Government Policies to Promote Production and Consumption of Renewable Electricity in the US

Various types of renewable electricity policies exist both at the federal and state levels. They are designed to directly or indirectly incentivize producers and consumers of renewable electricity. The existence of renewable electricity policies can be explained by the market failure theory. Without proper government intervention, renewable electricity would be underprovided due to positive externalities associated with environmental pollution and energy independence. Also, in terms of pollution control, encouraging green renewable electricity is more politically palatable than discouraging brown electricity generated from fossil fuels, such as coal and oil. This chapter reviews the primary functions of various policy instruments at the federal and state levels and discusses their effectiveness to the extent possible.

In the face of accelerating climate change, the transition towards a nonnuclear renewable energy system represents a key political challenge, which can be aggravated by the increasing energy supply uncertainty created by the shift away from fossil fuels. In this article, we conduct a comparison of the expansion of renewable energy sources in Austria, Belgium, and Germany at the level of their subnational units (federal states), thereby covering three economically very important central European federal European Union members. We consider potentially influential factors in a fuzzy-set qualitative comparative analysis: In addition to state-specific socioeconomic and geographical characteristics, political factors, such as parties in government, and specific energy-related policy instruments are included in the analysis. We find that a high potential for renewable electricity expansion in combination with low financial prosperity is most likely to lead to a successful expansion of renewable electricity production from wind and photovoltaics.

This article investigates the connections among the prices of biofuels, agricultural commodities and other relevant assets in Europe, the US, and Brazil. The analysis includes a comprehensive data set covering price data for 38 traded titles during the period from 2003 to 2020. We used the minimum spanning tree (MST) approach to identify price connections in a complex trading system. Our analysis of mutual price connections reveals the major defining features of world-leading biofuel markets. We provide the characteristics of the main bioethanol and biodiesel markets with respect to government policies and technical and local features of the production and consumption of particular biofuels. Despite a relatively long and dynamically evolving history of biofuels, the biofuel systems in the US, Brazil and Europe do not converge toward the same pattern of relations among fossil fuels, biofuels, agricultural commodities and financial assets.

This paper presents the highlights of the third annual edition of the BP Energy Outlook, which sets out BP’s view of the most likely developments in global energy markets to 2030, based on up-to-date analysis and taking into account developments of the past year. The Outlook’s overall expectation for growth in global energy demand is to be 36% higher in 2030 than in 2011 and almost all the growth coming from emerging economies. It also reflects shifting expectations of the pattern of supply, with unconventional sources — shale gas and tight oil together with heavy oil and biofuels — playing an increasingly important role and, in particular, transforming the energy balance of the US. While the fuel mix is evolving, fossil fuels will continue to be dominant. Oil, gas and coal are expected to converge on market shares of around 26—28% each by 2030, and non-fossil fuels — nuclear, hydro and renewables — on a share of around 6—7% each. By 2030, increasing production and moderating demand will result in the US being 99% self-sufficient in net energy. Meanwhile, with continuing steep economic growth, major emerging economies such as China and India will become increasingly reliant on energy imports. These shifts will have major impacts on trade balances.

ABSTRACTTo resolve an inconsistency around AD 1895 between radiocarbon (14C) measurements on oak from the British Isles and Douglas fir and Sitka spruce from the Pacific Northwest, USA, we measured the 14C content in single-year tree rings from a Scots pine tree (Pinus sylvestris L.), which grew in a remote location in Saltdal, northern Norway. The dataset covers the period AD 1864–1937 and its results are in agreement with measurements from the US Pacific coast around 1895. The most likely explanation for older ages in British oak in this period seems to be 14C depletion associated with the combustion of fossil fuels.

