ABSTRACTNew paradigms and new realities emerge in the human society in current days, characterizing a society that questions its segregation culture, glimpsing new paths towards social inclusion of people with cerebral palsy. This scenario encourages scientific research, contributing to the evolution of available technological resources for accessibility. The significance of Communication and Information Technologies can be observed in a context in which, not just information shows a prominent role, but the ways to access it. The main goal of this article is to discuss, in the light of Technological and Complexity Paradigms, about the access to information by people with cerebral palsy, through Information and Communication Technologies. These technological resources are considered as Assistive Technology, once they promote accessibility for people with cerebral palsy by using user interfaces, which are especially relevant for the proposal reflection in this document.RESUMONovos paradigmas e novas realidades insurgem na sociedade humana nos dias atuais, caracterizando uma sociedade que questiona sua cultura de segregação, vislumbrando novos caminhos na inclusão social de pessoas com paralisia cerebral.

The evolution of the human society over the last 50,000 years has been greatly influenced by technology. The last 200 years have brought about technological achievements at a breathtaking speed. For about six decades, we have been the beneficiaries of the information technologies, which have acquired, over the last 20-25 years, due to the communication technology, an exponential proliferation. In an ideal world, computers will blend into the landscape, will inform but not overburden you with information, and make you aware of them only when you need them. Therefore, the human being is a mere subject of technology, and his everyday life has become increasingly stressing. In order to diminish this stress, solutions have been considered, designed to “tame” the technologies that the human being uses, so as to become calm technologies, that is, technologies that affect neither the human life nor the environment. We can say that everything that surrounds us is technology! Be it or not natural, It influences the environment we live in. Here is a serious reason for every technology to be calm! This article basically deals with the concept of calm technologies and with the characteristics that should be emphasized in the field of the information and communication technologies aimed at turning them into calm technologies.

This chapter discusses the success and failure of initiatives which provide access to Information and Communication Technologies (ICTs) as a means of promoting social inclusion. We believe that there is often a disparity between the supposed and the true needs and desires of the minority groups at the receiving end of digital divide initiatives. Observation of practices towards ICTs which are spontaneously developed by a minority group indicate that important achievements are being overlooked by formal evaluations of digital divide projects and policies. The observed practices are organized into six categories and a change of paradigm is proposed for further actions.

Objective: to investigate the use of information and communication technologies in good obstetrical practices. Results and Discussion: the studies found have dealt with the use of different information technologies, demonstrating that they are essential to good obstetrical practices because they provide security and greater access to information, as well as provide a more efficient diagnosis and consequently an adequate treatment. Conclusion: It is essential to use the technologies to achieve good obstetric practices throughout the health team. However, it is still necessary to carry out studies, as well as the creation of software that gives greater security to the welfare practices.   Descriptors: Information Technology; Obstetrics; Software; Professional Practice.

Communication Technologies is considered to be an effective method for the elimination of the development gap between countries and disparities and inequalities between individuals. This idea is accepted by all scholars of the information society. Information and communication technologies can be used as a means to poor people, who is exposed to social exclusion, make their voices heard. It is also observed that the people socialized over time, increased the quality and level of sharing and found efficient and entertaining communication possibilities with people who they don’t know. Because of that, it has a vital importance of information and communication technologies. Because it allows people take steps from social exclusion to social inclusion. The studies done by Goodman on South Africa, by Jensen on China and by Bhavnani on Thailand, Indonesia and Malaysia shows that new media helps to reduce impact of poverty and breaks the cycle of poverty. It has also been obtained successful results in breaking the cycle of poverty when new media Technologies are provided in India, Brazil and Nepal. The aim of this study is to examine how the poverty information can be reduced and how people living in poverty can be get out of this cycle by providing information and communication technologies. It will first attempt to define new media explaining poverty information. The impact of these tools on cycle of poverty will be shown. As a result, it will be analyzed how information technologies contribute to fight against poverty by country examples.

The aim of the study was to investigate secondary school students’ and teachers’ access to information technologies in Turkey by making interregional comparisons. Document analysis of the qualitative research methods was employed to analyze the reports issued by the Turkish Ministry of National Education, the Turkish Statistical Institute (TUIK), and the Programme for International Student Assessment (PISA). The results of the research revealed the importance of access to information and communication technologies for both students and teachers: 67.9% of the participating students were found to have Internet connection and 69.1% a computer in their homes, while 80.3% of the students were observed to use a computer outside the school, but 19.7% were not. The results also showed that 64.6% of the students have Internet connection in their classrooms, but 29.2% of these students do not use the Internet in the classroom, whereas 8.9% use it in the classroom all the time. The rate of students using a digital device for reading is 38.1%, while that of those not using one is 61.9%. Some 32.1% of secondary school students were revealed not to have Internet connection at home. Additionally, 77% of teachers were not trained in online teaching prior to the COVID-19 pandemic. Based on the findings, teachers can be suggested to develop projects – i.e., of TUBITAK, E-twinning, and Erasmus – which potentially encourage students to use information and communication technologies so that both teachers and students can benefit from them. It is also suggested that the Ministry of National Education should work on improving the information communication technology competencies of teachers and students. Besides, policies should be developed to eliminate regional differences in terms of access to digital resources and technology in terms of equal opportunities and opportunities.

The modern stage of civilizational processes puts forward "sustainable development" as the fundamental goal, considering this the most important vector of promising transformations of human society. This stage of globalization development reveals the need to make the above processes not spontaneous, but controlled, which can be implemented, inter alia, through a qualitative transformation of tools and technologies used to monitor and predict the development of individual territories. The article presents a methodology for a comprehensive assessment of the investment attractiveness of a region using methods of integrated statistical assessment, including methods of descriptive analysis, and using the method of factor analysis. This method allows monitoring the level of development of information and communication technologies in the region as a whole, as well as in the context of individual types of economic activity in order to determine the main points of bifurcation for the concentration of financial resources in the development of ICT and increase the investment potential of the region as a whole.
