opportunity,” because that is what really confronts us today, an unprecedented opportunity to move swiftly up the path towards global digital development. From a gender perspective, it is important to improve the access of women, particularly women in underdeveloped countries and rural areas to knowledge and information through IT, but it is also important that women participate in the design and production of IT. We argue that the digital divide must consider also the gap regarding IT shaping. Shaping IT means nowadays in much extent shaping society and nature and thus we plaid for a concept of sustainable information society with a participatory approach that allows the integration of excluded perspectives and moving beyond consumerism fixations taking local voices and the co-evolution of nature and society as a point of departure. Particularly women’s perspectives excluded in great extent through gendering processes must be taken into account as they reinforce other embedded inequalities factors such as education or age. Understanding gendering processes within the shaping of IT and society is crucial in the concept of sustainable information society. However, IT development constitutes also a complex co-evolution of nature and society in different world regions. Particularly sustainability scholars have attempted to define these both basic co-interacting spaces. In the next section, we show an overview of the basic assumptions of sustainability that have lead to a more focused concept of sustainable information society.

This scenario encourages scientific research, contributing to the evolution of available technological resources for accessibility. The significance of Communication and Information Technologies can be observed in a context in which, not just information shows a prominent role, but the ways to access it. The main goal of this article is to discuss, in the light of Technological and Complexity Paradigms, about the access to information by people with cerebral palsy, through Information and Communication Technologies. These technological resources are considered as Assistive Technology, once they promote accessibility for people with cerebral palsy by using user interfaces, which are especially relevant for the proposal reflection in this document.RESUMONovos paradigmas e novas realidades insurgem na sociedade humana nos dias atuais, caracterizando uma sociedade que questiona sua cultura de segregação, vislumbrando novos caminhos na inclusão social de pessoas com paralisia cerebral. Este cenário incentiva a realização de pesquisas científicas, contribuindo para a evolução de soluções tecnológicas para acessibilidade disponíveis. A importância das Tecnologias de Informação e Comunicação pode ser percebida em um contexto no qual, não só a informação apresenta papel de destaque, como também as formas de acesso à mesma. O objetivo deste artigo é refletir, à luz dos Paradigmas Tecnológico e da Complexidade, sobre a acessibilidade das pessoas com paralisia cerebral à informação, através do uso das Tecnologias de Informação e Comunicação. Tais recursos tecnológicos podem ser considerados Tecnologias Assistivas, uma vez que promovem a acessibilidade de pessoas com paralisias cerebral através das interfaces de utilizador, as quais apresentam-se relevantes para a analise proposta no presente documento.

There are conceptual ambiguities around the concept of digital divide and contradictory findings in extant literature. For example, one major disjuncture is the emphasis on inequalities in material access to Information and Communication Technologies (ICTs), which focuses on the technical and infrastructural domains of digital divide. Drawing on a social constructivist paradigmatic perspective, this chapter examines the dynamics of value propositions in digital books. The chapter concludes by calling for a greater and deeper understanding of digital divide, as well as further research on quantitative approaches.

The Internet has become increasingly an important source of information for pupils in learning, entertainment, sharing and exchanging experiences with other peers, meeting with adults and learning about other cultures. The Internet is a major force in the lives of school children and is no doubt having a tremendous influence on their reading habits and information seeking behaviour. With increased Internet connectivity however, concerns are being raised about the widening imbalances of access to ICTs between north information haves and the information have nots countries. This imbalance known as the digital divide has implications in terms of equity access to quality education in an electronic age. In Africa there are limited programmes that address in particular how schools can be equipped to benefit from the digital age and at the same time be used as an important instrument to bridge the digital divide. The concept digital divide was coined to describe the imbalance in access to information and communication technologies by different communities of people between different countries of the world. This phenomenon is today known to exist within individual countries, cities and even communities. Today schools are being seen as one of the most salient infrastructure that can be used to bridge the digital divide in our midst. This paper looks at developments in Africa aimed at bridging the digital divide through schools.

Equity of and access to information and communication technologies (ICT) is currently a burning issue in many countries around the world. Malaysia, as a nation with about 22 million inhabitants, has taken some strong strides in recent times to bridge the access and equity gaps through appropriate policies and strategic national programmes. This paper will examine some of the key elements of several of these initiatives to bridge the digital divide in the country, in particular, the Titian Digital programme. We will also be identifying some of the major challenges that this programme hopes to resolve.

This paper aims to make a contribution toward an improvement of European e-policy practice. lt is inspired by the conviction that successfuJ e-policy strategies can lead to ba­lanced chances for all members in certain societies to aquire the absolutely indispensable capabilities for decision-making in the context of Information and Communication Technologies (ICTs). Following the path of the development of e-policy papers it has to be stated that many goals have not yet been achieved. The techno-deterministic concepts 'access' and 'usage' seem not to reach far enough to get people really involved andin­formed. Many more aspects have tobe considered in order to create a clirnate for inno­vation where different choices made by different individuals according to their different social, economic or cuJtural backgrounds do not lead automatically to the well known either or not, connected or not-connected, haves or have-nots, but to a variety of pat­terns of involvement. In this paper, we argue for different e-policy strategies according to cultural aspects in certain societies. And hereby we will focus on the cultural aspects of information itself, on the notion of information in different information cultures. lt also seems important to mention at this stage that we believe that getting all members of society involved in the ICT-innovation process in order to provide the basis for in­formed decisions by each individual member is the most important task of e-policy.