As society continues advancing into the future, more energy is required to supply the increasing population and energy demands. Unfortunately, traditional forms of energy production through the burning of carbon-based fuels are dumping harmful pollutants into the environment, resulting in detrimental, and possibly irreversible, effects on our planet. The burning of coal and fossil fuels provides energy at the least monetary cost for countries like the US, but the price being paid through their negative impact of our atmosphere is difficult to quantify. A rapid shift to clean, alternative energy sources is critical in order to reduce the amount of greenhouse gas emissions. For alternative energy sources to replace traditional energy sources that produce greenhouse gases, they must be capable of providing energy at equal or greater rates and efficiencies, while still functioning at competitive prices. The main factors hindering the pursuit of alternative sources are their high initial costs and, for some, intermittency. The creation of electrical energy from natural sources like wind, water, and solar is very desirable since it produces no greenhouse gases and makes use of renewable sources—unlike fossil fuels. However, the planning and technology required to tap into these sources and transfer energy at the rate and consistency needed to supply our society comes at a higher price than traditional methods. These high costs are a result of the large-scale implementation of the state-of-the-art technologies behind the devices required for energy cultivation and delivery from these unorthodox sources. On the other hand, as fossil fuel sources become scarcer, the rising fuel costs drive overall costs up and make traditional methods less cost effective. The growing scarcity of fossil fuels and resulting pollutants stimulate the necessity to transition away from traditional energy production methods. Currently, the most common alternative energy technologies are solar photovoltaics (PVs), concentrated solar power (CSP), wind, hydroelectric, geothermal, tidal, wave, and nuclear. Because of government intervention in countries like the US and the absence of the need to restructure the electricity transmission system (due to the similarity in geographical requirements and consistency in power outputs for nuclear and traditional plants), nuclear energy is the most cost competitive energy technology that does not produce greenhouse gases. Through the proper use of nuclear fission electricity at high efficiencies could be produced without polluting our atmosphere. However, the initial capital required to erect nuclear plants dictates a higher cost over traditional methods. Therefore, the government is providing help with the high initial costs through loan guarantees, in order to stimulate the growth of low-emission energy production. This paper analyzes the proposal for the use of nuclear power as an intermediate step before an eventual transition to greater dependence on energy from wind, water, and solar (WWS) sources. Complete dependence on WWS cannot be achieved in the near future, within 20 years, because of the unavoidable variability of these sources and the required overhaul of the electricity transmission system. Therefore, we look to nuclear power in the time being to help provide predictable power as a means to reduce carbon emissions, while the other technologies are refined and gradually implemented in order to meet energy demand on a consistent basis.

Growing concerns regarding the environmental impact of burning fossil fuels and energy independence has spurned the transportation industry into developing a more eco-friendly and sustainable way to travel. The most promising frontier in this endeavor is the development of alternative fuels that will significantly reduce the carbon footprint of our current engines with little or no modifications required. The effect that one of these frontier fuels may have, camelina based biofuel, on various fuel system materials was evaluated in this report in accordance with ASTM D4054 in the form of a 50:50 mixture. The materials went through an immersion process at varying temperatures and tested under the numerous standards outlined by the American Society for Testing and Materials (ASTM). The results were compared to a benchmark Jet A1 fuel since the effects of this fuel on current fuel system materials is extensively known. The purpose of this research is to determine the viability of using a 50:50 biofuel mixture in current aircraft fuel systems by evaluating the physical properties after being fuel treated. The results showed that the biofuel mixture affected the non-metallic materials in varying degrees, while not affecting the metallic materials.

Education exchanges are a key element of public diplomacy for most countries that considered effective in that domain of foreign policy activities. Education exchanges are attributed an important role in the post-war peace settlement between Germany and France and in determining the outcome of the Cold war. Relevant aspects of public diplomacy remain key elements of foreign policy instruments of the US, Germany and many other countries. Russia has been increasingly active in public diplomacy in the past decade and the role of education exchanges has been increasing which is also demonstrated by a growing number of expert publications on the subject. However the strategy, the quality of organization and the use of modern technologies remain at a relatively low level which leads to an inefficient use of resources. Priority issues that can be a core of Russia's public diplomacy (and foreign policy in general). Moreover, systemic work would be required to evaluate efficiency of current and complete projects which would allow determine effectiveness of programs and appropriateness of resources used. Education exchanges need to be targeted at both bringing international students to Russia and assisting Russian students to study internationally and professors to teach abroad. Finally, international best practices show that there is a need to maintain connections with international exchanges alumni and assist them to maintain connections with each other including with the use of modern technologies.
