Performance evaluation and selection and ranking of suppliers is very important due to the competitiveness of companies in the present age. The nature of this kind of decision is usually complex and lacks clear structure and many qualitative and quantitative performance criteria such as quality, price, flexibility, and delivery times must be considered to determine the most suitable supplier. Given that in the supplier evaluation may offer undesirable outputs and random limitations, providing a model for evaluating the performance of suppliers is of utmost importance. With regard to the issue of multi-criteria selection of suppliers, one of the most efficient models to choose suppliers is DEA.in this paper to measure the strong performance and development of undesirable output and random limitations concept the SBM model is used.

The selection of advanced manufacturing technologies (AMTs) is an essential yet complex decision that requires careful consideration of various performance criteria. In real-world applications, there are cases that observations are difficult to measure precisely, observations are represented as linguistic terms, or the data need to be estimated. Since the growth of engineering sciences has been the key reason for the increased utilization of AMTs, this paper develops a fuzzy network data envelopment analysis (DEA) to the selection of AMT alternatives considering multiple decision-makers (DMs) and weight restrictions when the input and output data are represented as fuzzy numbers. By viewing the multiple DMs as a network one, the data provided by each DM can then be taken into account in evaluating the overall performances of AMT alternatives. In the solution process, we obtain the overall and DMs efficiency scores of each AMT alternative at the same time, and a relationship in which the former is a weighted average of the latter is also derived. Since the final evaluation results of AMTs are fuzzy numbers, a ranking procedure is employed to determine the most preferred one. An example is used to illustrate the applicability of the proposed methodology.

The evaluation and selection of suppliers are important tasks in any organisation. Each organisation needs to have a supplier evaluation matrix or model in place. The goal of this article is not only to give an overview of supplier performance evaluation techniques but also to present an example of such a supplier evaluation matrix used in practice. The article shows that suppliers’ qualities, strategies and abilities affect a buying company’s business. Reliable suppliers can help to develop stabile, long-term relationships that will be beneficial to both parties. Effective sourcing and purchasing require high-quality suppliers.

The purpose of this study was to examine the opinions of school principals and teachers about the new implication process which teachers are being evaluated by school principals according to performance criteria. Phenomenological study design was chosen in this qualitative research. Participants were selected according to maximum variation sampling which is one of the purposeful sampling methods. Data were collected from 11 school principals and 14 teachers via semi-structured interview forms in Tokat city center. Data were analyzed according to descriptive analyzing technique. According to the results obtained in the study, participants stated that the purpose of current performance evaluation is the evaluation of teachers and to support their professional development. About the new application’s access to the purposes, while many of the teachers reported that the system could not achieve its goals, most of the school principals stated that the system would reach the goals with some shortcomings. Participants criticized the system for fast coming up and implementation. Participants stated that school principals were not qualified for this system. The most important strength of the system was defined as the teacher’s close awareness of the school principals. According to teachers’ views about the weaknesses of the system; the impact of conflicts or prejudices affecting school, school principals’ failure to take into account the criteria list, the existence of biased behaviors, the fact that principals were not educated in supervision, erroneous or incomplete practices in branch-specific evaluations, the deterioration of organizational peace. The majority of school principals reported that the applied system could contribute to the professional development of teachers, while the majority of teachers thought that the system would make a limited contribution. A two-day seminar was held with the school principals while training for teachers was not arranged by the Ministry of Education prior to the performance evaluation process. In the study, some suggestions were also made regarding the development of the current practice and the assessment of teacher performance in Turkey.Extended English abstract is in the end of PDF (TURKISH) file. ÖzetBu çalışmanın amacı öğretmenlerin performans kriterlerine göre okul müdürleri tarafından değerlendirildiği yeni uygulama konusunda okul müdürleri ve öğretmenlerin görüşlerini ortaya koymaktır. Nitel araştırma yöntemine göre tasarlanan bu çalışmada olgu bilim deseni benimsenmiştir. Çalışmada katılımcılar amaçlı örnekleme yöntemlerinden maksimum çeşitlemeye göre oluşturulmuştur. Tokat il merkezinde görev yapmakta olan 11 okul müdürü ve 14 öğretmenle yarı yapılandırılmış görüşme formu kullanılarak veri toplanmıştır. Veriler betimsel analiz tekniğine göre çözümlenmiştir. Araştırmada elde edilen verilere göre katılımcılar mevcut performans değerlendirme uygulamasının amacının daha çok öğretmenlerin değerlendirilmesi ve mesleki gelişimlerini artırma olduğu yönünde görüş belirtmişlerdir. Yeni uygulamanın amacına ulaşabilmesine ilişkin öğretmenlerin çoğunluğu sistemin amacını gerçekleştiremeyeceğini düşünürken okul müdürlerinin çoğunluğu bazı eksiklikler belirtmekle birlikte sistemin amacına ulaşabileceğini ifade etmektedirler. Uygulanma süreciyle ilgili katılımcılar sistemin bir anda gündeme gelmesi ve uygulanmasını eleştirmektedir. Katılımcılar okul müdürlerinin bu konuda yeterli olmadığını düşünmektedir. Sisteminin en önemli güçlü yanının okul müdürünün öğretmeni yakından tanıması olduğu ifade edilmiştir. Sistemin zayıf yönleri ile ilgili olarak öğretmenler; okulda yaşanacak çatışmaların veya önyargıların değerlendirmeyi etkilemesi, okul müdürlerinin kriter listesini dikkate almaması, taraflı davranışların varlığı, müdürlerin denetim konusunda eğitimli olmamaları, branşa özgü değerlendirmelerde hatalı veya eksik uygulama, örgüt barışının bozulması şeklinde görüş belirtmişlerdir. Okul müdürlerinin çoğunluğu uygulanmakta olan sistemin öğretmenlerin mesleki gelişimine katkı sağlayacağını belirtirken öğretmenlerin çoğunluğu kısıtlı katkı sağlayacağını düşünmektedir. Performans değerlendirme süreci öncesinde Milli Eğitim Bakanlığı tarafından öğretmenlere yönelik bir eğitim düzenlenmezken, okul müdürlerine iki günlük bir seminer düzenlenmiştir. Çalışmada ayrıca mevcut uygulamanın geliştirilmesi ile ilgili ve Türkiye’de genel anlamda öğretmen performansının değerlendirilmesi ile ilgili olarak birtakım önerilerde bulunulmuştur.

