Culturally Responsive Educational Leadership in Cross-Cultural International Contexts

This chapter provides a model for thinking about educational leadership responsive to dynamic multicultural and global societies. Leadership conditions and behaviours associated with the author's experiences in five cross-cultural international research projects across 6 countries (United States, Australia, New Zealand, South Africa, Spain, and Canada) are presented as a comparative case-study. A definition for culturally responsive educational leadership is proposed with examples of circumstances under which this type of leadership might occur. This contribution is framed by empirical findings and characteristics identified in previous research. Current findings suggest leadership in cross-cultural international contexts is culturally responsive when grounded in (1) the kaupapa or ethos of participating cultures; (2) shared and distributed power; (3) the collective being more highly regarded than the individual; (4) collective knowledge generation based on strengths individual members bring to ‘the table;' (5) reciprocity; and (6) a prevailing spirit of pro-activism.

Abstract Using a case study of recently arrived Cantonese-speaking migrants, this article examines the role of guanxi in shaping Chinese newcomers’ economic activities and opportunities in South Africa. In Johannesburg, Cantonese-speaking migrants tend to be employed in restaurant and fahfee (gambling) sectors, which are partially inherited from the early generations of South African Chinese. Through narratives and stories, this article reveals that Cantonese newcomers often strengthen personal and employment relationships through the practice of guanxi, but that doing so can also constrain their employment decisions. Moreover, the ambiguous boundary between the act of bribery and the practice of guanxi may facilitate Chinese participation but can also result in the victimization of the newcomers.

Previous research on welfare-to-work exits has focused on individual client characteristics rather than local economic contexts. Drawing on a qualitative comparative case study design, this study enhances our understanding on how welfare-to-work organizational narratives and client experiences of becoming job-ready are shaped across two different economic contexts. In the disadvantaged economic context, a punitive welfare-to-work narrative is operational resulting in clients accepting precarious work. In the more privileged economic context, the individual responsibility narrative dominates as clients struggle to make ends meet. Our findings highlight how regional economic factors shape organizational narratives and impel clients to accept precarious low wage working conditions and unstable housing. Thus, there is a need for alternatives to welfare-to-work, such as unconditional, Universal Basic Income.

Sustainability as a guiding idea for societal and economic development causes a growing need for reliable sustainability assessments (SAs). In response, a plethora of increasingly sophisticated, standardizAed, and specialized approaches have emerged. However, little attention has been paid to how applications of SAs in different contexts navigate the challenges of selecting and customizing SA approaches for their research purposes. This paper provides an exploration of the context-specific conditions of SA through a case study of three research projects. Each case study explores the different approaches, methodologies, as well as difficulties and similarities that researchers face in “doing” SA based on the research question “What are common challenges that researchers are facing in using SA approaches?” Our case study comparison follows a most different approach for covering a wide range of SA applications and is structured along with three key challenges of doing SA: (i) Deliberation, learning and assessment; (ii) normative assessment principles; (iii) feasibility, especially regarding data quality/availability. Above all, the comparative case study underlines the role and importance of reflexivity and context: We argue that a more explicit and transparent discussion of these challenges could contribute to greater awareness, and thus, to improving the ability of researchers to transparently modify and customize generic SA methodologies to their research contexts. Our findings can help researchers to more critically appraise the differences between SA approaches, as well as their normative assumptions, and guide them to assemble their SA methodology in a reflexive and case-sensitive way.

Abstract As a key approach to the study of language and social interaction within the field of communication, the ethnography of communication (EC) posits that speech communities value communication resources for their functions in the process of competent use. We argue that this conception of value creates theoretical blind spots for other types of value that derive from other processes besides competent use, such as the exchange and acquisition of communication resources. Drawing on recent anthropological scholarship and our own cross-cultural comparative case study of United States and Chinese students' accounts of learning Anglo-American public speaking, we claim that, from an ethnographic perspective, a communication resource has value insofar as speakers interpret it as an object of desire due to its function as a means to other valued entities or focal values in the context of relevant social processes.

How does governance affect the operative behaviour of gambling sites? We conjecture that differences in governance primarily cause pricing differences among gambling sites. This paper presents an analysis of the purpose and implications of rake policy differences between privately owned for-profit and state-owned non-profit poker web sites. Specifically, the paper comprises a comparative case study analysis of Svenska Spel Poker, owned by the Swedish state, and the commercial site PokerStars. The analysis focuses on the range of different types of single table Sit and Go tournaments offered at each site. We observe two main differences between the sites with respect to rake. First, PokerStars uses a rather complex formula to determine the rake percentage based on variables such as tournament speed, stakes, and size while Svenska Spel uses the same rake percentage for all Sit and Go tournaments regardless of speed and stakes but with a 50 percent discount if the tournament is played heads-up. Second, PokerStars charges less rake than Svenska Spel except for the lowest stakes. We discuss the effects and purpose of these rake policy differences from four different perspectives: 1) the individual player, 2) the player collective, 3) the poker market, and 4) society. The overall conclusion is that these different perspectives cause conflicting opinions on the 'goodness' of the sites. Our study also highlights the difficulties experienced by a state-owned gambling site in balancing social and corporate goals.

Orientation: Efforts to attract and retain black African professionals in Cape Town-based organisations are often met with challenges. Coaching has been identified as a potential strategic contributor for developing a sense of inclusivity and successful adjustment for black African professionals.Research purpose: The study investigated the contribution that coaching makes and aimed at understanding the conditions required for coaching to support the adjustment process during relocation.Motivation for the study: Too little is known in South Africa of how coaching can impact the adjustment during relocation. There is a need to identify key conditions that would enable a successful coaching process for migrating groups in the larger South African context.Research design/approach and method: A qualitative inductive methodology approach was followed to guide the study, consisting of 11 in-depth interviews with three different professional groups to elicit various perspectives.Main findings: It can be concluded that coaching contributes to black African professionals’ adjustment to living and working in South Africa. The success of the coaching outcome and capability for adjustment depends on the individual, the coach and the environment in which they work. The supporting conditions that were commonly found from the three professional groups were support and space for the individual, while depth and match played a key role according to coaches and human resource (HR) professionals.Practical/managerial implications: This article provides guidelines and recommendations for HR and senior managers in any organisation that experiences a complexity infused by racial and cultural diversity within its internal and external context. The study shows ways in which coaching as a tool can be useful in dealing with cross-cultural dynamics that prevail in South Africa and South Africa-based organisations especially during relocation adjustment.Contribution/value-add: The body of knowledge contributes to understanding coaching in a diverse society reflected in cross-cultural organisations and the key conditions influencing the coaching intervention during an adjustment process.
