Decision Making in Local Energy Planning

The current financial and economic crisis, as well as the wider socioeconomic and environmental pressures, including climate change among others, put seriously into question the traditional development patterns. This is particularly true for the local and regional authorities, who face a number of challenges as regards growth, jobs and sustainability. These pressures create high expectations for coordinated actions and holistic interventions to address comprehensively the problems toward a competitive economy. In this context, this Chapter describes the main issues of the decision making in local energy planning. The policy context and relevant initiatives are outlined. A detailed review of existing methodologies for local energy planning, as well as standard techniques and methods (participatory approach, aspiration level, multi-criteria decision support, robustness analysis, indicator-based assessment frameworks) are presented. The need to support the local and regional authorities in the decision-making process for the development, implementation and monitoring of their Sustainable Energy and Climate Action Plans, especially within the framework of the Covenant of Mayors for Climate and Energy (a first-of-its-kind global initiative of cities and towns) is highlighted.

The process to define the 2023–2027 Common Agriculture Policy (CAP) is underway. The implementation model governing the process requires each EU Member State to design a National Strategic Plan to deliver operational actions exploiting the synergies under the two pillars of the policy. Each Plan must be built from an evidence-based needs assessment that undergoes rigorous prioritisation and planning to create comprehensive, integrated, and achievable interventions. In Italy, the success of this planning process requires all interested stakeholders to generate options for the regional authorities who plan, manage, and legislate agricultural activities. This research proposes a decision-making technique, based on the cumulative voting approach, that can be used effectively when multiple persons from different backgrounds and perspectives are engaged in problem-solving and needs prioritisation. The results indicate that the model can be applied both theoretically and practically to prioritise Strategic Plan needs that involve national and regional authorities. Validation of the model allows it to be used in the next consultative processes and for expansion to socioeconomic stakeholders.

The aim of this study was to examine the applicability of successful participatory and adaptive management in the protected area of Axios-Loudias-Aliakmonas estuaries, based on local people‟s perceptions in relation to protection, as well as on main elements considered to be critical for successful participatory processes. Participatory and adaptive management of protected areas includes involvement of stakeholders in decision making and the ability to adjust management policies to emerging needs, associated with complex and dynamic socio-natural systems. The area of the Axios-Loudias-Aliakmonas estuaries is protected under national, European and international environmental legislation. Simultaneously, the area is one of the most dynamic agro-ecosystems of Greece. Agriculture and fishing/mussel culture are well-developed activities of the primary sector of economy resulting in a number of environmental pressures on the protected area. Until recently, there was no substantial institutional protection of the area. The Common Ministerial Decision designating the area protected, pending for several years, was finally published in 2009. This delay was considered associated with reactions of the local people to potential restrictions imposed on their professional activities. The first part of this study attempts to record perceptions of the local population regarding important issues related with the protected area and explore how they are influenced by age and education of respondents, their economic dependence on it and distance of their residence from its borders. Using a questionnaire, the survey was conducted to a total sample of 822 respondents. The first part reveals a strong spatial variation in the views of local people, which requires special management policies. In general, a positive attitude towards protection was recorded, although there was a part of respondents that expressed negative attitude to protection, associated exclusively with economic interests. This study coincided with a pilot application of adaptive management in the area by the Managing Authority of Axios-Loudias-Aliakmonas estuaries. The Managing Authority applied an evaluating method of the main environmental threats to the area by a group of experts. Given the absence of stakeholders of the primary sector from this process, we decided to explore their views regarding threats by applying a similar approach. To this aim, ten focus groups were formed, seven representing agricultural cooperatives and three representing fishing cooperatives. The results of the second part show that stakeholders of the primary sector tend to underestimate specific threats related to their professional activities. However, most groups recognized the wetland‟s value; also, in a number of cases, their assessment of threats approached the experts‟ assessment. It appears that the conditions for implementing participatory and adaptive management in the region are generally favorable, provided the effective tackling of issues which incite conflict or impede management efforts. Important among them are the disparity between different regions and the association of professional activity and financial interests with the attitude to protection. Active and effective involvement of major stakeholders in early decision making stages, that is the process of participatory and adaptive management itself, can help in addressing these issues.

Motivated by a growing recognition of the climate emergency, reflected in the 26th Conference of the Parties (COP26), we outline untapped opportunities to improve health through ambitious climate actions in cities. Health is a primary reason for climate action yet is rarely integrated in urban climate plans as a policy goal. This is a missed opportunity to create sustainable alliances across sectors and groups, to engage a broad set of stakeholders, and to develop structural health promotion. In this statement, we first briefly review the literature on health co-benefits of urban climate change strategies and make the case for health-promoting climate action; we then describe barriers to integrating health in climate action. We found that the evidence-base is often insufficiently policy-relevant to be impactful. Research rarely integrates the complexity of real-world systems, including multiple and dynamic impacts of strategies, and consideration of how decision-making processes contend with competing interests and short-term electoral cycles. Due to siloed-thinking and restrictive funding opportunities, research often falls short of the type of evidence that would be most useful for decision-making, and research outputs can be cryptic to decision makers. As a way forward, we urge researchers and stakeholders to engage in co-production and systems thinking approaches. Partnering across sectors and disciplines is urgently needed so pathways to climate change mitigation and adaptation fully embrace their health-promoting potential and engage society towards the huge transformations needed. On 24 December 2018, the Regulation (EU) 2018/1999 on the governance system of the Energy Union and Climate Action entered into force. The Governance Regulation provides the European Union with a new regulatory regime for renewable energies and energy efficiency. It has the function of an ‘Umbrella Regulation’ which aims at the overarching control of energy and climate policies for the period 2021 to 2030. Its target is to implement the climate protection goals of the Paris Agreement. At the same time, it represents a compromise and compensation for the European Union’s lack of competences in the area of energy supply, especially concerning the determination of the energy mix of the Member States. Despite choosing a Regulation (which applies automatically) as the legislative tool, its steering and sanctioning mechanisms are in this respect rather ‘soft’: The Regulation gives the Member States a wide scope of decision-making. Which goals and instruments are established by the Governance Regulation, which scope of decision making remains at the national level, how Germany exercises its decision making powers and how it should be exercised are key questions addressed in this article.

The huge growth of e-commerce has had a profound impact on users who can now choose from a vast number of options online. Inevitably, as the number of choices has increased, so has the need for tools to help users organize, manage and utilize information on these for better decision-making. Comparison shopping agents or shopbots can help users decide what to buy and enhance their online shopping experience. However, despite the high expectations, the immense potential of shopbots has not been fully realized. In this chapter, the author identifies the limitations and drawbacks of current shopbots, in particular, with regard to the underlying technology for building such systems. She then discusses how these technical limitations can be overcome by making use of the Semantic Web and Web Services. She also considers how shopbots can truly serve the user by providing personalized, impartial and flexible services.

Extremely complex systems like the smart grid or autonomous cars need to meet society's high expectations regarding their safe operation. The human designer and operator becomes a “system component” as soon as responsible decision making is needed. Tacit knowledge and other human properties are of crucial relevance for situation-dependent decisions. The uniform modeling of technical systems and humans will benefit from ethical reflection. In this chapter, we describe human action with technical means and ask, on the one hand, for a comprehensive multidisciplinary technology assessment in order to produce supporting knowledge and methods for technical and societal decision making. On the other hand—and here is the focus—we propose a system life cycle approach which integrates the human in the loop and argue that it can be worthwhile to describe humans in a technical way in order to implement human decision making by means of the use case method. Ethical reflection and even ethically based technical decision making can support the effective control of convergent technology systems.