<p>Landslide early warning systems (LEWS) can be classified in either territorial or local systems (Piciullo et al., 2018). Systems addressing single landslides, at slope scale, can be named local LEWS (Lo-LEWS), systems operating over wide areas, at regional scale, can be referred to as territorial systems (Te-LEWS). Te-LEWS deal with the occurrence of several landslides within wide warning zones at municipal/regional/national scale. Nowadays, there are around 30 Te-LEWS operational worldwide (Piciullo et al., 2018; Guzzetti et al., 2020). The performance evaluation of such systems is often overlooked, and a standardized procedure is still missing. Often the performance evaluation is based on 2 by 2 contingency tables computed for the joint frequency distribution of landslides and alerts, both considered as dichotomous variables. This approach can lead to an imprecise assessment of the warning model, because it cannot differentiate among different levels of warning and the variable number of landslides that may occur in a time interval.</p><p>To overcome this issue Calvello and Piciullo (2016) proposed an original method for the performance analysis of a warning model, named EDuMaP, acronym of the method’s three main phases: Event analysis, Duration Matrix computation, Performance assessment. The method is centered around the computation of a n by m duration matrix that quantifies the time associated with the occurrence (and non-occurrence) of a given landslide event in relation to the different warning levels adopted by a Te-LEWS. Different performance criteria and indicators can be applied to evaluate the computed duration matrix.</p><p>Since 2016, the EDuMaP method has been applied to evaluate the performance of several Te-LEWS operational worldwide: Rio de Janeiro, Brazil (Calvello and Piciullo, 2016); Norway, Vestlandet (Piciullo et al., 2017a); Piemonte region, Italy (Piciullo et al., 2020), Amalfi coast, Italy (Piciullo et al., 2017b). These systems have different structures and warning models with either fixed or variable warning zones. Power control is the intelligent selection of transmitter power output in a communication system to achieve good performance within the system. The notion of good performance can depend on context and may include optimizing metrics such as link data rate, network capacity, geographic coverage and range, and life of the network and network devices. Power control algorithms are used in many contexts, including cellular networks, sensor networks, and wireless LANs. Typically, there is no simple answer to the problem of power control, and a good algorithm must strike a balance between the benefits and drawbacks associated with targeting a particular transmit power based on the performance criteria of most importance to the designer. Performance mix design (PMD) of asphalt mixtures, often referred to as balanced mix design, is a design methodology that incorporates performance testing into the mix design process. The Virginia Department of Transportation (DOT), like many owner agencies, is interested in ways to specify asphalt mix designs better in an effort to make its roadway network more sustainable, longer lasting, and more economical. By adding performance criteria through a PMD framework, that goal can be achieved. Further, a PMD framework should allow for the development of new, innovative methods to increase pavement recyclability, new performance additives, and other means to enhance pavement performance. This paper provides details and documentation of the approach being taken by the Virginia DOT in their efforts to develop a PMD specification. Aspects of development presented include PMD method options, selection of performance tests, and determination of acceptance criteria. A discussion about validating specifications with in-service performance data and addressing quality control and quality assurance is also provided. Although additional work is needed for full development and implementation, the methodology being applied has been found to provide useful outcomes for the Virginia DOT even in the initial stages of development.
