State Financed Social Housing Model in South Africa Requires Capacity Building Injection

This chapter is based on the premise of Social Housing Institutions (SHIs) sustainability mechanisms. It is informed largely by National Housing Finance Corporation's (NHFC's) research findings on social housing developments commissioned on its behalf. The broad aim of the study was to conduct an audit survey through a critical appraisal and analysis of one of South Africa's social housing projects. The methodological approach was primarily through a thorough literature and documentation review this study had examined in addition to quantitative findings; the definition of social housing as a concept and how it has been operationalized in different markets. According to the findings the low levels of employment, low levels of income and the lack of industries in the area suggest that the affordability levels of the project tenants are low.

Business rescue proceedings attempt to rehabilitate businesses that are in financial distress. In spite of its importance, there is a seemingly low rate of success of the current business rescue regime (at just 15% as at June 2016). This article seeks to understand the issues that may be hindering the current rate of success of business rescue proceedings and provides practising accountants (in their capacity as business rescue practitioners) with a better understanding of the issues surrounding business rescue attempts. This will allow them to better perform their duties and give corporates in need of rescue a fighting chance. Through the use of qualitative interviews, the research findings show that there is a lack of clarity of the definition of success, which may be cause for concern. However, in the view of practitioners, the success rate is expected to improve with time. This study provides details on a few key insights into business rescue practices in South Africa, namely, the practitioners’ perceptions of success, their perceptions of the trust of stakeholders during the course of business rescue, their perceptions of the impact of the qualifications and experience of the business rescue practitioner, and their perceptions on the preparation of the business rescue plan.

Resumen Garantizar el acceso efectivo a una vivienda digna o adecuada para la población de menores ingresos debería representar una de las obligaciones primordiales del Estado colombiano. Sin embargo, dicha obligación queda, en muchos casos, plasmada tan solo en forma sesgada en la normativa sin tener en cuenta la calidad de la vivienda que se produce. Este documento presenta un marco analítico para explorar, desde un conjunto de indicadores basados en los instrumentos legales y jurídicos, los diferentes procesos de configuración del entorno habitacional. Se evalúan dos proyectos de vivienda nueva gestionados por el Estado, Ciudadela El Porvenir en Bogotá y Ciudadela Nuevo Occidente en Medellín, desde su desarrollo en 2002 hasta lo ejecutado en el año 2010. Los resultados muestran cómo la vivienda social es una necesidad aún desatendida en donde se privilegia un producto sometido a intereses particulares, de realización progresiva y sujeta a voluntades políticas.Abstract To guarantee effective access to a decent or adequate housing for the population with lower incomes should represent one of the primary obligations of the Colombian State. However, this obligation is, in many cases, reflected only in a biased manner in the regulations without taking into account the quality of the housing. This document presents an analytical framework to explore, from a set of indicators based on normative and legal instruments, the different processes of configuration of the housing environment. Two new housing projects managed by the State, Ciudadela El Porvenir in Bogotá and Ciudadela Nuevo Occidente in Medellín, are evaluated from its development in 2002 until the execution in 2010. Research findings shows how social housing is an unattended need where a product subject to particular interests, of progressive realization and subject to political wills, is privileged.

This paper proposes a set of guidelines for using Building Information Modelling (BIM) to manage client requirements in the context of social housing projects. A process model representing main activities involved in requirements management has been devised, as well as nine constructs that can be used for assessing the effectiveness of using BIM for client requirements management. The process of managing and modelling clients’ requirements is important to improve value generation, considering the limited resources usually available for social housing projects, as well as the need to deal with the diversity of user profiles. The use of BIM-based tools to support this process can potentially improve the performance of those projects in terms of environmental and social sustainability. Design Science Research was the methodological approach adopted in this investigation. The main outcome of this study, the set of guidelines, emerged from an empirical study carried out in a social housing project from Brazil. This study explores the managerial perspective of client requirements modelling, proposing practical contributions, such as understanding the challenges of managing requirements in social housing projects, and theoretical contributions, such as descriptions of the activities involved in client requirements management and their interactions, and constructs for assessing BIM-based solutions for that problem.

The article seeks to explore the key categories that characterize the phenomenon of innovative entrepreneurship. It is specified that from the conceptual and categorical perspectives, the innovative activity of business entities is considered as a complex characteristic with a range of complementary definitions which demonstrate ambiguity and contradiction in their interpretation. The domestic and foreign economic literature review has revealed that there is neither a common conceptual framework in this field of scientific knowledge, nor a harmonized definition of even such basic categories as innovation, novelties, invention, entrepreneurship, innovation activity, etc. among modern scholars and practitioners. The primary sources in the history of economic thought in the area of innovative entrepreneurship can be traced back to remote past, found in the works of foreign economists and political economists who developed a number of theories and concepts revealing the nature, forms and specific features of innovative activity, as well as suggesting methods and pathways to enhance its development. The study offers a more specified definition of innovative entrepreneurship viewing it as a complex category which entails such notions as innovation, entrepreneurship, innovation process, innovation activity, innovation environment, etc. The research findings provide argument why innovative entrepreneurship is critical for effective development of the national economy. The suggested methodological approach argues for the need to explore the innovative entrepreneurship concept both at the micro- and the macrolevels.

Mass customisation is a business strategy that aims to deliver a variety of products that fulfil customer requirements and, at the same time, keep price and delivery time within acceptable limits. It has been adopted in different sectors to increase value generation, including house building. A major challenge in mass customisation is customer integration, i.e., how to improve value generation by understanding and considering requirements from different customers, and defining their involvement in product development. Most studies on this topic tend to be technology-focused, often being limited to methods and digital tools to generate and display product alternatives. The aim of this paper is to propose a framework of decision categories for customer integration and for devising the scope of customisation to support the definition of mass customisation (MC) strategies. Design science research was the methodological approach adopted in this investigation. It was based on a literature review about mass customisation practices and also on an empirical study developed in a residential building company from Brazil. The main contribution of this paper is a framework for customer integration, which contains a set of decision categories related to the definition of the scope of customisation and customer integration, and a list of practices that are applicable to house building. A secondary contribution of this investigation is a set of constructs that have been used to describe the decision categories and their relationships.

The key to providing sustainable water and sanitation services to communities lies in the proper understanding by all the parties involved of their roles, responsibilities and what the outcomes will be. The extent to which engineers and communities were able to communicate and understand one another was investigated in a number of case studies in South Africa. The findings of the study showed the importance of understanding the nature of communication, the real needs of the community, the explanation of the roles of the participants, the identification of the appropriate level of service and the definition of capacity building.
