Implement an optimal arrangement of equipment, instrumentation and medical personnel based on the weight and balance of the aircraft and transfer humanitarian aid in a Drone, by implementing artificial intelligence algorithms. This due to the problems presented by geographical layout of human settlements in southeast of the state of Chihuahua. The importance of this research is to understand from a Multivariable optimization associated with the path of a group of airplanes associated with different kind of aerial improve the evaluate flooding and send medical support and goods to determine the optimal flight route involve speed, storage and travel resources for determining the cost benefit have partnered with a travel plan to rescue people, which has as principal basis the orography airstrip restriction, although this problem has been studied on several occasions by the literature failed to establish by supporting ubiquitous computing for interacting with the various values associated with the achievement of the group of drones and their cost-benefit of each issue of the company and comparing their individual trips for the rest of group. There are several factors that can influence in the achievement of a group of Drones for our research we propose to use a Bioinspired Algorithm.

The purpose of this chapter is to understand a multivariable optimization associated with the path of a group of vehicles integrated in an ecological community and determine the optimal route involve speed, storage, and travel resources. Time of charge for determining the cost benefit have partnered with a travel plan associated with the charge point in a smart city, which has as principal basis the orography restriction related with the energy consumed. Although this problem has been studied on several occasions, the literature failed to establish ubiquitous computing for interacting with the various values associated with the achievement of the group of vehicles and their cost-benefit of each member of the community, comparing their individual trips for the group and determining the quantity of energy required for each one. There are several factors that can influence in the achievement of a group trip. For this chapter, the authors propose to use bat algorithm, which has proven to be efficient for the convergence of several issues.

The importance of this research is to understand from a Multivariable optimization associated with the path of a group of airplanes associated with an aero taxi company and determine the optimal flight route involve speed, storage and travel resources for determining the cost benefit have partnered with a travel plan, which has as principal basis the orography airstrip restriction, although this problem has been studied on several occasions by the literature failed to establish by supporting ubiquitous computing for interacting with the various values associated with the achievement of the group of airplanes -Cessna 208 Caravan- and their cost-benefit of each issue of the company and comparing their individual trips for the rest of group. There are several factors that can influence in the achievement of a group of Cessna 208 Caravan group for our research we propose to use Bat Algorithm, which has proven to be efficient for the convergence of several issues (artificial bats) when they have such restrictions and obstacles should use this energy to avoid in our case, a gain resource as food which in our case is represented as the use of travel passengers and goods optimally for the duration of a long trip with the uncertainty of not knowing when you have a resupply or reduce this quantity.

Peer reviewed scientific publishing is critical for communicating important findings, interpretations and theories in any branch of science. While the value of peer review is rarely doubted, much concern is being raised about the possible biases in the process. I argue here that most of the biases originate in the evolved innate tendency of every player to optimize one’s own cost benefits. Different players in the scientific publishing game have different cost-benefit optima. There are multiple conflicts between individual optima and collective goals. An analysis of the cost-benefit optima of every player in the scientific publishing game shows how and why biases originate. In the current system of publishing, by optimization considerations, the probability of publishing a ‘bad’ manuscript is relatively small but the probability of rejecting a ‘good’ manuscript is very high. By continuing with the current publishing structure, the global distribution of the scientific community would be increasingly clustered. Publication biases by gender, ethnicity, reputation, conformation and conformity will be increasingly common and revolutionary concepts increasingly difficult to publish. Ultimately, I explore the possibility of designing a peer review publishing system in which the conflicts between individual optimization and collective goal can be minimized. In such a system, if everyone behaves with maximum selfishness, biases would be minimized and the progress towards the collective goal would be faster and smoother. Changing towards such a system might prove difficult unless a critical mass of authors take an active role to revolutionize scientific publishing.

The accuracy in administering the diagnosis code was the important matter for medical recorder, quality of data was the most important thing for health information management of medical recorder. This study aims to know the coder competency for accuracy and precision of using ICD 10 at X Hospital in Pekanbaru. This study was a qualitative method with case study implementation from five informan. The result show that medical personnel (doctor) have never received a training about coding, doctors writing that hard and difficult to read, failure for making diagnoses code or procedures, doctor used an usual abbreviations that are not standard, theres still an officer who are not understand about the nomenclature and mastering anatomy phatology, facilities and infrastructure were supported for accuracy and precision of the existing code. The errors of coding always happen because there is a human error. The accuracy and precision in coding very influence against the cost of INA CBGs, medical and the committee did most of the work in the case of severity level III, while medical record had a role in monitoring or evaluation of coding implementation. If there are resumes that is not clearly case mix team check file needed medical record the result the diagnoses or coding for conformity. Many countries are investing in measures to improve surface water quality, but the investment programmes for so doing are increasingly becoming subject to cost-benefit analysis. Whilst the cost of control measures can usually be determined for individual improvement schemes, there are currently no established procedures for valuing the benefits attributable to improved surface water quality. The paper describes a methodology that has been derived that now makes this possible.
